Ms. Lisa Hinzman has applied for approval of an Administrative Plat
to subdivide a 6 .52-acre parcel into two rural residential 1ots.
The property is located north of 130th Street West, between
Biscayne and Bengal Avenues. The land is in the Rural Residential
District.
The Planning Commission reviewed the request at their March 22 ,
1994 Regular Meeting and recommended approval of the subdivision.
, The Rural Residential District allows 2 .5-acre (minimum) lots if
they are platted and have a minimum of 200 feet of lot width. The
overall density in the RR District is limited to one dwelling unit �
per five (5) acres. This policy is nonconforming with Metropolitan �',,
Council Rural Residential policy of one dwelling unit per ten (10) '
acres . However, the Metro olitan Council a roved the '

Comprehensive Guide Plan which allows for the continuation of the
Rural Residential policy since its been followed for a long time
and will be contained in the northwestern area of the City.
Percolation tests have been conducted on the newly created lot and
reviewed and verified by building department staff that the site
can accommodate an on-site septic system. An alternate on-site
septic system site has also been identified on the property.
Recommended Action: MOTION to adopt A RESOLUTION APPROVING THE
SUBDIVISION FOR HINZMAN ADDITION.

Minnesota.
On April 7, 1994, acting on behalf of the said City, I posted at the City Hall, 2875
145th Street West, and deposited in the United States Post Office, Rosemount,
Minnesota, a copy of the attached notice of a Public I3earing for considera.tion of the
proposed Hinzmann Addition preliminary plat, enclosed in sealed envelopes, with
postage thereon fully prepaid, addressed to the persons listed on the attached listings at
the addresses listed with their names.
There is delivery service by United States Mail between the place of mailing and the

PRELIlVIINARY PLAT
TO WHOM IT MAY CONCERN:
NOTICE IS HEREBY GIVEN, the City Council of the City of Rosemount will hold a public
hearing on Tuesday, April 19, 1994 in the Council Chambers of the City Hall, 2875 145th
Street West, beginning at 8:00 p.m. or as soon thereafter as possible. The public hearing
listed below pertains to the property generally located along the north side of 130th Street
West, just east of Biscayne Avenue and legally described as follows:
The south 411.24 feet of the east 691 feet of the Southwest Quarter of
the Southwest Quarter (SW'/a of SWI/a) of Section Sixteen (1�,
� Township 115, Range 19, Dakota County, Minnesota. �
The purpose of this hearing is to consider a preliminary plat that would cause a subdivision
of a 6.52-acre parcel into two RR Rural Residential lots. The resulting lots meet minimum
ordinance standards and subdivision requirements for an administrative plat.
Persons wishing to speak on this issue are invited to attend and be heard at this meeting on
TuesdaY. April 19. 1994 at 8:00 p.m. Formal written comments will also be accepted
prior to the meeting date. Please forward all comments and inquiries to the Planning
Department.

A RESOLIITION APPROVING THF
BINZMAN ADDITION ADMINISTRATIVE PLAT
WHEREAS, the City of Rosemount has received a request from Michael
and Lisa Hinzman, property owners, to subdivide the following
described property:
The south 411.24 feet of the east 691 feet of the Southwest
Quarter of the Southwest Quarter (SWl,� of SWl,�) of Section 16,
Township 115, Range 19 , containing 6 .52 acres, more or less;
and
WHEREAS, the resulting two Rural Residential single family lots
will be legally known as the Hinzman Additioa; and
WHEREAS, the Planning Commission reviewed this request at their
March 22, 1994 Regular Meeting and has recommended approval of the
Hinzman Addition Administrative Plat; and
WHERE�AS, the Hinzman Addition final plat meets minimum ordinance
standards and subdivision requirements for an administrative plat.
NOW, THEREFORE, BE IT RESOLVED, the City Council of the City of
Rosemount hereby approves the Hinzman Addition final plat subject
to:
1) provision of drainage easements, as required by the city
engineer;
2) cash, in lieu of land, equal to one unit of park dedication
fee in the amount of $560 .00; and
3) recording of the plat with Dakota County, in conformance with
the City of Rosemount Subdivision Ordinance.
