He has accepted a position as a Mechanic at the City of Lakeville. As it currently exists, the Maintenance Mechanic I position has had a history of turnover with personnel staying in the position for one to two years before moving on in their careers. The incentive to stay in the Maintenance Mechanic I position is somewhat lacking and the technical expertise required for the position out weighs the pay. Therefore, we are recommending the City pursue the hiring of a Maintenance Mechanic II. A Ma.intenance Mechanic II position requires more knowledge and skills than a Mechanic I. The Mechanic II must have the ability to perform preventive maintenance programs, maintain accounting of records of work performed and work required, and perform maintenance on both light and heavy off road equipment. The requirements for the position are a combination of five years of formal technical training and experience. The salary range is from $13 .30 per hour to $15 .34 per hour. The job description was rewritten to conform to ADA requirements. Staff is recommending that Council approve the revised job description and authorize the posting and advertisement for a Level II Maintenance Mechanic position. Staff will then proceed with the application review and interview and return to Council on June 7th with a recommendation to hire. His last day of work will be April 15, 1994 . He has accepted a position as a mechanic with the City of Lakeville. I wish him well . In discussions with Doug, Dean Sandstrom, Bob Barfnecht, and Mike Widstrom I feel that there is a pattern to the turn over in the mechanic position that bears consideration. Specifically the technical expertise required for the position out weighs the pay. The person in the mechanic position can see more money working out of class in the streets or at a different place of employment and after one to two years leave. I would like to diseuss the idea of making the position being vacated a level II position. I would like to have this discussion before going to council for replacement authorization. The position is an important one so time is critical but a hasty decision may have ramifications . I would like to meet upon my return from vacation. Rick Cook t CITY OF ROSEMOUNT POSITION RESPON5IBILITY WRITE-UP April, 1994 POSITION TITLE: Mechanic II DEPARTMENT: Public Works ACCOUNTABLE TO: Public Works Supervisor GENERAL PURPOSE Performs semi-skilled, skilled, and administra.tive work in maintaining the vehicles and mechanical equipment of the department. SUPERVISION RECEIVED Works under the close supervision of the Public Works Supervisor. SUPERVISION EXERCISED . May provide on-the job direction to Mechanic I and seasonal or temporary employees as required in certain job-related situations. ESSENTIAL DUTIES AND RESPONSIBILII'IES Plans, carries out and evaluates preventive maintenance schedules for all vehicles and mechanical equipment, either personally, or through outside vendors. Opera.tes a variety of diagnostic instruments and a variety of hand, electric, and air-driven tools. Tests, services and repairs vehicles and mechanical equipment. Inspects, adjusts and replaces necessary units and related parts in the perFormance of repair and maintenance work. Preventative maintenance including changing motor, hydraulic and transmission oil and filters, and air and fuel filters; grease; change fluids; perform tune-ups; rotate tires; flush coolant systems; pack bearings, etc. Repairs brake, engine, electrical, fuel, hydraulic, transmission, ignition, air, exhaust, axle assemblies and related systems. POSITION RESPONSIBILITY WRITE-UP MECHAIVIC II Cuts and welds metal and performs body repair, touch-up and related work. Changes and repairs tires and tubes. Evaluates staxus of inechanical equipment and vehicles, and performs or schedules needed repairs. Conducts various analyses and inspections of vehicles and mechanical systems to determine the most cost-effective means of maintenance, repair or replacement. Prepares motorized equipment for seasons and seasonal equipment for stora.ge when not in use. Mount seasonal attachments on appropriate equipment. Develops shop procedures and budget data for the maintenance and repair of vehicles and mechanical systems. Purchases equipment, parts, and supplies used for vehicle and mechanical system maintenance. Provides emergency field assistance to disabled equipment as needed and appropriate. Assists in the prepara.tion of bid specifications for vehicles and mechanical equipment. ', Assists in the preparation and administration of inechanical budgets in conformance with adopted policies and procedures. Maintains records, prepares reports and other specialized maintenance records of equipment and mechanical equipment. , May assist in snow plowing on a routine basis as directed. TOOLS AND EQUIPMENT USED Motorized vehicles for mechanical testing purposes, power and hand tools and equipment for vehicle and mechanical system work; mechanic's tools including jacks, hydraulic lifts, air tools, and other tools required for minor repairs and routine maintenance of motorized vehicles; electronic vehicle diagnostic equipment; personal computer, calculator, phone; mobile or portable radio.
