This roadway, in the area of the proposed development, is a four lane divided facility with left-turn lanes provided at major intersections. Traffic ' signals in the area of this site are located on CSAH 42 at Chippendale Avenue and TH 3. The intersection of Canada Avenue is currently stop sign controlled, stopping Canada Avenue. The posted speed limit is 50 mph. This roadway is proposed as a , ' Principal Arterial by the Metropolitan Council . Chippendale Avenue is a two lane north/south city street I ' traversing from 145th Street south to 160th Street. Turn lanes are provided at CSAH 42. northbound at the Eastbound service road, and southbound at 151st Street. No parking is allowed on either side of this roadway between CSAH 42 and 151st Street. , The intersections of the service road and 151st are currently stop sign controlled stopping the side streets. A speed limit of 45 mph is posted in this area of Chippendale. � Canada Avenue is a north/south two lane city street running from CSAH 42 to TH 3. Parking is allowed only on the east side , of the roadway. The intersections with the service road and 151st Street are stop sign controlled, T intersections, stopping the side streets . A 30 mph speed limit is allowed on this roadway. � 151st Street is a two lane east/west city street with a speed limit of 30 miles per hour. Parking is allowed on both sides - ' of this roadway which runs from Chippendale Avenue to Canada Avenue. The Service Road is currently not a through street. From � Chippendale Avenue this roadway extends to the proposed site then turns south to 151st Street. This portion of the service road is not controlled by the City. From Canada Avenue this ' roadway extends to the proposed site. Both sections of the roadway are two lane parking allowed on both sides. , 2. This review includes a !, site access and impacts of the development on the surrounding city and county streets. Access to the site is available from the fiour fallowing locations which wilf be , discussed in more detail in the following materiaL 1. County State Aid Highway 42 (CSAH 42) 2. Canada Avenue 3. 15'1 st Street ; 4. Chippendale Avenue , The City, with approval from the developer, hired OSM Engineering to complete a traffic anaiysis for the Rosemount Village Square. However, after their analysis was ' comptete the developer contracted an engineer, Benshoof&Associates,to analyze the � traffic on their behalf. I, 1. County State Aid Highwav 42 '� Access from CSAH 42 is proposed to be a direct right in and a teft in to the site. The I Dakota Count Pla in m ' y tt g Co mission had received a prelirninary plat in July of 1993 and recommended that a right in be atlowed to the site, but not a right out due to the probabifity of possible traffic conftiets (U-turns) at Canada Avenue. The plafi commission furthermore recommend that a left in woufd be allowed onfy if the Canada Avenue median would be closed, {Exhibit A) However, recent discussions with the county staff have determined that they may support a left in off of west bound CSAH 42 with City support. This is addressed later on in the agenda this evening. The Dakota County Highway Department predicts that within 20 years the segment of CSAH 42 east of Chippendale will have an ADT of 2&,000 to 30,000, while west of Chippendate the ADT is predicted to be 33,000 to 35,000. 2. Canada Avenue The proposed shopping center is accessibie to Canada Avenue off an easement between McDonaids and Dairy Queen to the east. The recommendations from both OSM and Benshoff due to the proposed traffic increase on Canada include a widening of Canada at CSAH 42 to allow for both teft and right turn lanes. It also includes the removing of parking on the east side of Canada Avenue tit is already prohibited on the west side) which will allow safer traffic flow on Canada Avenue. In addition, tfiere would be a right turn and thru lane at 151 st Street for south bound Canada traffic. Canada Avenue currently has an ADT of 4350, with a projected ADT of 6165 in 1995 (after the shopping center is completed), and 7?10 in 2015. 3. 151 st S�reet West The orientation of the shopping center is such that it backs up to 151 st Street. Retait traffic firom 151 st Street eould utifize an ent�ance at the west end of the shopping center site adjacent to the existing Subway store. There are other accesses to the rear of the buiEding for employee parking and deliveriss. This has been agreed upon by staff and the developer, and has Planning Commission approvaL 15'1 st Strest currently has an ADT of 1480, with a projected ADT of 1930 in 1995, and 2895 in 2015. Both OSM and Benshoof predict very light peak hour traffic on 151 s# Street. {Exhibit B) This is due in part to the orientation of the shopping center on the site. Regardless, there seems ta be an under-utiiizatian of 151 st Street 6oth now