Mr. Jack Gassner of International Development II is requesting approval of a preliminary plat, PUD
final development plan and associated rezoning of the 12.8 acres of property west of Shannon
Parkway, north of 145th Street West from Agriculture to R-1 Single Family Detached Residential.
The City Council previously approved a concept involving 30 generally conventional single family
lots. However, the latest proposal of 281ots represents fewer variances, larger lots and lower
construction costs. The Planning Commission review is attached.
On November 14, 1995, the Planing Commission reviewed the proposal and adopted a motion to
recommend approval of the preliminary plat, PUD and rezoning after some discussion and public
comment. The Planning Commission inquired about the possibility of walking trails along the west
side of Shannon Parkway in addition to the interior of the development. Staff explained the difficulty
of trail development and the resulting recommendation for a sidewalk along 143rd Street. Generally,
the Planning Commission acknowledged that the current proposal is superior to previous designs and
that the proposal succeeded as an appropriate infill design solution to the neighborhood,

PROPOSAL:
Mr. Jack Gassner of Intemational Development II is requesting approval of a single family
(detached) residential proposal for 28 lots west of Shannon Parkway and north of 145th Street
West. The 12.8 acres for the development combines the property formerly owned by the Strese
family and approximately three acres that will be purchased from the Burkhalter family.
BACKGROUND:
The Planning Commission has reviewed several proposals concerning this area in the last year. The
original proposal for 31 lots was shelved by the Developer because of the high number of variances
and resulting double-frontage lots. Significant grading requirements and infrastructure impacts
present challenges to any development scenario. Subsequently, the Developer proposed altemative
concepts including small-lot and zero-lot line designs. The Planning Commission and the City
Council did not approve of either of these concepts and the Developer's consultant has prepared a
conventional single family preliminary plat as a result.
PLAT DESIGN,ACCESS, &CIRCULATIONi
Shannon Meadows Addition consists of 28 single family lots that generally meet or exceed
current standards of the R-1 Single Family Residential Detached District standards. The plat has
a single street connection to Shannon Parkway at the 143rd Street West alignment.
The existing driveway that previously connected to 145th Street West just west of Shannon
Parkway should be removed. The "pan handle" becomes part of the nearest lot (lot 13, block 2.
A long cul-de-sac provides frontage for 201ots which is the dominant feature of xhe development.
The cul-de-sac is approximately 771 feet long which is 71 feet longer than the maximum length
allowed by the Subdivision ordinance standards. However, the standard allows for special
consideration may be given for longer cul-de-sacs where certain topographic features or other
unusual circumstances dictate. Previous designs for this property with a second street connection

to Shannon Parkway aligning with 144th Street West resulted in several double-frontage lots that
were inferior in quality to the cunent proposal in the opinion of Planning Staff.
As with previous plat designs, 143rd Street West will provide access ta property adjacent to the
west when it is proposed for development/redevelopment.
LoT D�crr:
More than half of the lots exceed an average of Z00 feet in lot depth which underscores the large
lots resulting from the design in contrast to the minimum lot depth requirement of 125 feet.
Efforts to create more lots that are closer to the mini.mum standard will result in variances such
as the double fronted lots mentioned earlier. The property does not have enough depth between
Shannon Parkway and Hawkins Pond to accommodate two street connections and avoid lots that
front on Shannon Parkway or are double fronted.
PARK RECONIlIIENDATION: �
No park land dedication is recommended with this proposal. A sidewalk along the south side of
143rd Street will be sufficient to accommodate pedestrian traffic. The balance of park dedication
will be in the form of ca.sh.
Dx�nv�GE Arrn U�,rr�s:
The attached Engineering reviews contain specifics regazding gra.ding and drainage and utilities.
Generally, the plan indicates significant grading to eliminate low elevations and create "walk-out"
lots on either side of the cul-de-sac without unporti.ng fill. This is accomplished by creating two
ponds on either side of the cul-de-sa.c. While one pond is necessary to replicate the existing pond
capacity, the two ponds become redundant and will likely become a maintenance liability for the
- Public Works Department.
The utility plans,aindicate a catch basin and pipe that picks up water from the rear yards of Block
1. The i�astallation of the pipe will result in the loss of some of the trees along Shannon
Parkway. Overland drainage between the lots could eliminate or reduce the anticipated tree loss.
Given the side yazd setback of thirty feet, enough space should be available to supplement the
drainage between the lots.
Vax�aivcEs:
The cul-de-sac length is a variance which has been previously discussed. In addition, three lot
depth and one lot width variance will be required.
Lot depth deficiencies Lots 22, 23 and 24, Block 2 are 120 feet deep, five feet less than the
minimum standard.
Lot width deficient Lot 4, Block 2, a corner lot, is 9I feet wide which is four feet less
than the standard which is needed for the setbacks on both sides of a
corner lot.

