On September 26, 1995 the Planning Commission reviewed the proposed General Industrial Planned
Unit Development for AAA Auto Salvage located at 2596 160th Street West. The proposal involves
the development of the adjacent ten-acre paxcel to the east, combin�ng it with the current site and
construction of a 30,000 squaxe foot building that will house several tenants, as well as an auto parts
axea that is related to the AAA Salvage business. PUDs are required by the zoning ordinance in the
General Industrial District when multiple parcels, structures, or uses are involved.
The plan was discussed by the Planning Commission with comments from staff regarding the recently
�� revised landscaping plan. A planning staff recommendation to modify the landscaping plan with
i species substitutions was considered as part of the Planning Commission motion for recommendation
; of approvaL

A RESOLUTION APPROVING THE CONCEPT FOR THE
AAA AUTO SALVAGE GENERAL INDUSTRIAL MI��D USE
PI.ANNED UNTr DEVELOPMENT WITH CONDITIONS
WHEREAS, Gerald and James Anderson,AAA Auto Salvage,have applied for approval of a General
Industrial Planned Unit Development for their properry located at 2596 160th Street West in the City of
Rosemount; and
WHEREAS,the proposed General Industrial Planned Unit Development is in conformance with the goals and
policies of the Comprehensive Guide Plan; and
WHEREAS, on September 26, 1995 the Planning Commission reviewed the concept planned unit
development and adopted a motion to recommend approval of the concept for a General Industrial Mi�ced Use
Planned Unit Development with conditions; and
WHEREAS,the City Council conducted a public hearing on November 7, 1995 to hear testimony regazding
the proposed planned unit development in accordance with Section 12.2 of the City of Rosemount Zoning
Ordinance as well as State Statutes.
NOW,THEREFORE,BE IT RESOLVED,the City Council of the City of Rosemount hereby approves the
concept for the General Industrial Planned Unit Development proposed for the AAA Auto Salvage properry
subject to:
1. incorporation of engineering specifications recommendations as outlined in the Engineering Review
of the AAA Auto Salvage memo;
2. modification of the landscape plan as required by Planning sta.ff;
. 3. platting of the two paxcels into one lot in accordance with the City's Subdivision Ordinance; and
4. conformance with applicable building and fire codes.

Gerald and James Anderson are requesting approval of a PUD that will a11ow them to construct a 30,000 squaze
foot building in the General Industrial District that will provide space for office/warehouse tenants and another
5,000 squaze feet for their auto salvage business. The building will be constructed on an undeveloped parcel of
slightly less than ten acres that will be combined with their property located at 2596 160th Street West.
AccEss.�rr�C�ctrt�.TTON: One driveway will provide access to 160th Street. There will be direct access to the
current site as part of the lot combination. Parking will be provided for 65 cars on the east side of the building.
The paved azea will align with the existing facility.
BuII,DING C�,ttnc�lusTTcs: 'The single story building will consist of slightly more than fifry percent(50%)
decorative concrete block. The balance will be colored metal wall panels between the roof and a concrete block
color strip for decorative emphasis. A loading azea will be located between the new building and the existing azea
with a loading dock well. The eastern elevation will contain the pedestrian entrances to the office spaces. There
will be no doors on the south elevation facing 160th Street.
I,At�msc.��rG Pr.�t: A revised landscaping plan was received by the Planning Department on Friday afternoon
and was not available prior to packet distribution. Review comments will be provided ta the Commission at the
meeting Tuesday evening.
ENGn�rEEx�rG coNSID�TTONs: The attached memo from the Engineering Department summarizes their review
and recommendations for this PUD.
Recommended Action: A MOTION to recommend to City Council approval of the Concept PUD for
AAA Auto Salvage as submitted by Gerald&James Anderson,2565 160th Street West, subject to: 1)
incorporation of attached engineering specifications and requirements; 2)modification of landscape
plan as required by Planning staff; 3}platting of the two pazcels into one lot in accordance with the
City's Subdivision Ordinance; and 4) conformance applicable building and fire codes.

The following is a review by the Engineering/Public Works Department of the "Site Plan" for
the P.U.D. Concept Plan submittal by AAA Auto Salvage. The plan was received on
September 12, 1995.
Drainage Facilities
The low areas along the northern part of the property are identified as wetlands on the
National Wetland Inventory maps. Studies for the Business Park identify this wetland area
for storm runoff storage for future Business Park expansion. Wachter Lake studies also ,
identify this wetland area as part of a future system of ponds and pipes that will take water
from Wachter Lake to the southern corporate limits of Rosemount and eventually the
Vermillion River. As a result of these studies a HWL of 942' was established on the wetland
area along the northern part of the property. Staff is requesting the establishment of a
ponding easement on the property to the HWL of 942'.
The proposed NURP pond will still need to be constructed. The piped outlet for the pond can
drain into the wetland area. The emergency overflow for the pond should be directed away
ftom the wetland area.
Staff is also requesting the establishment of 10' drainage&utility easements along adjoining
- lot lines and street Iines.
Sanitarv Sewer
No sanitary sewer is available to serve the site at this time. The proposed buildings will be
expected to connect ta sanitary sewer when it is available per Gity and State Codes.
AAA AUTO SALVAGE REVIEW
Watermain
The site is currently not connected to the 12" watermain that runs along their southem
property line. Staff is requiring the property owner to connect the existing and proposed
buildings to this 12" watermain for potable water consumption.
Streets
Proposed driveway access is to 160th Street. A culvert is needed at the proposed driveway
access. It should be shown on the plans along with arrows indicating the direction of flow
through the culvert.
Staff is requiring the establishment of 50' of half right-of-way on 160th Street.
Fees & Assessments
A Geographic Information Systems (GIS) fee will be requested at the time of platting.
Pre-assessments will be required for future 160th Street Improvements.

Assistant Planner Rick Pearson discussed the concept for general industrial development on the
approximate ten-acre site contiguous to the existing�AAA Auto Salvage property. An overview of access
and circulation,building aesthetics,landscaping, and engineering considerations was presented. Jim
Anderson was in attendance and provided further information regarding landscaping issues and
�� assessments for future 160th Street West improvements.
MOTION by Ingram to recommend to City Council approval of the concept PUD for AAA Auto Salvage
as submitted by Gerald&James Anderson, 2565 164th Street West,subject to:
1) incorporation of modified engineering specifications&requirements;
2)modification of landscape plan as required by Planning staff;
3)platting of the two pazcels into one lot in accordance with the City's subdivision ordinance;
4) conformance with applicable building and fire codes.
