ROSEMOIINT POLICE DEPARTMENT M E M O R A N D U M TO: Thomas Burt, City Administrator _ , FROMz Elliel Knutsen, Chief of Police ���'���_�-' RE: Department Modification and Expansion DATE: May 11, 1995 PROBLEM Investigator The need of a full-time investigator has been apparent for several years. Investigative duties are being shared by Lieutenant Kuhns and Officer Mark Robideau along with any help our patrol officers can give. Each week increasing ,p, ,, number of cases (that require large amounts of time) have become an issue we must face. The everyday work load of the lieutenant as well as Officer Robideau's DARE and part-time school liaison programs leave little time for the increasing investigative demands. Juvenile/School Liaison Officer Our current police service program allows for only 16 hours a week to be shared between the Rosemount Middle and Senior High Schools. This is not enough time to address the demands of law enforcement in our schools. Juvenile perpetrators account for a large percentage of the ' crimes reported in the city. Juveniles also comprise a , large percentage of abuse victims both physical and sexual. Having an officer in the school allows our department to take a pro-active roll in dealing with troubled youth. An officer working in the schools is also a valuable resource to the entire department due to their ability to gain information both through the school staff and the student population. The Juvenile/Liaison Officer also reduces the work load of the street officers by handling many complex juvenile related issues which can tie up officers for extended periods of time. �-' PagQ 2 The nsed for a full-time JuvenileJSchool Liaison Officer : would benefit our community oriented policing plans through outreach and education programs both in and out of the schools. Educating the public on how to deal with juvenile crime, such as developing tactics to combat graffiti and "gang" issues, is one example. Another valuable tool would be full-time juvenile investigation when school is not in session. SOLUTION ' The police department applied for and received a grant from the "Cops Fast" program offered by the federal government to hire one officer. This grant will pay $75, 000.00 over a three year period towards the salary and benefits of the officer. The hours of additional service of the officer will be programmed into two areas: 1. Expand the part-time school liaison of 16 hours per week to a full-time juvenile/school liaison officer. 2 . Create a new position for a full-time investigator. COST The conditions of the federal grant require that their share must decrease each year. Therefore, we will receive $40, 000 the first year, $20,000 in year 2 and $15, 000 in year 3 . Using a grant' fiscal year of June 1st, the costs to the city are as follows: 1995 - June 1 through December 31st. $891. 10. 1996 - 12 months. $16,916.26. 1997 - 12 months. $33 , 041.75. 1998 - The federal share will be $6,250. 00. The program will end _ on May 31, 1998. . PaSe 3 : RECQMMENDATION Based on your approval (aZong with the approval of the City Council) to hire a police officer under the Cops Fast Grant, my recommendation would be to promote our part-time Community Service Officer, Todd Winters, to a full-time patrol officer. Mr. Winters has completed his police officer training and is eligible to be licensed as a police officer by the Min�esota P.O.S.T. Board. Todd Winters would have to complete a successful physical and psychological examination before starting employment.
