APPROVED BY: Attached is a Dakota County proposed Capital Improvement Program for your review and comment. The following is a list of projects proposed in the C.I.P. � 1997; County Road 73 (CR 73) to be reconstructed from CSAH 32 (Cliff Road in Inver Grove Heights) to CSAH 42 in Rosemount. The City of Rosemount's estimated cost is approximately 5400,000. • 1998; CR 38 from TH 3 to CR 73 (Akron Avenue). This would include the total reconstruction and paving of this roadway of which the City would be responsible for approximately 5430,000. • In other projects for possible consideration for 1995 to 1999 and beyond are the construction of CR 46 from Pilot Knob (CR 31) in Apple Valley to TH 3 in Rosemount on the 160th Street alignment. Of this cost, Rosemounts' share would be approximately 5350,000. Also, in this category is the construction of CR 46 from TH 3 to TH 52 in Rosemount through the University of Minnesota property. The estimated cost is S 1 .9 million but is for two lanes all the way. Staff has discussed the possibility of constructing four Ianes from Biscayne to Trunk Highway 3 and two lanes through the University area. The main question regarding this project would be how much, if any, of the cost can be assessed to the University of Minnesota. Last years' Council comments included support for the construction of CR 46; a delaying of improvements to CR 73; supporting the improvements to CR 38 in 1998; supporting the construction of Diamond Path (CR 33), and supporting the construction of a library in Rosemount. Of major consideration in any comments should be the ability to fund the project. Staff is supportive of the County Road 46 projects, at least to Biscayne Avenue, and the Diamond Path project as described. It is recommended that the remainder of the highway improvements be put in the 1998 or beyond category. The Councii fuily supported the construction of County Road 46 for constructian/reconstruction in 1995 from Rosemount's western border to TH 52. Council also requested that this alignment be aiong 160th Street. 2. The Council requests that County Road 73 improvernents that were scheduied for 1995 be delayed untii 1997 or beyond. 3. The Council supports the reconstruction and pavement of County Road 38 from TH 3 to County Road 73 in 1998. 4. The Councii supports keeping the improvements to County Road 38 east of County Road 73 to CSAH 71 in the category of future improvements. 5. The Council supports the construction of County Road 33 or Diamond Path at least from CSAH 42 south to 155th Street in Rosemount.
