The resolution also authorizes the City Administrator to sign the attached application and have the Dakota County HRA continue to serve as the administrator in the grant funds. Council will recall that the City, through it's Port Authority, has entered into an agreement with the HRA pledging all of it's '92-'98 CDBG Funds to property acquisition for the Senior Project on Cameo Avenue & Lower 147th Street. Therefore, approval of this resolution and application will allow the City to meet the general terms of this agreement. The good news is that the County Board has approved a new bond issue allowing the Senior Housing Project funding schedule to move up by one year. The HRA will still need to process PUD Fina1 Development Plan, Platting, Building, etc. approvals before construction may begin. These project reviews, includi.ng an analysis of how the Concept approval conditions have been responded to, are likely to get underway early in 1996 so as to meet this schedule. Approval of the attached resolution is recommended. This form, with supporting documentation and a resolution of the governing body of the municipality (a form of resolution is provided for your information) , must be returned to the Dakota County HRA no later than January 12, 1996 . � The funding amount for FY1996 is not known at this time . However, based on the 1995 funding amount and the most recent formula allocation provi�ed by the U.S. Department of Housing and Urban Development, District 4 would receive approximately $316, 000 as its share of the County' s grant. Funding for applications within the District is awarded each year by splitting the total District funding equally between two of the four Cities . In Fiscal Year 1996, Rosemount and Hastings are due to receive funding. We suggest that you use the above funding amount as a guide in preparing your application. We will notify you when the 1996 funding amount is known so that application requests may be amended if necessary. CDBG Program funds generally can be used for projects that provide a benefit to persons of low and moderate income or that aid in the elimination of slums or blighted eonditions in communities . If you have questions about the program or about the eligibility of proposed activities, please ca11 this office. Questions should be directed to me at 423-8113 or to Diane Nordquist at 423-8112 . Either of us will be happy to assist you in preparing an application or in documenting the eligibility of a proposed activity. CDBG recipients with on-going projects may also request reallocation of unused funds at this time, if desired. Please call us to discuss the reallocation process. CDBG Program funds for FY1996 wi11 not be available for expenditure on project activities until after July 1, 1996 .
