The City has set aside 585,000 as a Council designated C.I.P. expenditure for 1995. Previous discussion lead to the conclusion that this amount should be used to repair the Fire Station. Staff has had Vanney and Associates prepare plans and specifications for this repair and are ready to bid out this project. Their initial estimates are that all 585,000 will be needed to repair the building. The repair will include actually adding a dryvit exterior system to the building, replacing windows and doors as required, and necessary caulking, sealant and paint to complete the restoration. In addition, concrete aprons and stoops were to be replaced as required. The total estimate is approximately 588,000. We can bid as alternates the concrete work which could be done by City Maintenance crews next year. This estimate does not include replacement of the two HVAC units for the building which we were hoping to do in 1996 as part of this package. It does include painting of the inside garage or bay areas of the building. Staff recommends proceeding with the project. Tonight this would include approval of the plans and specifications and ordering an Ad for Bid. The proposed schedule is to take the bids on September 29th and come back to Council for award of a contract on October 3rd. At that time Council will have the option of awarding a contract or holding off on the work until 1996. COUNCIL ACTION: 3 , - s � MEMO TO: TOM BURT, CITY ADMINISTRATOR FROM: BUD OSMUNDSON, C1TY ENGINEERiPUBLIC WORKS DIRECTOR SCOTT AKER, FIRE CHIEF RICK COOK, BUILDING & GROUNDS SUPERVISOR DATE: JULY 7, 1994 RE: FIRE STATION NEEDS Scott, Rick and myself toured the existing Fire Hall building and grounds on Thursday, June 30th. We investigated as much of the building and grounds as possible to arrive at a list of improvements which are needed at the Fire Hall. The following is a list we assembled, but may not be totally inclusive of all that is required at the Fire HaIL Existinq Conditions The Fire Hall roof was repaired in 1993. This had been in need for many years prior to that. However, due to the existing building structure, the rain water is still entering through hairline and larger cracks outside the structure. This must be completed immediately so that the remainder of the minor repairs can be completed. Paul Heimkes has been working with Bob Vanney of Vanney and Associates Architectural Firm have investigated solutions ta the problem. The architect has had two different contractors speciatized in refurbishing split face block buildings, investigate the Fire Hall and provide an estimate as to the repairs needed. Both contractors stated that they would not even try to sandblast and tuckpoint all the joints due to the friability of the existing block. They are afraid they would destroy more of the building than they could repair. They both suggested that a firring up and installation of a new outside walls tdrivit) on the entire building. We are currently waiting for an architects estimate of this cost. Initial estimates are in the $50,000 - 5100,000 or greater range. This is the most important repair needed at the Fire Hall and must be completed prior to many of the following needed repairs. Some of the following repairs which are needed may be accomplished by City personnel but most may have to be contracted along with or without a contract for repair of the outside structure. 1. Window replacement - the major area that would require window replacement is in the �eting room area at t e southwest corner of the building and also in th8 dispatch room. G6 nr,-/2,4c�T o v�7� 2. Other water damaged areas which require repair are as follows a. Molding b. Paneling S TA-�� c. Doors � d. Ceiling Grid e. Cabinets ._ f. Replacement of Ceiling Tile (cost estimate $1,000) These can't be completed until the outside structure is repaired. - - , r � Fire Hall Memo 3. During the roof repair, rock ane tar fell from the roof on top of the existing ceiling tile. Anytime a ceiling tile is moved this rock and tar fall on the floor and without immediate clean- up, the tar gets tracked throughout the building. �S 7�4�<� 4. There is a large gap between the interior concrete slab and the exterior concrete slab at the northwest and southeast corners of the Fire Hall. These are at the large doors for vehicle entrance and exit from the building. In addition, there are a minimum of three outslide concrete slabs which should be replaced. The gap between the slabs is in some places 2"-3" - wide. This has been fiNed with a siiicone caulk, but it has not sealed the crack and further water damage has occurred. This has detrimentally affected the seal at the bottom of the garage door causing a large air leak. This causes great unneeded expense in heating the vehicle bay. GD /��/�.�4-�T � � 5. The furnace/air conditioning unit on top of the south side of the building requires some maintenance. The furnace for the office part of the building failed numerous times last winter. This will be addressed immediately with a HVAC contractor. The furnace/AC unit and duct work all require painting. 6. Inside the vehicle bay area there are air lines which carry pressurized air to the necessary vehicles to keep the brakes primed for immediate vehicle use. These fines are a black steel � line which were donated sometime ago by a plumber who was a member of the Volunteer force. These black steel lines require replacement by copper tubing due to the fact that moisture and rust from the black steel can enter into the brake line on trucks and can cause extensive and expensive brake repairs. We are currently getting an estimate as to the cost of the replacement of these lines. Initial estimates are th t replacements of these lines could be up to 55,000. �/-�-�/�,�R 4 `� GOr�/�L�>�11 7. The apparatus bay part of the Station requires pressure washing and painting, but this cannot be accomplished until the outside of the building has become ater proof. This would need � to be contracted out and we have no estimates at this time.��„/i�.A-�-T� 8. The office area of the Station needs some painting but this may be accomplished by either volunteers or by City work force. �S T�r �� A-�%.�� d"��s id� �S Ca�1�L�j� 1 .J 9. The outside landscaping of the Fire Hall has been neglected for a number of years. We are , currently going to accomplish some minor changes and removals of overgrown trees. The majority of the landscaping immediately adjacent to the building must be replaced after the outside wall replacement s been completed. Future landscaping work will be accomplished with City personnel. �si t��`� 10. The light standards in the parking lot require painting. This may be accomplished by City work force or contracted out. The Fire Department has experienced times during softball tournaments when their parking lot has been totally full of cars and Fire Fighters, in emergency situations, have to find grass 2 ; Fire Hall Memo or othe� areas to park. Proper signage shouid be instailed and enforcement of this signage must be accomplished so that adequate parking is available in emergency situations for Fire Fighting personnel. � S �-,���� Recommendation for Improvements 1. Immediately contract for the outside repair and pay for that improvement from 1995 C.I.P. 2. Replace/repair windows with same contract. 3. Replace/repair concrete sla6s with same contract. �C,E�/�L�4�� 4. Immediately contract an HVAC contractor service to repair +r�air�'HVAC unit�S� . 5. Enter into Agreement for annual maintenance of HVAC unit. 6. Immediately replace air lines as required out of 1994 Budget. 7. Replace ceiling.tile, repair ceiling grid, clean up rock and tar, landscaping with City persannel after outside building repair is completed. 8. Immediately purchase and install proper signage for parking at Fire Hall, in cooperation with Police Department to ensure enforcement. 9. Contract out the pressure washing and painting of interior of apparatus/vehicle bay, after outside building repair is completed. 10. Interior and light standard painting be completed by City personnel in 1995 after outside building repair is completed. 3