F`INDINGS:
In approving the PUD, the Planning Commission must find as follows and forward its findings to
the City Council.
1. The Plan provides sufficient useable open space and evidences a substantial preservation of
natural features ta warrant the granting of variances through Planned Unit Development.
A signi,ficant proportion of the lots greatly exceed dimensional requirements. Modification of the
grading and utilities plans will create opportunities to preserve exisring trees along the boulevard
area.
2. The Plan complies with the intent of the Comprehensive Guide Plan.
The Comprehensive Guide Plan Land Use Designation for the a,�`'ected property is urban
residential. Therefore, the development is consistent with the goals and policies of the
Comprehensive Guide Plan.
3. The proposed development will not be detrimental to sunounding properties.
The development proposal is generally consistent with and frequently exceeds the standards
which apply to the exisring developments in the vicinity. Planning sta,f,�'thus concludes that the
development is consistent with land use patterns in the area and will not have a negative impact
on surrounding properties. �
4. The Plan is more creative and will provide a better living, working or shopping environment than
is possible under strict ordinance requirements.
The single long cul-de-sac results in large lots with building sites that are not in close proximity
tn Shannon Parkway. ?he variance for cul-de-sac length a��ears to be more desirable than the
Zots that would result with a di„�erent street design that me�:::s strict requirements. Another
perspective would suggest that the lot variances identified in previous designs result in a less
desirable living environment than that which results,from the cul-de-sac length variance.
RECOMMENDATION:
MOTION to recommend approval of the Shannon Meadows Addition Final Planned Unit
Development and Shannon Meadows Addition Preliminary Plat subject to:
1. incorporation of Engineering and Park Department recommendations relative to grading,
' utilities, and park dedication as outlined in their reviews for the Shannon Meadows Addition;
� 2. execution of a Shannon Meadows Planned Unit Development and Subdivision Development
Agreement to secure public improvements, infrastructure, Geographic Information System
(GIS) fees, and park dedication, as well as guarantee variances;
3. rezoning of the property to R-1 Single Family Residential; and
- 4. conformance with the subdivision and zoning ordinances for PUD final development plan
review, platting and rezoning requirements;
-AND-
A MOTION to recommend to City Council the rezoning of the property for the Shannon Meadows
Addition plat from AG Agriculture to R-1 Single Family Residential (detached).

The following is a review by the Engineering/Public Works Department ofi the plan sheets
� titled "Existing Conditions", "Preliminary Site Plan°, "Preliminary Grading Drainage & Erosion
Control Plan", and "Preliminary Utility Plan". All plan sheets are for the P.U.D. Concept Plan
submittal by International Development and dated October 6, 1995. The review also
contains comments from a November 9, 1995 meeting with Internationaf Development and
RLK Associates Ltd.
Drain�ge Facilities
. The HWl elevation for Hawkins Pond iHAW 183) has been established as the rim elevation
of the sanitary sewer lift station access cover. The lift stafion is located along the west side
of Hawkins Pond.
Therefore the HWL elevation of Hawkins pond is 929.0`. It is planned in the future to install
a lift station on Hawkins Pond, so low floor elevations shall be two feet higher or a minimum
elevation of 931.0'. This witl happen as development and pond elevation dictate.
The proposed East Pond will be eliminated. The proposed West Pond wilf act as one large
basin with Hawkins Pond during high water events. Therefore low floor elevations in the
� proposed development shall be a minimum of 931.0'.
An emergency overflow route from the low point in Shannon Parkway to Hawkins Pond will
� have to be provided through the proposed development. �
The proposed backyard catch basin in Lot 1, Block 1 will not be allowed in an effort to save
the oak trees in this area.

