The Parks and Recreation/ Community Center Committee will partake a new beginning this month as a
combined Community Center Commission and Parks and Recreation Committee. City Council has selected
a five member committee and the first regular meeting of the new Parks and Recreation/ Community
Center Committee will be February 27, 1995.
I have prepared a recommendation for the bylaws of the new Committee. Changes include a five member
Committee instead of seven. This change is more consistent with the size of other official Ciry
commissions. I have also changed Article IX to require City Council approval for bylaw amendments.
The existing Parks and Recreation Committee has requested that one Committee member be part of the
selection committee for the hiring of Parks and Recreation Director. Because the hiring of staff is a
personnel matter, I have excluded this request in the revised Bylaws. Please evaluate this request.
This City Attorney has reviewed the recommended bylaws.
RECOMMENDED ACTION: Motion to adopt the attached Bylaws for the new Parks and Recreation
Committee.

PARKS AND RECERATIOI�/ COMMUNITY CENTER C�MMITTEE
Article I. Name of Committee
The name of the Committee shall be the Parks and Recreation! Community Center
Committee of the City of Rosemount, Minnesota.
Article II. Membership
The Parks and Recreation/ Community Center Committee shall consist of five (5)
members appointed by the City CounciL
Article IIL Term of Membership
Members shall be appointed to staggered terms of three (3) years. The term of a Parks
and Recreation/ Community Center Committee members shall begin on February 1 of
the year of the appointment. Upon fulfillment of a three (3) year term, the member's
termination date shall occur on January 31 of the third year or untif a new appointment
is made by the City CounciL
Article IV. Officers
Section 1. Chairperson. The Chairperson shall preside at all meetings and
shall have the duties and powers usually attendant upon such
officer. The Chairperson shall be selected by Parks and Recreation/
Community Center Committee at the first scheduled meeting in
February.
Section 2. Vice Chair. The Vice Chair shall preside at all meetings in the
absence of the Chairperson. The Vice Chair shall be selected by
Parks and Recreation/ Community Center Committee at the first
scheduled meeting in February.

Section 3. Vacancies. Should the office of Chairperson or�ce Chair become
vacant, the Parks and Recreation/ Community Center Committee
shall select a successor from its membership at the next regular
meeting. Such selection shall be for the unexpired term of said
office.
Article V. Administrative Structure
Section 1. Direetor of Community Center and Parks and Recreation. The City
of Rosemount shall employ a Director of Community Center and
Parks and Recreation who shall have general supervision over the
administration of the business and affairs of the department, subject
to the direction of the Administrator and the City CounciL The
Director of Community Center and Parks and Recreation is also
responsible for the preparation of the agenda and reviews of
business matters to be considered by the Committee. The Director
of Community Center and Parks and Recreation shall also serve as
advisor to the Committee and shall perform all other duties incident
to his/her position. The Director of Community Center and Parks
and Recreation shall represent the Committee at City Council
meetings. The Director of Community Center and Parks and
Recreation reports directly to the City Administrator.
Section 2. Recording Secretarv. The City of Rosemount shall employ a
Recording Secretary whose duties shall include the recording of the
proceedings at the regular meetings and transcription of the minutes
for consideration and approval by the Committee.
Article VI. Meetinqs
Section 1. Reqular Meetinqs. Regular meetings of the Parks and Recreation!
Community Center Committee shall be held at the time and date
specified by City CounciL
Section 2. Special Meetinas. A special meeting may be called by the
Chairperson or by any three (3) Committee members by written
request filed with the Director of Community Center and Parks and
Recreation who shall notify all members of the meeting at least
finrenty-four (24) hours in advance of the scheduled meeting time.
Special meeting notices must be posted and shall state time, place
and purpose of the meeting and no other business shall be
considered.

Section 3. Quorum
A majority of the Committee members shail constitute a quorum. A
lessor number may adjourn the meeting until a quorum is obtained.
When a quorum is in attendance at a meeting, action may be taken
upon a vote of a majority in attendance. No voting shall be done by
proxy.
Section 4. Governance of Meetinas
The meetings of the Parks and Recreation/ Community Center
Committee shall be governed by Robert's Rules of Order, provided
that said rules shall be construed liberally to afford the Parks and
Recreation/ Community Center Committee flexibility in the conduct
of its rneetings.
Article VIL Manner of Votin4
The voting on all questions coming before the Parks and Recreation/Community Center
Committee shall be by a call for yea and nay votes. Such votes shall be entered upon
the minutes of such meeting.

At the regular meetings of the Committee, the following shall be the order of business:
1. Call to Order
2. Additions to the Agenda
3. Approval of Minutes
4. Discussion
5. Old Business
6. New Business
7. Adjournment

Article IX. Amendments to Bylaws
These Bylaws may only be amended by the City CounciL

Article IX. Amendments to Bylaws
These Bylaws may only be amended by the City Councii. -
Article X. Puroose
As outlined in City Code 2-2-1-C,the purpose of the Parks and Recreation/Community
Center Committee is to assist the City Council in establishing a park and recreation
system throughout the entire City for all citizens of the City.
