Attached is the Feasibility Report for the Bituminous Overlay Project for the Motz Addition
areas, City Project #268. As discussed at the last meeting, the estimated cost is
approximately 530,000. The assessment policy was discussed at the last meeting and
was revised to be 35% of the total cost of the project. In this project we are dealing
with 62 R-1 single family homes and a church, St. Johns Lutheran. The church was
determined to have the equivalent of 4 residential lots and therefore was assigned 4
residential units. 35% of the 530,000 estimated price is 510,500. Divided by 66 units
that equals S 159 per residential unit, which would be the assessed amount to each
home.
Council asked for recommendations as to a cap or maximum assessment. Staff
recommends the cap to be 5500 per R-1 residential lot for 1995. Other types of zoning
will be addressed in a separate policy memo later this year.
Council also requested a recommendation regarding the length of payments for
assessments. It is Staffs recommendation that a one year period be provided for the
assessment payment. In other words, any assessments in 1995 would be due and
payable in 1996 with the real estate taxes.
Staff recommends the action as stated below.

WHEREAS, the City Council deemed it necessary and expedient that the City construct
certain improvements, to -wit: City Project #268, 1995 Bituminous Overlay and
Appurtenant Work Improvements, in the City as described in and in accordance with the
feasibility report prepared by the Public Works Department; and
WHEREAS, the City Council has been advised by the City Engineer that said
improvements described in City Project #268 are feasible, and should best be made as
proposed, and
WHEREAS, the statute provided that no such improvements shall be made until the
Council has held a public hearing on such improvements following mailed notice and two
publications thereof in the official newspaper stating time and place of the hearing, the
general nature of the improvement, the estimated costs thereof, and the area proposed to
be assessed, in accordance with the law.
NOW THEREFORE BE IT RESOLVED, the City Council of the City of Rosemount accepts
the feasibility report for City Project #268 and places it on file.
NOW THEREFORE BE IT FURTHER RESOLVED, by the City Council of the City of
Rosemount that the public hearing be scheduled to consider City Project #268, 1995
Bituminous Overlay and Appurtenant Work Improvements to be held on Tuesday, July 18,
1995 at 8:00 o'clock p.m. or as soon thereafter as possible, in the Council Chambers of
City Hall.
