REGULAR MEETING PROCEEDINGS
MARCH 7, 2017
CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held
on Tuesday, March 7, 2017, at 7:00 p.m. in the Council Chambers at City Hall, 2875 145th Street
West, Rosemount.
Mayor Droste called the meeting to order with Council Members DeBettignies, Weisensel and
Nelson attending. Council member Freske was absent.
Staff present included the following;
o City Administrator Martin o City Clerk Hadler
o Parks & Recreation Director Schultz o Chief of Police Scott
o Finance Director May o Assistant City Administrator Foster
o Communications Coordinator Cox o Numerous Police Officers
The Pledge of Allegiance was said.
ADDITIONS OR CORRECTIONS TO AGENDA
City Administrator Martin stated there were changes to item agenda 6.g. that was sent to Council
prior to the meeting.
Motion by DeBettignies. Second by Nelson.
Motion to Adopt the Agenda as presented.
Ayes: DeBettignies, Droste, Weisensel, Nelson
Nays: 0. Motion carried.
PRESENTATIONS, PROCLAMATIONS, & ACKNOWLEDGMENTS
3.a. New Police Officer Oath of Office and Introduction
Chief of Police Scott introduced Officer Cassandra Witt. Officer Witt grew up in Rosemount and
attended the University of Minnesota. Officer Witt worked for Rosemount PD years ago for a time
and then at the City of Richfield.
Mayor Droste performed the oath of office. Officer Witt’s husband, a police officer in Bloomington,
pinned her badge.

Motion by DeBettignies. Second by Weisensel.
Motion to Approve the Consent Agenda with the removal of 6.e. and 6.h.

6.e. Leprechaun Days Service Agreement
Council member Nelson inquired about opening the public restrooms in the Central Park shelter
during the festival. City Administrator Martin addressed the concern and stated that staff would be
willing to work with the committee to determine appropriate use of the restrooms.
Motion by Nelson. Second by DeBettignies.
Motion to approve the 2017 Service Agreement with the Rosemount Leprechaun Days
Committee.
Ayes: DeBettignies, Nelson, Droste, Weisensel
Nays: 0. Motion carried.
6.h. Donation to the Rosemount High School Marching Band
Council member Weisensel gave information on the semi-trailer that will be purchased for the
marching band and the opportunity for city organizations to sponsor the trailer. Council members
see this as an opportunity to promote the city.
Motion by Weisensel. Second by DeBettignies.
Motion to Authorize Donation to Rosemount High School Band for joint marketing
efforts on new equipment trailer.

Nays: 0. Motion carried.
PUBLIC HEARINGS
7.a. On-Sale Liquor License Class B and Special Sunday Liquor License – Chipotle
Mexican Grill of Colorado, LLC dba Chipotle Mexican Grill
City Clerk Hadler gave an overview of the liquor license application for Chipotle.
Mayor Droste opened the public hearing at 7:15 pm.
Motion by Droste. Second by DeBettignies.

Motion to close the public hearing.

Nays: 0. Motion carried.
Motion by DeBettignies. Second by Weisensel.
Motion to adopt a Resolution Approving Liquor License for Chipotle Mexican Grill of
Colorado, LLC dba Chipotle Mexican Grill subject to conditions.
Ayes: DeBettignies, Nelson, Droste, Weisensel,
Nays: 0. Motion carried.

ANNOUNCEMENTS
Mayor Droste reviewed the calendar of events. The next City Council work session will be held on
Wednesday, March 15, 2017, at 6:30 p.m. The next City Council meeting will be held Tuesday,
March 21, 2017, at 7:00 p.m.
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by Droste,
second by Weisensel, the meeting was adjourned at 7:19 p.m.
