Residents along 153rd Street have asked for this item to be pla.ced on the agenda and I expect to receive a
petition for a stop sign and children at play signs at 153rd Street and Darjeeling Avenue. They have
expressed a concern that vehicles are speeding on 153rd Street and they are worried for the children's
safety. A representative from the neighborhood will be present if the City Council has questions for them.
A similar petition was submitted December 7, 1993, and the results are encluded for your review.

The City received a letter requesting a traffic investigation at 15 rd and Danbury Avenue and
155th and Danbury at its December 7, 1993 meeting. It is brought back to you on tonights
agenda after Staff investigation. Please read the attached memo for background information.
A. 153rd Street & Danbury: The traffic warrants for the installation of a two-way stop sign are
attached and the first warrant is met for 153rd and Danbury. The investigation has shown that
153rd and 152nd is a more important or main road and therefore meets Warrant #1 for stop
sign installation. We have given consideration to installation of yie(d signs at Danbury and
153rd. However, with the additional traffic which will be forthcoming after the 1994
construction season we fee! it is justified to install the stop sign at this time. This also wou{d
hold true for all side streets or minor streets as they intersect with 152nd/153rd Street.
6. 155th Street & Danbury: The request at this intersection is for a stop sign and a
piayground/reduced speed sign. The traffic counts, as shown on the attached map, are in the
200-300 range on these two streets. This is somewhat higher than a normal residentia( street.
The 155th and Danbury Avenue intersection meets the first warrant for a yield sign, which is
that of right-of-way assignment. It is recommended that a yield sign be placed at 155th Street
prior to Danbury Avenue. This would assign Danbury Avenue as the through roadway.
Since Danbury Avenue is adjacent to a major park, Jaycee Park, it is recommended that we do
place a "Playground" sign along Danbury Avenue at or near 155th Street and another at 156th
Street when that roadway is completed. Further enforcement of the speed limit and patroUing
of the area will be the best control for traffic speed. When the weather allows, (probably spring
of 1994) cross-walks will be painted as appropriate at this intersection.
The following resolutions are recommended for the Stop and Yield sign placement which are
"regufatory" signs. The Child At Play signs are warning wigns and do not need a resolution.

higher traffic volume and is geometrically a "main" road compared to intersecting streets and

hazardous; and

Devices for the installation of stop signs.
NQW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Rosemount,
Minnesota:
Stop signs shall be installed at all minor streets intersecting with 152nd and 153rd
Streets between Diamond Path (not yet constructed) and Shannon Parkway and the
signs be perpetually maintained by the City.

This memo serves as background or general information for you in regards to intersection
investigation. The City has and should continue to consistently follow the Minnesota Manual on
Uniform Traffic Control Devices for Streets and Hiqhways as a guide for placement of traffic
signs. Without this guide the haphazard placement of signs could result, which could expose
the City to liability should an accident occur that might be attributed in whole or in part to the
presence of an unwarranted device. This a(so could expose the recommending engineer or
Council to the same liability. I will not expose myself to this liability, but Counci! has the
authority to override my recommendations and order the placement of signs.
The Police Department has determined that there has been eight accidents in this study area
since 1991 . Most have been along 153rd Street with one being a personal injury accident.
The basic purpose of Stop or Yield signs is to assign right-of-way at intersections. Stop signs
are a substantial inconvenience to motorists and should only be used where warranted. (See
SEH one page article) Stop signs are consistently requested by residents in an effort to control
speeding on neighborhood streets. However, numerous studies have concluded that Stop signs
have little overall effect on controlling speed.
Our policy in the past has been to put "playground" or "child at play" warning signs only on
Collector or main roads. We have requests for these signs during the summer months almost
weekly for most neighborhood streets and could install them on every street if the Council so
desires. However, the literature that has been compiled by Traffic Engineers across the United
States has shown that these do very little to slow traffic after the first week or two of
installation. We would have to add thousands of dollars annually to the budget to begin putting
these signs on every street as requested. However, since Danbury Avenue is adjacent to a
major park, Jaycee Park, it is recommended that we do place a "Playground" sign along
Danbury Avenue at or near 155th Street and another at 156th Street when that roadway is
completed. Further enforcement of the speed limit and patroliing of the area will be the best
control far traffic speed.
This Wensmann Addition area has produced a number of inquiries regarding the installation of
traffic control signs since Ron became Public Works Director and myself as City Engineer.
Attached is a study completed by S.E.H., Inc. in September of 1992 for the Danville-155th
Street intersection. The recommendation far that intersection was to leave it as is. However, t
am willing to recommend the instalfation of a Yie(d sign in anticipation of increased traffic from
development to the south. We had traffic counts completed in this area this past fall which
were to be used in a traffic investigation of this neighborhood in anticipation of the construction
of the "connecting streets" to the south in 1994. Prior to this, no traffic counts were taken on
these streets. Danville, Danbury, 156th Street and Dariing Path all will be connected with the
construction of the West Ridge 5th Additio� and Shannon Pond 2nd Addition.
This "connsction" will change the traffic patterns in this area substantially upon their
cornpletion. Then, more analysis will be required to add�ess the traffic problem areas. This is a
normal procedure with "neighborhood" streets as cornpared to major collectors or highways
where the right-of-way question is ctear cut.