and in the future. � 4. Chi�pendale Avenue The Chippendale Avenue access has been the most discusssd and is the most important within the City's jurisdictional boundaries. I have itemized the information on Chippendale into many sub-categariss as follows. The "service road" or driveway into Holiday and the Chippendale Center (Subway, Mr. Movies, Mac`s1'is located 210 f�et south of the south curb af CSAH 42. The 151 st Street opening is approximately 424 feet south ofi CSAH 42. Staff's position is that the 210 foot separation is inadequate for smooth and safe traffic flow. a. History y t � � �. � . � I � As the attached Rosemount Ci Co n il min es exhibi he raffic im ty u c ut t, t t paet onto Chippendale Avenue has been discussed at a number of ineetings since 1979 when the South Rose Park Replat was initially proposed. The initial conclusions of Short Elliot Hendrickson, who completed a feasibility report and traffic analysis at the time, was that a median should be built from CSAM 42 to 151 st Street on Chippendale Avenue which would aHow safe and smoath traffic f{ow in this area. In 1985 at the time the Holiday Station was proposed, the City Council thoughfi' that the median sho�ld be constructed prior to development. Quoting the February 19, 1985 minutes, tparagraph 2 on page 203 Exhibit C). "The Gouncil generatly agreed that premature construction of the median served no benefit but expressed great concern of the political diffieulties of constructing a median after the area is developed. The Council agreed to allow a temporary futl access to proposed parcels A & B (the Holiday Station and Chippendale Strip Center) provided the Carlsons enter inta a development contract with the City." "The contract would be recorded and indicated that the City would construct a median on Chippendals, limiting access to Lot 1, Block 1, (Holiday site�, when, in the opinion of the City, the median is needed. The contract would also specify no ather access points would be permitted to parcels A & B from either Chippendale Avenue or 151 st - Street, and a utility and driveway easemen� be established on Lot 1, Black 1 to serve parcel A from 151 st Street." A month later at the March 19, 1985 meeting further discussion was held on the subject and the Council directed staff to redraft the agreement and allow a median cut for full access at the service road entrance. The initial development contract with Carlson Properties reflects these statements. However, the Holiday Statian and South Rose Park Replat development contracts may nat necessarily reflect the verbiage irr these minutes. However, the Rosemount National Bank was only allowed a right in, right out directly across from the service road in 1986. �Exhibit C) b. Accident History Since 1987, the Rosemount Police Department has recorded 14 accidents that have occurred between CSAH 42 and 151 st Street. However 10 of the accidents have been in the parking lots of either the Holiday Station or ths Chippendale Strip Center. The four accidents that were actually on Chippendale Avenue have either been rear-enders or 90 degree angle accidents #or south bound traffic on Chippendale Avenue trying to turn into the Holiday and Chippendale Center site. c. Traffie Volume Both OSM and Benshoff have predicted approximately the same eak hour P volumes on Chippendale Avenue, the service road, and 151 st Street. This ADT f S _ was 561'4 between CSAH 42 and 151 st Street. OSM further predicted that the ADT'wouid be 8060 in 1995 (after the shopping center is constructedl and 10,075 in 2015 when the area is fully developed. The 10,000 car per day prediction 20 years after the proposed shopping center is buitt is the same prediction which was made in 1979 by Short, Etliot, Hendrickson when this site was first proposed for development. At that time, they determined and recommended that a median be constructed between CSAH 42 and 151 st Street on CMippendale Avenue. d. OSM Engineering Recommendation The traffic engineering department from QSM, after studying and analyzing the traffic impacts of the site, presented both short term and Jong terrn recommendations. The short term or phase 1 recommendations relate to when the shopping eenter is initially constructed and the long term or phase 2 recommendations relate to after the grocery store is expanded and is generally for the year 201_.5 when fulf development occurs of the entire area. The OSM short term recommendations can essentially be summarized in that they recommend a median be constructed on Chippendale Avenue fram CSAH 42 to 151 st Street, which eliminates a left turn onto the service road from south bound ehippendale Avenue and a left turn from the service road to south bound Chippendale Avenue. The Iong term recommendations from OSM are that the City should provide a dual left turn lane for north bound Chippendale