With the construction of the Shamrock Animal Hospital by Kurt Walter-Hansen, which s
adjacent to the City property on the west, the topic of the burial of NSP power lines in the area
has arisen. We asked NSP representatives for an estimate of the cost to remove the overhead
lines between 145th Street northerly through the flower garden area, then westerly along the lot
line between the McMenomy building and the Shamrock Animal Hospital, then northerly to
143rd Street. This also would include the burial of the line that crosses Trunk Highway 3 from
east to west to service the Loch Pharmacy building. The portion along the south side of the
Animal Hospital was proposed to be paid for by Dr. Kurt Walter-Hansen.
According the NSP representatives, the total project cost is estimated to be approximately
$58,000. The Animal Clinic would be responsible for approximately 58,000 of that 558,000.
In addition, there would be costs to the three remaining buildings on the east side of Highway 3
to convert from overhead etectrical service to underground. We do not have an estimate of
these costs at this time.
The reason it is on the agenda is that the construction of the Animal Hospital is at a point where
the electrical service needs to be installed. The difference between providing underground or
overhead electrical service to that building makes a difference in transformers, setting of poles
and other pertinent work.
At this time, Staff is not aware of any funding available for the $50,000. Counc'rl has many
alternatives in addressing this issue as follows:
1 . Not do the burial and have overhead electrical service provided to the Shamrock Animal
Hospital.
2. NSP would invoice us after the work is complete, which would be in 1996. Therefore,
that money could be funded by a C.I.P. item.
3. At the present time the City does not charge a Franchise Fee through either NSP or
Dakota Electric. However, it is available in our present Franchise Agreements with these
Utility Companies. Franehise Fees could be used for the burial/moving of overhead lines
throughout the downtown.
Staff recommends that the Shamrock Animal Hospital put in overhead electric at this time, but
have the necessary engineering completed to accept underground electrical service in the future.
RECOMMENDED ACTION: No Action Required, Just Direction.
