Dakota County conducted an evaluation of the deer population of Spring Lake Park Reserve and the effects
of the deer on park property. I have been active on this evaluation committee since appointed by the City
Council last Fall. We have determined that there is a considerable over population of deer in this park.
The over abundance of deer has an effect on the restoration of plant life in the Park, presents a nuisance to
neighboring residents, and is a hazard to motorists in the area. To rectify this problem, the Committee has
presented plans for a special deer hunt in Spring Lake Park to the Dakota County Commissioners who ha.ve
approved the hunt.
Fifty (50) shotgun slug hunting permits will be issued through Dakbta Counry for Spring Lake Park
Reserve for candidates possessing a zone 3b deer hunting license and a management permit. If more than
fifty applications are received, a random lottery drawing will be conducted. Each hunter may harvest up to
five (5) deer with appropriate DNR management permits but only one deer may be antlered. The hunt is
scheduled for November 18 and 19, 1995.
Selected hunters must attend an orientaxion, receive an official hunter I.D. ta.g and parking lot tag, and
complete a post hunt questionnaire. These hunters must abide by designated rules during the hunt.
Since the Park is located in the City of Rosemount, Dakota Counry is requesting authorization to conduct
the hunt from the City Council. I fully endorse the hunt and believe it will provide positive results for
Spring Lake Park Reserve.
RECOMMENDED ACTION: MOTION TO AUTHORIZE THE 1995 DAKOTA COUNTY DEER
HUNT IN SPRING LAKE PARK RESERVE ON NOVEMBER 18 AND 19, 1995.