Avenue to west bound CSAH 42. e. Pedestrian traffic OSM has recommended that a sidewalk be constructed on 151 st Street. Pedestrians can utitize the trails an CSAH 42 and Chippendale to access the site, along with the proposed 151 st Street sidewalk. In addition, a median on Chippendale would pravide a safe haven for pedestrian crossing of Chippendale Avenue.: Pedestrian traffic wilf increase as the area west of Chippendale develops. f. Conclusions The pro�osed Rosemount Village Square is considered a neighborhaod retail center. In simple terms, this means that the majority of the peopte using the site wil{ be local people and will be familiar with the area. Staff"has worked wifih the developer and has presented many afternatives to the recommended design. W� have concluded that 2 alternative (or hybrids) which are shown an the attached Figures 1 and 2 should be considered. The developers have adaman#ly requested #hat full access be provided at the service road entrance , Y to Chippendale Avenue. One of the atternatives provided egress from the proposed shopping center which woufd pass by both the Holiday Station and the Chippendale Strip Center. However, none of the alternatives have been accepted by the developer. They want to have full access between the Holiday and Rosemount Vil{age Square and fuli access to Chippendale at the service road. The City's major responsibility when constructing or analyzing city streets should be towards safety. The staff, plus two reputable engineering firms have I recommended a median be constructed between CSAH 42 and 151 st Street. In addition, the traffic engineer for the County has concerns about traffie I, backing 'up on south bound Chippendale which could affect the operation of i CSAH 42. (Letter is attached, Exhibit D) In addition, it saves the residents ; future tax dollars in having the developer, which impaets the site the most, pay ' for improvements at the time of that development. Otherwise, if the median ' is not completed at this time, the taxpayers of Rosemount will be the ultimate responsible party to construct Chippendale Avenue into a safe street in the future. We have not discussed the fiability issues with this specific item. If the City has been advised to construct a median in this area many times, and reluetant to because the developer is more concerned about traffic access, not safety, then does it open itself up to future lawsuits resulting from accidents at this intersection? Box 510 Rosemount, 1�IIJ 55068-0510 Dear Bud: As you requested, I reviewed the preliminary traffic analysis for Rosemount Village Square prepared by Benshaof & Associates and the Traffic Impact Study performed by OSM last fall along with the Western Rosemount Transportation Study performed by OSM last summer. The background traffic forecast used in all three reports results in assumed traffic volume increase on CSAH 42 at approximately 1� growth per year. This roadway has actually experienced 5$ annual traffic growth since 1980. In light of continued development activity thraughout Dakota County, _a more realistic traffic growth must be assumed. ' My recommendation is that 20 year background traffic forecasts should assume 3� annual traffic growth for CSAH 42 through Rosemount. Any forecast less than 3� will result in unreasonable low traffic volumes and should not be used in traffic analysis. With regard to the present intersection on Chippendale Ave. between 151st Street and CSAH 42, there certainly is the potential of this intersection interfering with the operation of the signal at CSAH 42 as traffic volumes increase. The Benshoof report analyzes queue lengths from the signal at CSAH 42 and expects the queue to extend through the service raad intersection using the year 2015 traffic forecast. Tom Heiberg, project manaQer stated that it is not the develo er's intent to jeopardize the current Canada Avenue access � , P to County Road 42. Mr. Heiberg also expressed the developer's willingness to work with City staff/consultant for resolution of access issues that will be in the best interest for all concerned. Assistant Planner Pearson advisect that Planning staff is of the opinion that the review process can proceed to a public hearing with the City Council for final approval of the Rosemount Viilage Square PUD and preliminary plat. Resolution of any outstanding off-site access issues can be addressed along with public irnprovements and other issues, including park dedication, in the Planned Unit Development Agreement. The revision separates the semi- truck traffic from ather vetucles, screens the trash compactor and durnpster and enhances the landscaping along 151st Street. The trade-off was the addition of a one-way exit only driveway for the trucks. The City Engineer found the solution to be accepta.ble given the anticipated low volume of truck