The Fire Service Task Force met on August 24, 1995 and recommended to the City Council that the November 7, 1995 general election ballot contain a question as to whether or not general obligation bonds should be issued in the amount of$1,750,000 for the construction of a new fire station. The attached resolution sets out the question that would be on the November 7, 1995 ballot. I have asked the architect to be present at the council meeting to review and discuss the design of this facility. RECOMMENDED ACTION: MOTION TO ADOPT A RESOLUTION CALLING FOR AN ELECTION ON$1,750,000 GENERAL QBLIGATION PUBLIC FACILITY BONDS ACTION TAKEN: ,- CITY OF ROSEMOUNT DAKUTA COUNTY,MINNESOTA RESOLUTION 1995- RESOLUTION CALLING FOR AN ELECTION ON 51,750,000 GENERA.L OBLIGATION PUBLIC FACILITY BONDS BE IT RESOLVED by the City Council of the City of Rosemount, Minnesota, as follows: 1. This Council has investigated the facts and does hereby find, deternune and declaxe that it is necessary and expedient to issue its general obligation bonds to finance the acquisition and betterment of public facilities to be used as a fire station in the City. 2. The proposition of authorizing the issuance of general obligation bonds in the principal amount not to exceed $1,750,000 for said purpose shall be submitted to the qualified electors of the City. Said election sha11 be held between the hours of seven o'clock a.m. and eight o'clock p.m. on November 7, 1995. The polling places for said election will be as follows: Precinct 1: Shannon Park Elementary, 13501 Shannon Parkway Precinct 2: St. John's Lutheran Church, 3285 - 144th Street West Precinct 3: United Methodist Church, 14770 Canada Avenue Precinct 4: Lutheran Church of Our Savior, 14980 Diamond Path Precinct 5: Rosemount Plaza Senior Apartments, 2900- 145th Street West. 3. Upon establishment of the date of the election, the city clerk is hereby authorized and directed to post and publish according to law a Notice of Election and Ballot, and to prepare ballots for use at said election after said election date is deternuned by the City Council, which notice and ballot shall be in substantially the following forms, provided the form of ballot sha11 have such changes as are necessary to be in the form approved by the rules by the Secretary of State for electronic voting systems: - / NOTICE OF ELECTION NOTICE IS HEREBY GIVEN that an election will be held in and for the City of Rosemount, Dakota County, Minnesota, on November 7, 1995, between the hours of seven o'clock a.m. and eight o'clock p.m., at which time the following questions will be submitted: "Shall the City of Rosemount, Minnesota, be authorized to issue its general obligation bonds in an amount not to exceed $1,750,000 for the acquisition and constroction of a fire station for the City?" The polling places for said election will be as follows: Precinct 1: Shannon Park Elementary, 13501 Shannon Parkway Precinct 2: St. 7ohn's Lutheran Church, 3285 - 144th Street West Precinct 3: United Methodist Church, 14770 Canada Avenue Precinct 4: Lutheran Church of Our Savior, 14980 Diamond Path Precinct 5: Rosemount Plaza Senior Apartments, 2900 - 145th Street West. All of the qualified electors of the City residing within each precinct with respect to which the polling place has been established may cast their ballots. Dated: September 5, 1995. The maximum amount of increased levy as a percentage of market value is .030%. The amount that will be raised by the new referendum tax rate in the first year it is to be levied is $154,366. INSTRUCTION TO VOTERS: If you wish to vote in favor of the above proposition, mark a cross(� in the squaze before the word "YES". If you wish to vote against the above proposition, mark a cross (�in the square before the word "NO". (NOTE: On the back of each ballot shall be printed the words "Official Ballot", the date of the election and lines for the initials of the judges.) 3 _ . 4. Said election shall be held and conducted in accordance with the statutes of the State of Minnesota applicable, and the Council shall meet as required by law for the purpose of canvassing said election and declaring the results thereof.
