As part of the planning of the proposed fire sta.tion I recommend the City hire a construction management
firm. Both proposals before you this evening are very similar. Ea.ch firm will work at no cost until the
referendum is passed. if the referendum is successful we will then be obligated to compensate the fum of
choice at the predetermined amount.
The benefits of a construction manager (CM) on the project begins with the CM becoming an active part of
the planning and design of a new facility. This starts with estimating costs for the project and controlling
design to reduce the number of change orders during the project. In addition, the CM serving as the
general contra.ctor coordinating the subcontractors,'ff"iey are also on site during construction to assure the
project sta.ys on time and budget.
I recommend hiring AMCON CM as the Construction Manager based on references and the fact that they
were the lower price of the two. The cost of hiring AMCON CM will be $69,900 and is part of the
overall cost of the proposed fire station. From past experience the savings of hiring a CM will save the
City from a large number of change orders and assure we end up with a quality building. In addition, the
City will have no financial risk for their services if the referendum is not successful.

Subject: Fees and Scope of Work for Proposed Fire Station
� Dear Tom:
Thanks for meeting with me and Dave Endres on Friday along with Paul Heimkes. I am
confident that Dave and I would work well with the Rosemount staff and Vetter-Johnson
to efficiently compiete this project. Mr. Endres is committed to supervise the field
construction portions of the project on a full time basis and will also be involved in some
of the value engineering and consiructability analysis work that we will do during the
design phases of the project. 1 will be the Project Manager through the entire project
and will work closely with you, Paul, Vetter-Johnson, and Jack Anderson. I wilC
coordinate all aspects of the project and will represent the City of RosemounYs interests
to the best of my ability.
I have attached a listing of the scope of services which we propose to provide for the City
of Rosemount along with our fee. As we have discussed, we are willing to forego any
payments until the referendum is approved by the voters. If the project is turned down,
the City will not be obligated to pay Amcon CM for services provided between now and
November.
I believe that the differences between our firm and the other being considered by
Rosemount will be subtle but important. Our services and the tools we use to deliver
them are very similar. The difference will be in the level of commitment to your
project by Amcon CM Owners and Principals. In addition, as project manager, the
background that I have in designing similar facilities, as well as buitding them, will
allow me to interact more effectively with the Architects and Engineers in order to
achieve your project goals.

Pre-design Phase

- Basi� of Compensation
Amcon CM proposes to provide the services listed herein on a lump sum
Professional Fee basis. Our fee is based upon our estimate of the work
- involved and the proposed scf�edule for a $1.1 million Fire Station.
We pro�se to provide the services listed herein for a Totai Lump Sum
Professional Fee of $42,000 (Forty-two thousand doilars)
In addition to our Professional Fee noted above , Amcon CM would
: invoice the City of Rosemount for the following Construction Support
Costs at one hundred percent of aetual cost Where possible,
competitive bids wiii be solicited for these items
• Permits, fees, taxes, or other out-of-pocket expenses incurred in
connection with the execution of the Project.
• Direct L_abor costs of Site Supenntendent (Endres) for full-time
supervision during field operations, This figure can be estimated
_ at this time to be 4.5 months Q �6,200 per month. Upon
� refinement of the schedule, this item can be determined and
__ capped if desired.
- • Costs of temporary site utilities and temporary site office,
temporary sanitation, surveys, clean-up, dumpsters, project
signage, testing services, security service, fencing, temporary

Washington, a $63 million govemment faciliry. In addition, he has supervised construction of a
major expansion of West Publishing in Eagan, Minnesota.

Mr. Gannon wiil be involved in weekly project meetings related to this project and will have
input during the design, value analysis, and scheduling phases of the project. His input will

and is a graduate of Marquette University in Civil fngineering.

BASIS OF COMPENSATION
For this project, we have assumed a $1,700,OQ0 total project budget for the construction of a new
fire station of approximately 12,004 to 14,000 squaze feet. We have also assumed a schedule with
the beginning of design in November 1995; bids talcen in April, 1996 and construction beginning in
May, 1996; with owner move-in during November, 1996.
a. Fiated fee for Construction Management Services
$36,257
All scope of services and fees are negoNable.
E&V will work "at risk"through the conceptual planning/funding process. In other
words, if your project is not funded you will not be charged for E&V services performed
during the conceptual phase.
b. Reimbursable costs - full Nme site supervision
$1,895/per week far field supervision
c. Construction Support/General Conditions
Construction SupportlGeneral Conditions costs are part of the "Hard" Construction Costs
and will be competitively bid wherever possible and will be paid directly to the
contractor or vendor by the City. These costs aze identified as costs associated with
soils and materials and/or special testing; temporaxy sanitation; temporary building heat
and enclosures; temporary access, storage and parking; temporary utilities; surveys;
safety/OSHA requirements; security/guard service; traffic pratection and barricades;
fencing; project signage; maintenance of a field office; building permit; clean-
up/dumpsters; final clean-up; printing and distribution of bid and construction
documents; and project photographs.
As the City's Advocate, E&V will competitively bid these items for direct payment by
the City and procure/process these as part of E&V's construction management services.
No cost mark-ups will be added to the invoices. This is the most cost-effective
procedure for you.
d. Additional services
E&V does not charge additional fees for rebidding and change orders within the
established tota.l budgets. This service, if necessary, is included in E&V's lump sum fee.

SCOPE OF WORK OF CONSTRUCTION MANAGER SHALL BE:
1. Communicate on a regular basis with the Owner's Project Coordinator and Project
Team.
2. Scheduling of project delivery from construction documents phase thcough
construction.
3. Application of Value Engineering during design and bidding phases, including
direction in "constructability" a�d "contractibility" decisions.
4. Cost estimating at schematic design, design development and contract documents
phases.
5. Review of the contract documents prior to issuance to bidders for proposals.
6. Determination of divisions of work to facilitate the multiple bidding process.
7. Pre-O.ualification of contractors and the identification of Owner direct purchase
items.
8. Development of bidding competition to generate the most favorable pricing.
9. Communication with bidding contractors to ctarify conditions and resolve
discrepancies in bidding documents.
10. Assistant to the Owner during the bidding process to ensure that the receipt of
proposals is property conducted.
11. Review of proposals with the A�chitect and Owner to determine if those being
considered a�e complete and in the Owner's best interest.
12, leadership in negotiations with the contractors on behalf o# the Owner.
13. Administrative assistance in the signing of contracts and the accumulation of
requirect documents.
