ATTACffiVIENTS: ORDINANCE APPROVED BY: Presently the city contracts with Knutson Services for residential recycling services in the city. This is an annual contract and for 1995 Knutsons did not charge for this service. In 1994 Knutsons charged the city $43,000 for this service. Recently Knutsons was purchased by United Waste and they have informed us that they would no longer provide residential recycli.ng services at no charge. Because of this, staff is recommending the attached ordinance which makes each licensed ha.uler responsible for providing this service at no additional cost to the � property owner. i , � i RECONIlVIENDID ACTION: MOT I ON to approve AN ORD I NANCE RELAT ING TO SOL i D WASTE: AMENDING CtTY CODE SE�TI`ON 5-1=7 regarding recyciing. COUNCIL ACTION: . D.� + .. � . - . . . CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA ORDINANCE NO. AN ORDINANCE RELATING TO SOLID WASTE; AMENDING CITY CODE SECTION 5-1 7 THE CITY COUNCIL OF THE CITY OF ROSEMOUNT ORDAINS that the Rosemount City Code of Ordinances is amended by adding new Section 5-1-7, subsection D as follows: CHAPTER 1 SOLID WASTE SECTION: 5-1-7, subsection D: Each licensed collector shall: � l. Make available weekly curbside collection of recyclable materials to all residential customers. The city council may desigante by resolution specific materials for which collection must be available. Collection of recyclable materials from such a customer shall be made at the same time, at the same location, and with the same frequency as collection of solid waste from that customer. No fee may be charged to a customer for this service. 2. Dispose of recyclable materials at a licensed recycling facility, an organized recycla.ble materials drive, or through another licensed hauler of recyclable materials. No fee may be charged to a customer for this service. 3. Report to the City, on a quarterly basis and on forrns provided by the City, the quantity of all residential recyclable materials by type and yazd waste abated from landfills duri.ng the preceding quarter. Such quantities must be reported by tonna:ge, except that yard waste may be reported in estimates of cubic yardage abated. Copies of weight tickets must also be submitted with the abatement quantities. 4. Repart to the City, on a quarterly basis and on forms provided by the City, the number of residential customers the collector had in the City, and the percentage of those customers who actually recycled, during the preceding quarter. � ' This Ordinance is effective the January 1, 1996, following its adoption and publicarion. � �..