Sanitary Sewer
The existing sanitary sewer that runs through the southern part of the property is proposed
to be relocated. The existing sanitary sewer provides for future sanitary sewer service for
the lots at 4055 (Ronald R. Thompson) and 4063 {Rhonda L. Sather) 145th Street West and
a future lot east of 4063 145th Street West.
If there is a recorded easement for this sanitary sewer line, the developer will have to
� provide future sanitary sewer service for these homes at the developer's expense. If their
is not a recorded easement for this sanitary sewer line, the City will finance the sanitary
� sewer relocation with Core Funds.
Future plan submittals should show existing/abandoned drain fie(ds and wells along the
- southern part of the proposed development, around the Burkhalter home, and elsewhere in
the proposed development.

The island in the Dallara Ct. cul-de-sac will not be allowed.
� The street name 143rd Street is not correct. The correct name is 143rd Street West.
Existing 13' gravel drive that intQrsects with 145th Street West shall be closed. The curb
drop for the drive shaH be removed and replaced with B618 curb & gutter.

A 5' concrete walk is proposed along the south side of 143rd Street West.

Plan changes are being made from the November 9, 1995 meeting. A review of easements
will be made at a later date.

A RESOLUTION APPROVING THE
SHANNON MEADOWS FINAL RESIDENTIAL PLANNED UNTT DEVELOPMENT
AND SHANNON MEADOWS PRELIMINARY PLAT
A1�1D SETTING OUT TrIE CONDITIONS FOR FINAL PLAT APPROVAL
WHEREAS, on November 21, 1995 the Rosemount City Council held a public hearing, in
accordance with the City's Subdivision Ordinance and State Statutes, and approved the Final
Residential Planned Unit Development and Preliminary Plat for the Shannon Meadows Addition
subject to conditions; and
WHEREAS, the developer, International Development II, has made application for approval of the
Shannon Meadows Addition Final Residential Planned Unit Development and Preliminary Plat; and
WHEREAS, on November 14, 1995, the Planning Commission of the City of Rosemount reviewed
and recommended approval of the Shannon Meadows Addition Final Planned Unit Development and
Preliminary Plat.
NOW, THEREFORE, BE IT RESOLVED, the City Council of the City of Rosemount hereby
approves the Shannon Meadows Addition Final Residential Planned Unit Development and
Preliminary Plat subject to:
1. incorporation of Engineering and Park Department recommendations relative to grading,
� utilities, and park dedication;
2. execution of the Shannon Meadows Planned Unit Development and Subdivision Development
Agreement to secure public improvements, infrastructure, Geographic Information System
(GIS)fees, and park dedication, as well as guarantee variances;
3. rezoning of the property from AG Agriculture to R-1 Single Family Residential(detached);
4. conformance with the subdivision and zoning ordinances for PUD final development plan
review, platting, and rezoning requirements.

Shannon Meadows Residential Subdivision
THE CITY COUNCII.OF THE CTTY OF ROSEMOUNT, MINNESOTA ORDAINS AS FOLLOWS:
Section 1. Ordinance No. B, adopted September 19, 1989, entitled "City of Rosemount Zoning
Ordinance," is hereby amended to rezone from AG Agriculture to R-1 Single Family Residential
(detached) the following described property located within the City of Rosemount, Minnesota to-wit:

i n . The Zoning Map of the City of Rosemount, referred to and described in said Ordinance
No. B as that certain map entitled "ZONING MAP OFTHE CITY OF ROSEMOUNT", shall not be republished
to show the aforesaid rezaning, but the Clerk shall appropriately mark the said zoning map on file in the
Clerk's office for the purpose of iridicating the rezoning hereinabove provided for in this Ordinance and
all of the notation references and other information shown thereon are hereby incorporated by reference
and made a part of this Ordinance.
Section �. This ordinance shall be effective immediately upon its passage and publication
according to law.

