SPECIAL MEETING
FEBRUARY 12, 1994
Pursuant to due call and notice thereof a special meeting of the
City Council of the City of Rosemount was duly held on SaturdayR
February 12, 1994, at 7:30 a.m. , at Gity Hall.
Mayor McMenomy called the meeting to order with all members
present.
The Council met with consultant Jim Brimeyer and discussed the
day's events and process for interviewing the six finalists for I
the eity administrator position. '
From approximately 8:00 a.m. to 12:00 Noon, the members of the
Council individually interviewed each of the candidates.
During the lunch hour the Council discussed with Jim Brimeyer the
proeess for interviewing the candidates in the afternoon. At
this time, Interim City Administrator Ron Wasmund and
Administrative Assistant Susan Walsh were present and provided
input on city staff's comments regarding the six finalists,
From appraximately 1:15 p.m. to 4s15 p.m. the City Council
interviewed each of the candidates. At the conclusion of the
interviews the Council discussed the merits of each of the
candidates and then reached a unanimous decision to offer the
city administrator position to Thomas Burt.
MCJTION by McMenomy to authorize Jim Brimeyer to start negotiating
with Tom Burt on the city administrator selection. SECOND by
Staats. Ayes: Anderson, Wippermann, McMenomy, Staats, Busho.
Nays: None.

MOTION by McMenomy to adjourn. SECOND by Staats. Ayes. 5.
Nays: 0.
The meeting was adjourned at 5s45 p.m.

The Police Chief has d�cided to change the shifts of the patrol officers
from a five days on and five days off to a six days on and three days off
pattern. By doing so, the length of the employee's shift will change, in
most instances from 10 hours to 8.5 hours.
The palice department labar agreement needs ta be amended to include an 8.5
hour shift. If Council approves the amendment, a memorandum of agreement
wi11 be forwarded to the business agent of Law Enforcement Labor Services,
Inc.
RECOMMENDED ACTION: MOTION TO AMEND THE 1993-94 LABOR AGREEMENT BETWEEN
TI�E CITY OF ROSEMOUNT AND LAW ENFORCEMENT LP,BOR SERVICES, INC. TO
REDEFINE ARTICLE 1.5 T0 INCLUDE A 8.5 HOUR SHIFT.

AND
LAVJ ENFORCEMENT LABOR SERVICES, INC.
PREAMBLE
This AGREEMENT is made and entered into this day of May, 1993, by and
between the CITY t)F ROSEM4UNT, hereinafter referred ta as the EMPLQYER, and
LAW ENFORCEMENT LABOR SERVICES, INC., hereinafter referred to as LELS, has
as its purpose the pramotion of harmonious relations between the EMPLOYER, its
employees and LEI.S; the furtherance of efficient governmental services; the establishment
of an equitable and peaceful procedure for the resolution of disputes that may arise withaut
interference or disruption of efficient operations of the department; the establishment of a
formal understanding relative to all terms and conditions of employment.
ARTICLE 1 - DEFINITIONS
1.1 LELS: Law Enforcement Labor Services, Inc.
1.2 EMPLOYER: City of Rosemount �
1.3 EMPLOYEE: Member of the police bargaining unit as identified by Bureau of
Mediation Services, State of Minnesota.
1.4 DEPARTMENT: City of Rosemount Police Department.

"'-�� 1.5 WORK DAY: Shall consist of eight (8)�or ten (10) hours as designated.

1.6 WORK YE.AR: The work year is 2,080 hours.
1.7 OVERTIME: Work performed at the express authorization of the Employer in
excess of the employee's scheduled shift. Authorizatian is implied when overtime
work is performed and approved after the fact.
