As part of the design of the Biscayne Avenue Improvements, City Project #249, Staff
considered on street parking. The segment between 145th Street West and CSAH 42
does not require at this time, or apparently in the future, any on street parking. A{I of the
existing and proposed area streets intersect the collector street, Biscayne Avenue, and at
this time there are no plans that would have homes fronting on Biscayne Avenue. The
design on Biscayne Avenue at the present time is to have a three-lane section similar ta
Trunk Highway 3 allowing turning movements in the center lane and north and south
driving lanes. By banning the parking and striping accordingly this would allow a nice
bikeway area adjacent to the curb and striped accordingly. In the future as traffic counts
warrant, the three-lane design could be modified into a four-lane roadway by simple re-
striping.
North of 145th Street, Knutson Rubbish utilizes on street parking. This parking would not
be affected by this resolution. The 3-lane design is the same, however, the lane widths
are reduced. Council can take action to eliminate parking in this area as traffic dictates.
To complete this design and get approval from the MNDOT State Aid Office, the attached
resolution will need to be passed. Staff recommends approvaL

NO PARKING SIGNS ALONG BISCAYNE AVENUE BETWEEN 145TH STREET WEST AND

A RESOLUTION DfRECTING PLACEMENT OF NO PARKING
S1GNS ALONG BtSCAYNE AVENUE BETWEEN 145TH STREET WEST
AND COUNTY STATE AID HIGHWAY 42
WHEREAS, the City Council of the City of Rosemount is interested in the safety of its
residents; and
WHEREAS, the continued development in the City of Rosemount has produced high
volumes of vehicular and pedestrian traffic within the City of Rosemount; and
WHEREAS, vehicle parking along both sides of Biscayne Avenue between 145th Street
West and CSAH 42 does create a hazard.
NOW THEREFORE BE IT RESOLVED, that the City Council of the City of Rosemount
directs the instailation of the appropriate "No Parking" signs on both sides of Biscayne
Avenue between 145th Street West and CSAH 42.
