With the reorganization of Staff there is a dire need for additional technical personnel to assist the Public Works and Engineering Departments in the day-to-day operations. The majority of the time for this Civil Engineer would be in working with residents on their questions and concerns and with developers in assuring that the City receives high quality developments. In the past two years, we have worked with developers to try to put a priority on initiat construction so that in the long run City taxpayers do not pay the price for inadequate construction in new developments. At the present time we have over 30 projects which are in different phases of design or construction. At each phase the Engineering Department is faced with detailed analysis of the proposed improvements. This Civil Engineer will assist in all of these areas but will also spend considerable time on storm water issues which have confronted us daily. The Utility Commission authorized the beginning of the hiring process in February, but � Staff felt that the new Administrator should be a part of this process in hiring. The Storm Water Utility Budget has adequate monies to pay for this position in 1994. In 1995 this particular position will be paid for out of the General Budget as the transition from the former City organizational structure to the new City structure is completed. �, The Civil Engineer position will have a point value of 90 points and a salary range of ', 535,415 - 541 ,307 per the Administration Department. It is estimated that the ' candidates will be reviewed and a recommendation will be made to Council on August 16th for this hiring of a person for this position. Attachsd is a list of projects which are coming on board in the 1994 construction season. This will be the biggest construction year in Rosemount's history. As we have discuss�d in the past, there are more and more regulations and laws passed by higher government agencies for which the City is responsible in complying with and enforcing. In addition, in a growing City such as Rosemount, the Engineering Department receives more and more request by residents for items during the spring and summer. Therefore, I ask does the City of Rosemount taxpayer deserve to be ignored so that the City can work with developers in building or adding on to the City? Or does the City Staff work with residents on their problems first and put a lesser priority on new development? Currently there is a very high priority by our elected officials on continued fast pace growth in the City. At some point in tirne we need to either let developers do as they please in construction, which results in the taxpayers paying the price in the future due to shoddy construction or do we try to work with developers and insure that the City gets a quaiity product which only benefits the taxpayer in the long run? These questions need to be asked and comrnunicated to S�aff or Staff will continue to come back to you with requests for additional personneL In so far as the City Engineer spends approximately 70% of his time in reviewing and ', assuring that the utilities in new projects meet professionai engineering and City design ' standards, in addition to all the storm water related tasks listed, this does not seem like a I request that can be refused. i, Staff recommends that the Utility Commission approve the expenditure of funds from the Storm Water accaunt for the Environmental Engineer. This request to start the hiring process will be taken to the City Council. CQMMISSION ACT10N: • . ��'.�5�� � - � 3 , , ° MEMO TO: UTILITY COMMISSION FROM: BUD OSMUNDSON, CiTY ENGINEER RON WASMUND, PUBLIC WORKS DIRECTOR DATE: SEPTEMBER 13, 1993 RE: TASK UST FOR STORM WATER UTILITY PERSON BUDGETED FOR 1994 At the present time the Engineering Department handies multiple issues for which the Storm Water Utility should be responsible. These issues range from answering questions on ponding to reviewing house/lot grading in developments. In the past two years the State and Met Council have initiated programs and laws which require more and more time for storm water and related issues. The following is a list of tasks which a Storm Water Engineer/Technician coufd immediately perform. They are prioritized in what we consider to be the priority. 1 . The Met Council, as part of their review for the Rosemount Comprehensive Guide Plan, required that the City put into effect a Storm Water Management Ordinance immediately. This Storm Water Person could immediately begin the writing of this ordinance and work with the Planning Department to get it adopted. The Storm Water Ordinance would require that the Best Management Practices (BMP's) and the National Urban Run-off Program (NURP) Guidelines be adopted. When the City adopts the ordinance, it witl require extensive time ' in enforcing this ordinance. 2. The Engineering Staff would be complimented and assisted in that this person ', w ' ould review and recammend changes or additions to the Comprehensive Storm Water Mana em ' ent Plan c g ompleted by Barr Engineering in 1989. This person would review problem areas and suggest and design solutions to those ''� problems. Two of these problem areas are on tonights agenda. We are aware I of many more areas which will become issues in the near future. ' 3. A Storm Water Technician would review storm drain construction plans and assure that these plans fit in with the Comprehensive Storm Water Management Plan and meet City policies. 4. This Storm Water Person would review the construction grading plans for compliance. They would also inspect the grading construction to assure compliance with the Storm Water Ordinance. r Memo-Storm Water Person Task 5. The Storm Water Person would review house and lot grading plans and assist - the Building Inspection Department in inspection of those grading plans. 6. The Storm Water Person would work with the Public Works Maintenance Department on writing a Maintenance Policy for our Storm Drainage Facilities and identifying problem areas and recommended solutions. 7. The Storm Water Person would answer homeowners complaints on any of the above grading, storm drain, or house/lot grading complaints. This person would have to work well with the public and offer solutions for the problems. 