BACKGROUND In February 2016, the City Council created a Task Force to study the Facilities needs of the City. City of Rosemount residents were selected by the City Council to serve on the Facilities Task Force. Members are Mark Deming, Josh Otis, Sharon Peterson, Brenda Rivera, Councilmember Mark DeBettignies and Staff Liaison Emmy Foster. The Task Force first met on August 3rd and over the past six months, the Facilities Task Force members have been meeting with department representatives and touring city facilities including: the Steeple Center, Parks and Recreation offices/Community Center, Fire Station 2, Police Station, and City Hall. The Steeple Center and the Fire Stations are currently meeting the needs of the community. As the City continues to expand, future Fire Stations may need to be proposed. Parks and Recreation has indicated there is a need for additional enclosed indoor recreational facilities. However, the office space is currently adequate in the Community Center. The Task Force has determined that the Police Department, Public Works, and City Hall are three priority areas. Each of these entities submitted a comprehensive needs outline to the Task Force. FOCUS PRIORITIES The Police, Public Works, and City Hall facilities have reached their functional capacity and action needs to be taken. The current facilities are limited, do not properly accommodate public interaction or allow efficiencies conducive to a welcoming, productive environment. The following needs summary was compiled from department memos, facility tours, and meetings with department representatives: Police Department Needs include: larger spaces for evidence room and crime lab, more interview rooms, larger briefing rooms, larger women’s locker room space, larger lobby area and more office spaces. Several of the meeting rooms, work areas, and storage spaces could be shared between Police, City Hall, and City 2 Council. Some of these needs could be met temporarily by the recommended expansion and reconfiguring existing spaces. Public Works Needs include: a wash bay, a clean-out area, a salt and brine shed, and additional fencing for security. City Hall: Needs include: large conference room, several small conference rooms, more office spaces and work stations and storage. Several of the meeting rooms, work areas, and storage spaces could be shared between Police, City Hall, and City Council. Some of these needs could be met temporarily by the recommended expansion and reconfiguring existing spaces. RECOMMENDATIONS The Task Force has developed a set of Short Term and Long Term Recommendations. Short Term Recommendations: (1 – 2 years) • $1 million in CIP building funds set aside in 2016 for Year 2017. Proceed with bidding on addition to City Hall, approximate 3000 square foot/renovations in Police Department. • Use any additional funds for Public Works safety, security and storage needs. • Potential discussions by City and Council on acquiring property near existing facilities. • Planning for Long Term Recommendations. Long Term Recommendations: (3+ years) • Business Park – existing land owned by City and Port Authority. Plan was previously drafted to develop 12+ acres. Consider developing this land for joint Public Works and Police facility. Centrally located facilities to better serve the community, address efficiencies and growth. • City Hall to remain in current location to maintain connectivity to the core downtown area (expanding into other facilities on campus as needed). • Future expansion of downtown campus to include Central Park and Erickson Park; potentially revitalizing the area for recreational/parking/building expansion opportunities. SUMMARY The Facilities Task Force recommends that the Council review and consider action on both short and long term recommendations presented.
