We have received a quote for audio visual equipment t enhance the ',
presentation area of the Council Chambers . This enhancement is Phase ,
I of preparation for live cable casting of all public meetings . It ',
consists of a video camera focused on the presentation material at a
new lectern; three video monitors to provide viewing to the audience
and council; and upgraded audio equipment for better sound
broadcasting. The upgrade to the audio portion of our system will
include new microphones, new microphone clips, new mixers, and new
amplifiers utilizing our existing Bowes speakers .
The quote that we've received is from Acoustic Communications
Systems, Inc. located in Plymouth, MN. This is the same company that
did the audio-visual work at the new armory and Community Center.
Based upon the satisfaction of the job for the Community Center it
was decided to solicit a quote from this company. Ms. Debbie Motzko
has delivered the proposal to us in the total amount of $24, 430 . I
have attached a detailed list of the components including the
quantity and description of each component.
The money for this acquisition will be a combination of the $15, 000
donated by the Rosemount Area Jaycees and a portion of the $25 , 000
that was budgeted in last years CIP for audio-video equipment . Our
commitment to the Jaycees, upon acceptance of the $15, 000 donation
was to make the acquisition of necessary equipment prior to July 1,
1994 . We can have the equipment installed no later than September 1,
1994 . I sent a letter to the Jaycees notifying them of our intent to
purchase this equipment and the schedule for installation. I also
requested them to formally extend the commitment date to September 1,
1994 . With your approval of the quote we can achieve this timeline
committing the money from the Jaycees and having Phase I complete.
We can be in a position by late summer of 1995 to go on-line with
live broadcast .
Staff recommendation is to approve the quote as presented by Acoustic
Communication Systems, Inc.
Recoamnended Action: A MOTION to authorize purchase of audio-
visual equipment as quoted June 17, 1994 by Acoustic
Communication Systems, Inc. in the amount of $24,430 with money
for the acquisition coming from the Donation Account in the
amount of $15, 000 and the balance made up from CIP Account No.
202-49002-01-560 .

costs, and will be irnoiced. Acoustic Communication Systems, Inc. agrees to warraM the equipment to be free from
original defects in material and workmanship for a period of one (1) year after delivery to the Job Address. In the
event of any defect in material or workmanship occurring within said period,Acoustic Communication Systems, Inc.
will repair or replace the Equipment at its sole option, at no additional charge. Repairs or replacement of defective
equipment shall be Acoustic Communication Systems, Inc.'s sole liability under this warranty and it is not and shall
not be liable or responsible for any damages; direct, indirect, incidental or consequential. THERE ARE NO
WARRANTIES WHICH EXTEND BEYOND THE DESCRIPTION ON THE FACE HEREOF. We reserve the right to make

information and discussed different options to provide service.
They would not give specific design recommendations or a written

in cabling council chambers .

This person contacted me. Their company does only design and
consultation work. They did not submit a bid or design. They
are willing to do a presentation to the Council .
Acoustics Coaununicatioas Systems Inc.
This is the same company Rosemount is using to provide similar
services to the Rosemount Armory/Community Center project. A
sales person and an engineer toured the council chambers and
inspected existing equipment . They do have experience with other
city council chambers . They provided two separate bids with

provide a separate "eadillac" bid with more options and better
quality hardware if necessary. They offered to do a presentation
to the Council also.
Advanced Coa�unicatioas Systems Ina.
This company provided the audio system already existing in the
council chambers . They did revisit the chambers and submitted a
new bid for visual communications . They do have experience with
other��city council chambers . Again, bids submitted are for "bare
bones operations and an actual bid would depend on what the
Council deems as necessary. They also offered presentation
services to the Council .
Attached are preliminary bids for budgeting purposes only.
Actual bids will most likely need to be modified depending on
what you really want for production quality and operations . As
previously outlined, most firms did offer to attend a Council
meeting or workshop to discuss all available options and the type
of service and production quality you want.
I would recommend that you strongly consider the past history and
experiences of each firm and consider each with regards to
service availability and warranty also. I also think you should
request a presentatior� to discuss your needs and options
available.
Based upon the communication I've had with each firm, I would
recommend you contact Debbie Motzko of Acoustic Communication
Systems Inc. at 475-0321 and request a presentation of the
services and hardware required to do said work. Although their
bid was not the lowest, they seem very knowledgeable, reputable, ;
and have previous experience at this work. They are already I
doing work at the Community Center and they seem to offer a good ,
service and warranty package. I think Acoustic Communications
Systems Inc. , will give you the best end result at a reasonable
price.