traffic. The building elevations have been modified in response to the Planning Commission as wel1. The east and south elevations of the grocery anchor are now proposed to maroon colored textured concrete block with horizantal accent bands along the lower half of the elevations. the west and south elevations of the drug store anchor have been similarly treated. The elevations facing the interior of the rear service area remain unchanged. Planning Staff has concluded that the pmposal has been refined to appropriately resolve idantified issues vf building aesthetics, interior site circulation and landscaping. Access to and from the site rernains to be an issue that is still being negodated by the Developer and the City. ACCESS ISSUES 1. Primary access from CSAIi 42. The "right-in° from CSAH 42 providing access for east bound traffi� has been faund acceptable by the City, the County and the Developer. The Developer would also like to have a "left-in" from CSAH 42 for west bound traffic access. The City would be in supgort of the left-in only if it does not trigger the closing of the median crossing at Canada Avenue. The County has indicated that additional access movements directly into the shopping center would be allawed at the expense of the � Canada Avenue intersection. 2. Secondarv access from Chippendale Avenue. The Developer is requesting left-in, right- in and right-out at the west entrance between Mac's Bottle Shop and the Holiday Stare. Closing the left-out movement appears to be aeceptable to the developer. The cunent discussions concern the City's traffic consultant's recommendatiQn to constnict a median in Chippendale Avenue between CSAH 42 and 151st Street. PROCESS Planned Unit Development (PUD} review of the proposal is required because it involves multiple uses, multiple structures and ultimately, multiple lots or parcels. Any one of the above would trigger the Planned Unit Development process. The process is broken down into three major areas: 1. Concept review with the Planning Commission; 2 . Final Development (of the concept) review with the Planning Commission; and, 3 . Finai Development approval by the City Council after a public hearing is conducted. The PUD process allows for variances to ordinance standards to pravide flexibility. The existing or proposed zoning (in this case C-4 General Commercial) is used as a base line for standards. The PUD process can be misused, however. So:netimes the PUD process is thought of as a means to eliminate standards. Commissioner DeBetti�nies took his chair at 5.23 p.m. Staff present inciuded Assistant Ptanner Rick Pearson and City Attorney Mike Nliles. There were no additions or corrections to the a?enda. Assistant Planner Pearson briefly reviewed council action items. Peazson advised that even thou�h the City Council concurred that evidcnce of property hardship existed on the James Atwood variance petition, they tahled action for additionaI site inspection opportunities ar�d aareed to take formaI action at the January 18, 1994 merting. Pearson also advised that city council had appraved a - resolution in support of a grant agplication by IvIVTA for a "hiah speed bus" project. Assistant Planner,Pearson provided an overview of the Carlson Properties, Inc., Commercial Planned Unit Development Concegt. Pearson explained that the Carlson's proposed "Rosemaunt Village Square" shopping center will require a planned unit development (PUD) review because it involves multiple uses, multiple structures and multiple parcels. Pearson further explained that the shopping center wiIl be anchored by two major tenants on either end of the structure connected by small shops in the center. Discussion r�gazding tra�c patterns, minimum parking space requirements, landscaping, and liafiting ensued. Ron Cazlson was allowed to speak and introduced Gary Va�el, the azchitect for the project. Pearson explained that the proposed density meeu the guidelines of the Comprehensive Guide Plan and works out to less than six dwellings per acre. Pearson further explained that the proposed street system provides for e�cient dispersal of traffic with little or no impact on the existin� sueet system to the south. Discussion regardin� the location, size, and maintenance of the mini-park, proposed by the Parks and Recreation Committee, ensued. Commissioners concurred that there was concern about the location and size of the park. Representatives from Wensmann Homes were in attendance and provided answers to Commissioner questionino. Commissioners directed staff to request that the Parks and Recreation Committee review the concept of the proposed mini-park at their next meetin� and provide a recommendation to the Plannin� Commission, acquire the development's association documents to review, and prove that the residential lou on Danville Avenue work without variances.
