WHEREAS, the Rosemount Comprehensive Guide Plan has guided this property for UR- Urban Residential and the proposed use of the property for High Density Residential for a Senior Iiousing Development Project is consistent with the Goals, Objectives and Policies of the Community and Comprehensive Guide Plan; and WHEREAS, the proposed land use is adjacent to the Rosemount Downtown Commercial District and is within the Central Community Commercial Study Area; and WHEREAS, an application has been submitted to rezone the project area from R1-a Single Family to R-4 Multiple Family Residential ; and �.. WHEREAS, existing and planned water and sewer utility services are capable of ineeting the needs of the development; and WHEREAS, existing and planned storm water facilities are capable of ineeting the needs of the development; and WHEREAS, transportation facilities in the immediate area provide sufficient capacity to accommodate the needs of proposed development; and WHEREAS, the City of Rosemount has reviewed the proposed redevelopment project and anticipates a very minor net increase in the additional sewer demand resulting from the proposed development, which is not scheduled for construction before 1997; and WHEREAS, the Planning Commission reviewed and recommended approval of the Minor Comprehensive Guide Plan Amendment during a Public Hearing conducted on July 25, 1995; and WHEREAS, a Public Hearing has been conducted by the City Council to hear testimony regarding the high density residential concept planned unit development in accordance with the policies as set forth in the Rosemount Comprehensive Guide Plan; and WHEREAS, the proposed guide plan amendment and project will provide the opportunity to fulfill a demonstrated need for additional senior housing in Rosemount. THEREFORE BE IT RESOLVED that the application by the Dakota County HRA for an amendment of approxirnately 2.5 acres of land located along Cameo Avenue, between 146th and Lower 147th Streets West to the City of Rosemount Land Use Plan re-guiding the property from UR Urban Residential to HR High Density Residential be approved, subject to review and approval by the Metropolitan Council, and that the City Staff be directed to prepare a Minor Comprehensive Guide Plan Amendment request for submission to the Metropolitan Council. A review of the underground parking driveway access design and a redesign of the parking/circulation setback which eliminates the set back variance and provides a detailed plan for screening the driveway and parking lot from property to the west. 2. Submission and approval of a detailed landscaping plan for the entire project with the final development plan. 3. Submission and approval of a revised fmal building design which architecturally softens the three-story design features of the entire building. 4. Full compliance with all requirements of the Rosemount Zoning and Subdivision Ordinances, except as may be approved through the PUD. 5. Submission and approval of a detailed lighting plan. The administrative plat application was submitted by the Dakota County Housing and Redevelopment Authority (HRA) along with the Rezoning Petition, Comprehensive Guide Plan Amendment Application, and the Application for Planned Unit Development (PUD) . It is our understanding that plat approval will be tabled until the Dakota County HRA has acquired all property within the site.