8. The State of Minnesota passea the Wetland Conservation Act in 1991. What this did is force cities to enhance their wetland conservation. In 1993 a Wetland Policy and Inventory is suppose to be completed. This has not yet been completed and could be accomplished by this Storm Water Person. This person would also act as the City's liaison with the Board of Water and Soil Resources which has much rnore importance due to the Wetlands Conservation Act of 1991 . 9. The Storm Water Person could become our liaison with the Ve.rmillion River Management Organization and participate as required. 10. The Storm Water Person would immediately start work on a Water Quality Plan for the entire City. This is required under the model Storm Water Ordinance required by Met Council. 11. The Storm Water Person would become our liaison with all Federal, State and County agencies which have to do with storm water incfuding the DNR, the EPA, the MPCA, the Dakota County Soil and Water Resources Board, etc. For your information, during the last year the Federal Environmental Protection Agency now requires a permit for all grading projects of more than 5 acres. This permitting program is being handled in the State of Minnesota by the MPCA. A 5 acre project includes a reconstruction of a City street 60' wide for half a mile long such as was undertaken in the past two years on 145th Street. 12. The Storm Water Persan would have to stay abreast with the NURP Guidelines and the effects of not following these Guidelines within our storm water system. 2 iUlemo-Storm Water Person Task �� 13. A ver im or n II� y p ta t task that this Storm Water Person wouid compiete would be - � help educate the citizens of Rosemount on all of the Storm Water Ordinances, PCA, DNR Guidelines and be our liaison with the public on these matters. 14. The Storm Water/Wetlands Person would assist the Building Inspections II Department because of our involvement� with the Environmental Regulation I Managers Association and its concerns dealing with septic tank inspections and �i the Dakota County Ground Water Ordinances. This is very important within the I City in the Kesgen Lake area and Birger Pond area. 15. As part of the long range Comprehensive Guide Plan the City has a new "conservancy" area which this Storm Water Person would have to become involved with. This conservancy area wilt be managed through a cooperation with Koch Refinery and our Park and Rec Department. 16. After all the above are complete and under control, this Starm Water Person can continue to modify existing City po(icies and programs and research and initiate new programs, such as "Adopt a Pond" and "Adopt a Catch Basin" programs. These programs involve almost all the above storm water issues and ' works with many of the above agencies and departments. 3 CITY OF ROSEMOUNT POSITION RESPONSFBILITY WRITE-UP JULY 5, 1994 I POSITIDN TITLE: Civil Engineer ' DEPARTMENT: Public Works I�I ACCOUNTABLE TO: City Engineer ' SUMMARY OF POSITION ' Performs complex engineering work in the provision of office and engineering support and field engineering support for environmental, water, sewer, street and other Public ', Works projects and programs ensuring technical competence and compliance with all current codes and criteria; serves as a Project Manger. ESSENTIAL DUTIES AND RESPONSIBILITIES ' 1 . Review private project development plans for compliance with codes, I�I� regulations, and standards, adequacy of applications for permits and compliance I with approved plans. �' 2. Coordinates and/or undertakes the development of update of the City 'i Transportation Plan, Comprehensive Sewer,Water Plan, Storm Water Plans,the Capital Improvement Program, and other plans invotving the municipal infrastructure. 3. Determines applicable codes, regulations and requirements for assigned 'i projects. �, 4. Coordinates the preparation of, or develops, engineering plans and ! specifications, coordinates required advertising for bids, reviews construction �, bids and makes necessary recommendations based on lowest and best bids, ', competency of vendors and consultants, and the selection criteria. ', 5. Provides project management for the construction of the municipal pubtic works III projects. Oversees assigned projects to ensure contractor compliance with time I, and budget parameters for the project. ', 6. Coordinates the preparation of, or develops, reviews and updates the sanitary '; sewer, water, �storm drainage and street system maps, data base, and comprehensive plans. ' POSITION RESPONSIBILITY WRITE-UP CIVIL ENGtNEER 7. Maintains the engineering library and infrastructure records. 8. Maintains and updates City subdivision and public works standards. Assures as-built records of projects, and documents necessary changes for the operation and maintenance programs. 9. Responds to public or other inquiries relative to engineering policies and procedures on specific projects and other information. Evaluates issues and options regarding municipal public works and makes recommendations. 10. Reviews utility permits, street use permits, franchise utility permits, etc. 11. Maintains regular contact with consulting engineers, construction project engineers, City, County, State and Federal agencies, professional and technical groups and the general public regarding division activities and services. 12. Assists in the evaluation of transportation and traffic impacts of development proposals, permits, rezones, plats, etc. Prepares traffic, utility and other studies and reports. 13. Responsible for the State Aid system, all submittals, requests, correspondence, and maintenance of "needs" certification. 14. Performs other duties and assignments as directed by the City Engineer. PERIPHERAL DUTIES 1. Coordinates sidewalk inspection, maintenance and enforcement programs. 2. Monitors inter-governmental actions affecting public works. 3. Assists in the training of other Ci#y personnel in public works design and construction techniques. Graduation from a four-year college or university with a degree in civil engineering or a closely related field; and 2. Minimum of three years previous professional civil engineering experience in the municipal field; or 3. Any equivalent combination of education and experience. 4. Thorough knowledge of civil engineering principles, practices and methods as applicable to a municipal setting; Thorough knowledge of applicable City policies, laws and regulations affecting Division activities; 2. Considerable skill in arriving at cost estimates on complex projects; Skill in operating the listed tools and equipment. 3.
