Minutes of Special Meeting November 29, 1995 City Council ROSEMOUNT CITY PROCEEDINGS SPECIAL MEETING NOVEMBER 29, 1995 Pursuant to due call and notice thereof a special meeting of the City Councit of the City of Rosemount was duly held on Wednesday,November 29, 1995, at 7:00 o'clock p.m. in the Council Chambers at Rosemount City Ha11. Mayor McMenomy called the meeting to order with Councilmembers Anderson, Wippermann, Staats and Busho present. City staff present were City Administrator Burt, Administrative Assistant Walsh, Police Chief Knutsen, Community Development Director Rogness, Public Works Director Osmundson, Finance Director May, Parks& Recreation/Community Center Director Topitzhofer. Mayor McMenomy led the group in the Pledge of Allegiance. Mayor McMenomy opened the public hearing to consider the proposed 1996 operating budget and tax levy. City Administrator Thomas Burt advised the audience the proposed 1996 operating budget was the result of several staff meetings and three city council workshop meetings held over the past several months. The preliminary budget was approved by the City Council on September 5, 1995. Ciry Administrator Burt explained how property t�es are calculated in Dakota County and how a change in market valuation of a home can affect property taxes. He also briefly reviewed how properry taxes will be increased because of the passing of the recent fire station referendum and school district referendum. City Administrator Burt reviewed the expected 1996 revenues for the City, and explained what contributed to , certain departments within the City to have an increase in their budgets for 1996. The total operating budget increased from 1995 to 1996 is 5.52%. Members of the audience had several questions for the City Council and staff. MOTION by Staats to close the public hearing. SECOND by McMenomy. Ayes: Anderson, Wippermann, McMenomy, Staats, Busho. Nays: None. Mayor McMenomy announced the resolution to approved the 1996 budget and to levy to be certified to Dakota County will adopted at the December 5, 1995 regular meeting. MOTION by McMenomy to adjourn.
