When I met with each of you there was consensus to have a goal setting
session. Attached is a proposal from The Brimeyer Group for team building
and goal setting. Mr. Brimeyer has suggested a two day session of team
building on a Friday from 5 : 00 PM to 9 : 00 PM and goal setting with council
and staff on Saturday from 7:30 AM to 4 : 00 PM.
If there is still a consensus to have this session, it will cost the City
$2, 579 .00 . This would come from the Council contingency fund. Dates for
the session would also have to be identified.
Recommendation:
Authorize staff to enter into an agreement with The Brimeyer Group for Team
Building and Goal Setting. Identify possible dates for the session.

PROPOSAL FOR CONSULTING SERVICES
CITY OF ROSEMOUNT, MIriNESOTA
The objective is to assist the City Council, City Administrator, and City staff in a team building
and strategic planning session to:
1. Assist in establishing an environment which serves to enhance the understanding of
individual differences among participants in the group.
2. Identify a clear set of goals for the City.
3. Establish priorities for the goals and a direction of the City. .
4. Develop support for these goals among Counci� and staff. .. . �• _ _._
5. Develop communication and teamwork among Council and staff. �
. 6. Develop a model for implementation of the goals established by the City Council.
PHASE I _ -
Ask the Council and Administrator to complete personality and behavioral survey (the
Perfc�rn;�: P�rs:,n�.;ity Praf.c wi;: bs sses3). Th� ccr.s��lt:.^.t �vill com�lete ir.divi�uat res�.�lts on
each participant and provide a su:nmary of the group's responses which will be shared at a later
session. �
PHASE II
Conduct a session with the City Councii and Administrator designed to assess individual
differences among participants. Develop a system that promotes more effective decision
making, enhances the understanding of individual differences among participants, and promotes
an atmosphere that allows for individual differences to be taken under consideration.

PHASE III
Conduct a strategic planning session with City Council, Administrator, and staff. This session
will:
* Identify stakeholders.
* Assess the current strengths and weaknesses of the organization.
* Identify opportunities and threats for the organization.
* List and clarify goals.
* Identify strategic issues.
PHASE IV
After establishing priorities for the strategic issues, develop a model plan for impiementarion
and a framework for completion of these issues.
PHASE V ,
Prepare summary of strategic issues and Action Plan.

PHASE II - Friday
Team Building with City Council and Administrator.
5:00 PM to 8:00 PM
Discussion of roles and responsibilities.
8:40 PM to 9:00 PM
PHASE III - Saturday
Strategic Planning with City Council, Administrator, and staff.
7:30 PM to 12:00 PM
PHASE IV- Saturday
Development of goals, priorities, and action plan.
1:00 AM to 4:00 PM
PHASE V - Upon completion of session.
