Diamond Path Extension Discussion CITY OF ROSEMOUNT EXECUTIVE SUMMARY FOR ACTION CITY COUNCIL MEETING DATE: February 7, 1995 AGENDA ITEM: Diamond Path Extension Discussion AGENDA SECTION: New Business PREPARED BY: Bud Osmundson AGENDA U City Engineer/Public Works Director ATTACHMENTS: Map of area APPROVED BY: The proposed Wensmann 7th Addition continues December Trail from the existing terminu the Wensmann 6th Addition, westerly where it would terminate at Diamond Path. The extension of Diamond Path south of CSAH 42 is proposed in the City's transportation plan. With the addition of the Wensmann 7th all of the right-of-way within Rosemount will have been dedicated. This right-of-way is the City of Rosemount's responsibility until Diamond Path (County Road 33) is constructed. At that time it would become Dakota County's right-of-way. With the review of the Wensmann 7th Addition, Staff has reviewed three alternatives for this terminus of December Trail at Diamond Path which are described as follows: 1. Extend Diamond Path south of CSAH 42 to at least December Trail or to 152nd Street or 155th Street. The length of the extension is totally dependent upon funding that is available. At the present time there are approximately 566,000 in Fund No. 230 reserved for the Diamond Path project. There will be another 548,000 which will be required for payment for Diamond Path Improvements from the Wensmann 7th Addition. To extend Diamond Path, cooperation from the County and Apple Valley is required due to the realignment required of Dodd Boulevard (County Road 9) in Apple Valley. It is always best to construct a major roadway such as this prior to homes built adjacent to it. This is the highest cost alternative of the three. ' J 2. Construct a temporary road from the December Trail terminus to intersect with Dodd Boulevard south of CSAH 42. This is the medium cost alternative and would relieve the projected traffic problem on December Trail to the east. However, it may cause more of a traffic problem at its intersection of Dodd Boulevard and may not be approved by the County Highway Department. In addition, there will be storm drainage concerns for this design. ' 3. A temporary cul-de-sac at the end of December Trail. This cul-de-sac would be built on the Diamond Path right-of-way and would be temporary until Diamond Path construction took place. It is the cheapest of the three alternatives, but forces all traffic to the east on December Trail. Of the three alternatives, the first, the extension of Diamond Path, is Staffs recommendation. However, we did not feel we should move forward any further on it until Council approved such action. RECOMMENDED ACTION: MOTION TO tNSTRUCT STAFF TO INVESTIGATE THE ' EXTENSION OF DIAMOND PATH FURTHER WITH APPLE VALLEY AND DAKOTA COUNTY AND REPORT BACK TO COUNCIL ON MARCH 7, 1995. b r Y't 1!f O N 1 W ' COUNCIL ACTION: NA 47 / N 7 _ - _ _ .__ - - _ ... .._ .. ..... . . . _ ..._._\.9 "A. ..i..,..M 3 .,,R ..¢ ... ..... .. . . ., .^ • ....