o�er to the bike path entrance of the Jaycee Pa�k.
We would like the above intersections looked at immed-
iately a.nd marked so as to alleviate any further traffic

2B-5 Warrants for Stop Sign :
Because the STOP sign causes a substantial inconvenience to motorisu,
it should be used only wh�ze warranted.A STOP sign may be warranted at
an intersection where one or more of the following conditions exist:
1. Inursectian of a less important road with a main road where
application of thc normal right-of-way rulc is unduly hazardous.
' 2. Sueet entering a through highway or strcet.
3. Unsignalized intersecuon in a si�alized azea.
4. Other intersections where a combination of high speed, restricted
vicw,and serious accident record indicates a need for control by the STOP
sign.
Prior to the applicauon of these warranu,consid�ration should be given
to less resuictive mcasures, such az the YIELD sign (2B-'n where a full
• Srop is not neccssary at all times. Periodic reviews of existing installations
• , may be desirable to determinc whether, because of changed conditions,
� the usc of less restrictive control or no control could accommodate traffic
demands safely and more effectively.
2B-6 Multiw•af Stop Signs
The"MulLiwa}Stop" installation is usefuI �,s a safety measure at some �
locations. It should ordinarily be used only wherc the volume of traffic on
the intersecting roads is approximately equal. A trafiic control signal is
more satisfactory for an intersection uzth a heavy volume of uaffic.
Any of the following conditions may warrant a multiway STOP sign
installation (scc. 2B�):
'^i 1. Where traific signais are warranted and urgently noeded, the
��itiway stop is an interim measure that can be installed quickly to
control traffic wiule arrangtmcnu are being made for thc signal
installation.
2. An accident problem, as indicated by five or more reported aceidents
of a type susceptible of correction by a multiway stop�installation in a
12-month period. Such accidents include right- and left-turn collisions zs
well as right-angle collisions.
3. Minimum traffic volumer.
(a) The total vehicular volume tntcring the intersection from all
approaches must average at least 500 vehicles per hour for any 8 hours of
an averagc day, and
(b) The combined vehicular and pedestrian volume from thc minor_
street or highway must average at least 200 units per hour for th�same 8
hours,with an average delay to minor street vchicular traffic of at least 30
seconds per vehicle during the maximum hour, but
� (c) When the 85-percentile approach spe�d of the major street traffic
:exceeds 40 miles per hour, the minimum vehiculaz volume wazrant is 70
'percent of the above requiremenu.
2B-7 Yieid Sign (Rl-2)
The YIELD sign assigns right-of-way to traffic on certain approaches to
an intersection. Vehicles controlled by a YIELD sign need stop only when
necessary to avoid interference�zth other traffic that is given the right-of-
way. :
The YIELD sign shall be a downward pointing, equilateral trianglc
having a red border band and a white incerior and the word YIELD in red
inside the border band. The standard size shall bt 36 x 36'x 36 inches.

