1 A bill for an act
2 relating to metropolitan airport planning; requizing
3 the metropolitan airports commission and the I
4 metropolitan council to include certain information in �
5 the report to the leqislature; amending Minnesota '
6 Statutes 1994 , sections 473 . 616 , by adding a
7 subdivision; and �73.618 .
8 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MZNNESOTA:
9 Section 1 . Minnesota Statutes 1994 , section 473 . 616 , is
10 amended by adding a subdivision to read:
11 Subd. 3a. (REMOTE RUNWAY OPTION. ] The commission shall
12 adopt a olan before January 1 , 1996 , for developinq new runways
13 within the search area desiqnated by the metropolitan council
14 for development of a major new airport that would be connected

1 report to the legislature on the long-range planning and
2 development of major airport facilities in the metropolitan
3 area. The report must include the recommendations of the
4 agencies on major airport development in the metropolitan area
5 for a prospective 30-year period. The report must include the
6 agencies ' recommendations on expanding the existing airport, the
7 remote runways option, and on acquiring a site for a major new
8 airport. The report must include an analysis of the effect of a
9 neev-airport each of the options on present and proposed
10 facilities at the existing airport and on the local, regional,
11 and state economies. The report must contain the
12 recommendations of the agencies on financial planning and
13 financing for a-me�or-neee-atrpert each of the options , including:
14 cost; cost allocation; amortization of major improvements at the
15 existing airport before a transfer of operations ; financing
16 methods and sources of public and private funds; lease
17 agreements and user charges at-e-�eev-airport; and a method of
18 capturing for public uses a portion of the revenue from
19 development around a new airport .
