As explained on the attached Executive Summary and letter, this generator will be used to provide emergency power to our wells and lift stations which we presently cannot power with our small generator. The proposed piece of equipment was approved in the Capital Improvement Plan approved by the Utility Commission and the City Council with the Rate Study which was completed in 1994. The payment for this emergency generator would come out of the three Core funds for Water, Sanitary Sewer and Storm Water since it can be utilized for each of the three utilities. The estimated cost for the trailer mounted, diesel generator set, sized to start a 125 hp motor is approximately 555,000. There also will be minor electrical work at each well or lift station to enable each to be powered by a portable generator. The total project cost is approximately 570,000 including engineering and electrical modifications. We are proposing to authorize the Advertisement for Bids at tonights meeting, receive the bids on October 13 and award a contract for this project on October 17th. Staff recommends that the City Council proceed with this project and authorize Advertisement for Bid. ATTACHMENTS: Letter form Sebesta, Blomberg & APPROVED BY: Associates June 12th the Utility Commission authorized Staff to hire a consuitant to prepare plans and specifications for an emergency generator which would power all of the City's lift stations and wells in the event of a loss of electric power. Dean Sharpe, P.E. from Sebesta, Blomberg & Associates has completed the preparation of the plans and specifications. The attached letter lists the wells and lift stations and technical aspects found during their inspection of these facilities. A11 of the irtemized questions have been addressed and the project is ready to go forward. At this time we are requesting a recommendation to City Council to Advertise for Bids. The proposed schedule is to order the Ad for Bid at the September 19, 1995 City Council meeting, receive bids on October 13, 1995 and award a contract on October 17, 1995. Recommendation to award will be on the October 16th Utility Commission meeting. The State Statues require that there be a minimum of 10 days from the initial advertisement to awarding of the contract. It is , capable of operating Lift Station No. 2, Lift Station No. 4, and Copper Court Lift . Station (1 kVA approximately equals 1 HP). The sites listed as having an emergency . power receptacle alt have the same style and model receptacle. This means that the • 240 volt generator can inadvertendy(and has been) be connected to the 480 volt • stations. The 208 volt Copper Court storm lift station will operate satisfactorily on the ' 240 generator. We will correct the receptacle problem in our design documents. � Well No. 3 has a combination electric motor/gas engine drive. The well pump can . operate on the gas engine drive when electrical power to the station is out. • However, chemical feed systems would not operate during periods of electrical • power outages. We were told that the well output is around 520 GPM. '' August 24, 1995 Page 2 of 2 Well No. 6 was described as having poor quafity water and very low capacity. It is our understanding that this well is not used. Unless advised otherwise, we will not design emergency power provisions for this station. Lift Station No. 1 is conneded to City Hall for emergency power. Additional provisions for emergency power are not required for this station. Well No. 7 is equipped with a 100HP electric motor which is started with an across the line type motor starter. Well No. 8 is equipped with a 100HP electric motor that is started with a reduced voltage type motor starter. Across the line starting requires more torque and starting current than reduced voltage starting which results in a larger generator be+ng required. Therefore, the generator to be specified under this project wilt be sized to start Well No. 7 unless other design parameters are identified. You previously mentioned that there is a desire to use this projects' generator for emergency power back up at the proposed fire station. We would need to know what the emergeracy power demand will be at the fire station in order to coordinate generator sizing. Are you aware of any other future projects which should be considered when sizing the generator(future wells, etcJ? The majority of the sites in the Rosemount utility system receive power from NSP. The sites west of Shannon Parkway are connected to Dakota Electric's distribution system. The fact that the Rosemount utilities are connected to two different power company distribution systems does not necessarify mean there will not be simultaneous power outages on each system. The likely cause of these outages will be storm damage. An operational concem to keep in mind is that the portable generator can only service one station at a time. Lift stations with heavy demand and litt(e in-system storage capaciry generally get first consideration when power is out. I believe Lift Station No. 5 falls into this category. Is there enough time to move the generator to another site to be of operational benefit if Lift Station No. 5 is without power? We have completed the specification for the portable generator, except for final sizing, and have sent it to generator suppliers for their comments. I would like to review the stations to be provided with emergency power provisions, as well as the generator, with you and Mike. Upon your concurrence we will complete our drawings and specifications for this project. Please give me a call after you have had time to review this.