2B-8 Warrants for Yie{d Signs
; The YIELD sign may be warranted:
' : 1. At the entrance to an intersection whcre it is necessary to assign
�rigktt-of-way and where the safe approach speed on the entrance exceeds
; 10 miles per hour. .
{ 2. On the entzance ramp to an expressway where an acceleration lane is
:not provided.
� 3. At intersections on a divided highway where the median between the
;roadways is more than 30 feet wide. At such intersections, a STOP sign
�may bc used at thc rntrance to the first roadway of thc divided highway
i and a YIELD sign may bc placcd at the entrance to thc second roadway.
` 4. Where there is a separate or channelized right-turn lane, without an'
�adequatc zc.celeration lane.
i5. At any intersection where a special problem exisu and where an
�engineering study indicates the problem to be susceptiblc to correctian by
'.use of thc YIELD sign.
YIELD signs generally should not bc placcd to conuol thc major flow
of traffc at an interscction. However� YIELD signs may be installed to
control a ma}or traffic movement where a majority of drivers in that
movanent are making righi turns (set page 2A-1�. At such an
.intersection� YIELD signs should not be erected on more than one _
iapproach.

� YIELD signs should not be used on the through roadways of
expressways. They may be used on an entering roadway without an
adequatt accclerauon lane. but in a well-daigned interchange, the sign
would interfere with thc free merging movement,and it should not be used
under those circumstances.

Dear Ron:
Earlier this year, the City requested that we review traffic
control needs at two intersections; 145th Street and Shannon
Parkway and 153rd Street and Danville Avenue. At a subsequent
meeting with the City staff, we obtained a copy of a petition
which asked for a study of the 145th Street and Shannon Parkway
intersection, but also the Shannon Parkway and Dodd Boulevard
intersection. We received accident data for the two
intersections on Shannon Parkway but apparently there are no
- accidents at 155th Street and Danvi2le Avenue.
The intersection of Danville Avenue and 155th Street is a "Tee"
intersection in a residential district. A short distance east of
Danville Avenue, 155th Street ands at Danbury Avenue. To the
west, 155th Street connects to the Apple Valley Street system and
stops a few blocks west of the city limits. Danville Avenue is
. only a block in length with a second Tee intersection at
Darjeeling Avenue. Generally, the traffic on either street is
local in nature. � __
Because this is a e intersection, we be ieve state law requires
motorists on the 'stem of the Tee" (Danvi le Avenue) to yield to
traffic on 155t Street. This generall seems to occur at Tee
intersections due to the need of traf ' on the stem of the Tee
to slow down and tu t. Thus, the intersection
generally seems to ope ate quite well without control.

Because Danville Avenue traffic is required to yield and is on a
Tee inte=section, and because the intersection is only a short
distance away from another Tee intersection at Danbury Avenue, we
do not believe that stop signs or yield signs are needed or
desirable. Leaving the intersection uncontrolled is consistent
with many other Tee intersections within Rosemount and within
this area af Dakota County. We would therefore recommend that no
signs be installed at this time.

Per your request officers monitored traffic speeds on 153rd St
West near Darjeeling Path. The monitoring was done on five
different time periods on May 8-9, 1995.
Fifty -seven vehicles were clocked by traffic radar.
Overall average speed was 28.25 miles per hour.
Two citations were issued during the monitoring.

Today I received a complaint from a representative of the Neighborhood Watch
Committee of Wensmann's Rosewood Park.
Their request was for signs indicating "Children at Play." Their concern is the
perceived excessive speed of passing cars. They feel the majority of cars traveling
this roadway are exceeding the speed limit. "Children at Play" signs are not effective
in controlling speed.
We studied this area last summer for warrants of a stop sign at 153rd Street and
Danbury. Neither the traffic volumes nor the accident history warranted a stop sign.
As further development occurs in this area which contributes additional traffic to the
area we will again study the area.
In the interim, I am asking your assistance in enforcement and data collection. I
understand that when a squad isvisible it has an adverse effect on collection of true
speeds, however the other effect may be to deter speeding by presence in the
neighborhood.
Ptease advise me if the squads can be in the area and of any data they collect. Please

Thank you for your phone call today informing me of your desire for the "Children at
Play„ sign.
The request, as 1 understand, stems from the desire to slow traffic traveling on
neighborhood streets at excessive speeds. As I attempted to explain on the phone,
"Children at Play" signs are not effective in controlling speed, I enclosed an article
from the Kentucky Transportation Office for your information. These types of signs
are advisory or warning signs and not regulatory so they are not enforceable.
We have studied this area in the past year. We have made the determination that the
warrants are not there for the installation of stop signs. As the area continues to
develop and contribute additional traffic to the intersection of 153rd and Danbury, we
will again examine the warrants. We will then install intersection control as is
necessary.
In the interim, I have given the Police Chief the enclosed memo asking for a higher
presence in the neighborhood. They will be issuing citations and collecting data for
our analysis.