, PROJECT DESCRIPTION
' Shannon Meadows Addition is a 12.847 acre preliminary plat consisting of 28 single family
residential lots. The site is currently lrnown as the Burkhalter and Strese farm properties. The plat
provides logical connections to existing streets wiuch provide excellent access to this neighborhood.
, The main entrance is pravided from Shannon Parkway to create a pleasant"sense of amval"and
strong identity for this proposed neighborhood. An efficient roadway network is provided in the
proposed subdivision with 60 foot wide right-of-ways. The use of cul-de-sacs is minnYuzed with
, only one located in the subdivision in an area wluch is not appropriate for through streets. One
future road access point to the west is provided by stubbing one street#o the property line which
will link this proposed neighborhood to any future developmeut to the west.
' SITE DESCRIPTION
' The site is located in the northwest quadrant of 145th Street and Shannon Parkway,both of which
are Ciry streets.
' Adjacent Land Use
An elcisting single family development(Country Hills Third Addition)is adjacent to a portion of
' the plat and is located#o the north. Other single farnily residential neighborhoods(Shannon Hills
and Broback Addition)are located to the east and south. The properiy to the west is undeveloped
at this time. A concept sketch of the future road connection has be�n provided for the property to
the west as a part of this proposed plat. �

The site has mostly rolling terrain with undulating slopes. Site elevations range from 928 to 970
along the north property line.It is proposed that the future grading of the site be designed to work
' with the topography of the site and be sensitive to the existing scattered trees.
Existin�,;Vegetation
'
The site has a lustory o£agricultural use. The agricultural area is divided by a draina.ge swale
which flows from east to west into an existing storm sewer flume which empties into the adjacent
, regional pond located immediately to the west. A number of mature overstory trees are scattered '
throughout the properry. Special efforts wiIl be made to preserve these significant natural
amenities along Shannon Parkway. Through these efforts this project will be able to reinforce the
' value of Shannon Parkway as a true parkway.
Storm Water Pondin�
, Currentl the site drains into the existin re ional ond located to the west. The ro osed site lan

will conform to the City stormwater management pian and utilize this regionai pond as designated.
, On-site ponds will also be constructed along the east and west areas of the site. The function of
these ponds will be to treat the stormwater prior to discharging into the regional pond.
, The proposed on-site ponds will be designed for rate control of a 100 year storm event to pre-
development conditions. As a part offuture submittals,the City will be petitioned to re-analyze the
volume requirements of the adjacent Hawkins pond when the consttuction of this proposed
� development is completed.
PHASING OF THE DEVELOPMENT
' It is anticipated that the Shannon Pond neighborhood will be constructed as our phase.
, PLANNED U1�TIT DEVELOPMENT DESIGN
The site design introduced with this applicat�on employs the Planned UnitDevelopment methai of
' planning and design: The P.U.D.provisions that are incorporated into ttus plan include the
following:
' • Encourage more creative design in the development of land.
• Promate variety in the physical development pattern of the City.
• Create larger expanses o£usable open space and preserve unique na.tural fea�.
' • Preserve and promote a'more desirable environment than would be possible under
strict ordinance requirements.
� Pernut variations in traditional lot layouts when high standards of design are
, implemented and necessary services can be provided. :
• Establish a confidence between the developer,City and residents of Rosemount that is
impossible with traditional zoning procedures.

' The four findings that must be made in approving a P.U.D.are:
' • The plan pmvides sufficient usable open space and evidence of a substantial
preserva#ion of natural fea.tures to warrant the granting of variances through P.U.D.
• The plan complies with the intent of the comprehensive guide plan.
' • Theproposed plan will not be detrimental to surrounding properties.
� The plan is more creative and will provide a better living,working or shopping
environment than is possible under strict ordinance requirements.

Several influences directly impact the design of the Shanuon Meadows Subdivision. Access to the
site must necessarily line up with#he existing 144th and 143rd Streets on the east side of Shannon
Parkway. Providing access to the Hawkins Prol�ert3'(to the west)is limited by the large pond and
w low elevations surrounding the pond. These two parameters aff�to some degree the internal
vehicular circulation of the site plan. Providing ponding for off site stormwater also influenced the
layout of the plan. Eliminating double frontage lots and front walk out lots as well as preserving
' c�cisting vegetation also played a part in site design.
Manylots axe exceptionally deep and provide ample open space for family use on the lot. Other
' lots back up to open space that provides for an increased visual lot depth. The average lot size is :
approximately 1T,000 square feet-well above the minimum 16,000 square feet required by code.
tOverall,the Shannon Meadows proposal uses a creative approach to site design while prornoting
variety in the development of the land. The creation of large lot open space togettier with the
preservation of existing vegetation is in tune with the P.U.D.requirements. Because the plan is
' lower in density and bigger in lot size than adjacent existing devetopments there will not be a _
detrimental effect to surrounding properties. Further,the plan dces conform to the intent of the
comprehensive guide plan.
