The intermittent lighting has been characterized by Mr. Guetschoff as "running and chasing" lights with a sense of movement created by the sequential intermittent lighting. After considerable discussion at twq different meetings, the Planning Commission passed a motion (3-2) to recommend approval of the ordinance on June 14, 1994 . Th� result is more restrictive than what Mr. Guetschoff would pref�r. The amendment would allow the intermittent lighting on the marque signs but not on the tower extending above the roof line. The lights also are not allowed adjacent to residential districts . 'This applies to the. GTI site unless the Carlson' s have their R-3 zoned property located on the north side of Wachter' s Pond rezoned to Business Park. Recommended Action: MOTION to adapt AN ORDINANCE AMENDING ORDINANCE B - CITY OF ROSEMOUNT ZONING ORDINANCE that establishes conditions for the permitting of ir�termittent lighting on movie marquee signs. Section 10 SIGNS, Sectio� 10.1 PURPOSE DEFIMTIONS GENERAL P�tov[S�otvs of Ordinance B - City of Rosemou�zt Zoning Ordinance is amended to include: D. Exce,Qtions ' 1. Movie Theaters are allowed chasing and running lights on marques subject to the requirements for wall signs in Commercial and Business Park Distriets and the following standards: ' a. Running and chasing lights are permitted only in the C-4 General Comrnercial and G2 Community Commercial Di$tricts; b. Signs with running and chasing lights are not be permitted on walls that are adjacent to or face residential di�tricts or uses; c. No signs with running and chasipg lights are allowed in a front yard setback; d. Signs with running and chasing lights shall be a minimum of twelve (12) feet above the adjacent grade elevation and street grade elevation; e. Running and chasing lights shall'not extend above roof lines; f. The power of illumination of rur�ning and chasing lights shall be limited to fifteen (15) watts per bulb; ' g. Running and chasing lights sha11'not be located near intersections nor within the sight triangle adjacent to an intersection; h. Only permanent wall signs shall'be allowed running and chasing lights; and i. Hours of illumination shall be limited to between the hours of 11:30 a.m. and 11:00 p.m. SECTION II.
