Brad Arntson of Buffalo Bituminous is requesting approval on a mineral extraction
permit to allow the excavation of approximately 7000 tons of gravel in the
agriculture district, south of STH 55 and CSAH 42. The proposal is in support of a
resurfacing project for HWY 55 and a temporary asphalt batch plant will be an
accessory use to the extraction permit. The entire operation is expected to last
approximately 2 weeks.
Mineral extraction is a permitted used in the agriculture district east of TH 52 and within
1/2 mile north or south of CSAH 42.

RECOMMENDED ACTION: MOTION TO SET A PUBLIC HEARING FOR 8:00 P.M. OR SOON
THEREAFTER TO HEAR TESTIMONY REGARDING THE BUFFALO BITUMINOUS MINERAL
EXTRACTION PERMIT ON JULY 18, 1995.

MINERAL EXTRACTION PERMIT REQUEST
BUFFALO BITUNIINOUS
Appro�mately 1,500 feet south of TH 55, west of Fischer Ave.
TO WHOM IT MAY CONCERN:
NOTICE IS HEREBY GIVEN, the City Council of the City of Rosemount will hold a public
hearing to consider the item listed below on Tuesday, July 18, 1995 in the Council Chambers
of the City Hall, 2875 145th Street West, beginning at 8:00 p.m. or as soon thereafter as
possible. This public hearing pertains ta property located at 14727 Clayton Avenue East,
legally described as follows:
The ea.st 1/2 of the south east 1/4 of Section 28, Township 115, Range 18, Dakota
County Minnesota.
The purpose of this hearing is to consider a request for a mineral extraction permit in the
Agriculture District and operate an asphalt batch plant as an accessory use. The duration of
the permit is expected to coincide with a hwy 55 overla.y project.
Persons wishing to comment on this issue are invited to attend and be heard at the Tuesday,
7uly 18, 1995 City Council Meeting at 8:00 p.m. Formal written comments will also be
accepted prior to the meeting date. Please forward all comments and inquuiries to the
Planning Division of the Community Development Department.
