Work Session The work session was called to order at 6:37 p.m. Commissioners Kenninger, VanderWiel, Freeman, Henrie, Mele, and Forster were present. Senior Planner Kyle Klatt presented proposed changes to the land use plan that will be included in the 2040 Comprehensive Plan update. Specifically, Mr. Klatt discussed the amount of growth that should be anticipated and that growth’s impact on the land use plan. Additionally, Mr. Klatt presented proposed changes to the Metropolitan Urban Services Area (MUSA) that may go along with the updated land use plan. Land Use Plan Senior Planner Klatt presented the updated map showing the land uses proposed by staff. The Commission offered feedback regarding the large amount of areas guided for Business Park. Commissioner Mele discussed a desire to connect the eastern and western portions of the city by creating a boulevard along County Road 42. Commissioner VanderWeil expressed concerns that so much land devoted to Business Park uses along 42 would create a corridor that lacks character. Senior Planner Klatt asked the Commission to consider whether or not to keep the land use designation for parcels owned by Flint Hills as AG or to designate it for future uses that are determined by FHR to be compatible with its heavy industrial use at the refinery. Land Growth Projections Senior Planner Klatt described the Metropolitan Council’s method for calculating the required density. He also described how the City has met those minimums in the past. He stated that the 2040 forecast is lower than that developed for the 2030 comp plan, so there should not be a lot of changes to the land use designations to accommodate an increase in minimum density. The biggest unknown with regards to projecting growth is the addition of UMore property into the development mix. If UMore is included, Rosemount could expect an additional 15,000 residents or 5,000 households by 2040. MUSA Boundaries The existing land use table describes the various uses and what percent of the overall land in the City they comprise. Senior Planner Klatt described to the Commission the three major areas of development within the City and the differences between Undeveloped and Agriculture for the purposed of the existing land use table. The work session concluded at 8:40 p.m.
