The Uniform Building Code Section 3-04 (b) stipulates that the valuation of construction shall be calculated by the Building Official for determination of the building permit fees according to Table 3A of the building code. Building Valuation Data with costs per square foot is established and published by the State of Minnesota Department of Administration on an annual basis . These values are what we, as � well other communities, use to calculate project valuations. The valuation data includes costs for all construction and building types. We amend it locally to include decks, porches, basement finishes, etc. This approach provides consistent and uniform calculations . This building valuation is updated annually, therefore, it must be adopted with a resolution by City Council on an annual basis . Building staff recommends adoption of the resolution. S 1000.00 _ _ _ __- CITY OF ROSEMOUNT DAROTA COUNTY, MINNESOTA RESOLUTION 1994- A RESOLUTION ESTABLISHING COSTS PER SQUARE FOOT FOR BIIILDING VALUATION DETERMINATION WHEREAS, Section 304 (b) of the Uniform Building Code states that "The determination of value or valuation under any provision of this code shall be made by the building official° ; and �IEREAS, accurate and consistent costs per square foot must be used for calculation of value; and WHEREAS, the State of Minnesota Department of Administration publishes an annual report of Building Valuation Data which is amended by City of Rosemount staff; and WHEREAS, the annual report of Building Valuation Data must be adopted by City Council prior to being placed in effect. NOW, THEREFORE BE IT RESOLVED, the City Council of the City of Rosemount hereby adopts the Building Valuation Data establishing costs per square foot as published by the State of Minnesota Department of Administration and amended by Rosemount staff . Walsh, City Clerk Motion by: Seconded by: Voted in favor• Voted against: 303-304 1991 UNIFORM BUILDING CODE (d) Expiration.Every permit issued by the building official under the provi- sions of this code shall expire by limitation and become null and void if the building or work authorized by such pennit is not commenced within 180 days frorn the date of such permit,or if the building or work authorized by such permit is suspended or abandoned at any time after the work is commenced for a period of 180 days.Be- fore such work can be recommenced,a new permit shall be first obtained to do so, and the fee therefor shall be one half the amount required for a new permit for such work,provided no changes have been made or will be made in the original plans and specifications for such work; and provided further that such suspension or abandonment has not exceeded one year.In order to renew action on a permit after expiration, the pern►ittee shall pay a new full permit fee. Any permittee holding an unexpired permit may apply for an extension of the - <:::: time within which work may commence under that permit when the permittee is " unable to commence work within the time required by this section for good and satisfactory reasons. The building official may extend the time for action by the permittee for a period not exceeding 180 days on written request by the permittee showing that circumstances beyond the control of the permittee have prevented ac- tion from being taken. No permit shall be extended more than once. (e)Suspension or Revocation.The building off'icial may,in writing,suspend or revoke a permit issued under the provisions of this code whenever the permit is is- � sued in error or on the basis of incorrect information supplied,or in violation of any � ordinance or regulation or any of the provisions of this code. Fees Sec. 304.(a)General.Fees shall be assessed in accordance with the provisions of this section or shallbe as set forth in the fee schedule adopted by the jurisdiction. I . (b)Permit Fees.The fee for each permit shall be as set forth in Table No. 3-A. I� The determination of value or valuation under any of the provisions of this code shall be made by the building official.The value to be used in computing the build- ing permit and building plan review fees shall be the total value of all constntction work for which the permit is issued, as well as all finish work,painting,roofing, electrical, plumbing,heating, air conditioning, elevators, fire extinguishing sys- tems and any other permanent equipment. (c) Plan Review Fees. When a plan or other data are required to be submitted by Seciion 302(b),a plan review fee shall be paid at the time of submitting glans , and specifications for review.Said plan review fee shall be 65 percent of the build- ing permit fee as shown in Table No. 3-A. The plan review fees specified in this subsection are separate fees from the per- mit fees specified in Section 304 (b), and are in addition to the permit fees. Where plans are incomplete or changed so as to require additional plan review, an additional plan review fee shall be charged at the rate shown in Table No. 3-A. (d) Expiration of Plan Review.
