The attached past executive sumrnaries from 1993 will give you some background information on the three underground storage tanks tUST's) which are focated directly east of the Public Works Garage and which were installed in 1974. Mr. Kirby Van Note of SEH, Inc. has summarized in his letter options for the City in order to comply with MPCA regulations. Staff recommends that Option #2, "pravide monthly inventory control and annual tank tightness testing" be our guideline until the tanks are replaced which is required at a minimum by 1998. The tanks may need to be replaced sooner if the tank #ightness testing fails. Mr. Van Note's letter has attachments from the PCA Guidelines on UST's. Non-compliance with MPCA regulations could result in the City's loss of eligibility to purchase fuel. The tank testing is estimated to cost $3,240 annuatly. There are two other problems which must be addressed with the fuel tanks The first is that we are required by Wayne Transports, who delivers our fuel, to lower the inlet pipe for the tanks to ground IeveL This is a requirement of their insurance companies due to back injuries. The second problem foreseen is that we do not have a fail safe system of recording usage of our gas and diesel fuel. With a new tank system the City should install a management system which would automatically provide inventory controL Dakota County was contacted by Ron Wasmund to inquire as to sharing fueling facilities. Although they did indicate a willingness to work with us during the time our tanks were replaced, they do not want to share a facility long term. The ultimate solution for the requirements of the EPA and PCA are to replace the tanks. However, last year the Council did not want to make the expenditures at the current public works location. This does require furtMer discussion and budgeting for improvements in the next three years. Staff is requesting the authorization for expenditures to begin the tank tightness testing. Since you will not be replacing the tanks in the near future, the City is required to provide one of three options on the existing tanks until December 22, 1998 in order to comply with current UST regulations 1) Provide monthly monitoring which can include automatic tank gauging, vapar monitoring, interstitial monitoring or groundwater monitoring. or 2) Provide monthly inventory control and annual tank tightness testing. ar 3) Install corrosion protection and spillJoverfill prevention and provide monthly inventory control and tank tightness testing every five years until December 22, 1998. Monthly inventory control will include keeping detailed records of product dispensing to determine if product has been lost during operations. On December 22, 1998, the City will be required to 'provide corrosion protection and spill/overfill prevention for each tank unless option 3 is taken before this date. After December 1998, the City will still need to provide monthly inventory control and perform tank tightness testing every five years. If the tanks still are in service in the year 2008, ten years after the corrosion protection and spill/overfill prevention is installed,monthly monitoring will need to be incorporated. The lowest cost alternative is to perform the tank testing. The cost to perform hydrostatic tank tightness testing on the three tanks will run approximately $3,200 annually. MADlSON,Wl Mr. Bud Osmundson January 3, 1994 Page 2 option available which is low in cost would be monthly monitoring, or for the existing tanks, installation of rnonitoring wells. The cost of the wells would run $4,000 to $5,000. In addition, manthly sampling costs will run approximately $200 to $300. My recommendation wouid be to replace the tanks when necessary rather then try to provide corrosion protection and spill/overfill preventipn on the existing tanks. The process is costly and is not as effective as putting in new tanks. If the existing tanks fail the hydrostatic test in any year before December 22, 1998 or by this date,-replace the tanks. You have indicated the City is already keeping track of inventory, so the monthly inventory control appears to be already in place. The cost to the City of Rosemount to comply with current MPCA requirements will be approximately $3,200 annually as long as the tanks are sound. One thing you should be aware of is that tightness testing is not definitive. A leak could be occurring even though the test is negative for leaks. Small leaks over a 2ong period of time could result in a large clean up for the City of Rosemount in the future. If you decide to continue to operate the existing tanks,our recommendation is that you carefully record and track inventory. Also, MPCA's Petrofund may not be available in the future for clean up of this site. By waiting, the City could be responsible for the entire cost of any past or future leaking of the e�sting tanks. We have enclosed a few MPCA fact sheets which explain the same information included in this letter. Most any tank contractor will perfarm the tank tightness test. These three tanks were installed in 1974. Per the 1990 U. S. Environmental Protection Agency program on UST' s, these 1974 tanks are required to have leak detection devices by December of 1991. F`urthermore, the law requires corrosion protection and spill/overfill prevention mechanisms to be installed on UST' s by December 1998. To retrofit our existing tanks with the necessary devices and protectians to meet the law would be cost prohibitive. �'herefore, in this year' s budget we allocated $30, 000 for the removal of these UST' s and the installation of new tanks and pumps. To best accomplish this and to improve the congestion and traffic flow at the public works area we have prepared the attached three phase plan. We have asked for a guote from Kirby Van Note, P.E. of S.E.H. , who has experience in the UST removal process. His quote of $1, 820 to prepare plans and specifications with assistanee frorn City S�aff is acceptable. In addition, Mr. Van Note has estimated that it will cost an additional $3, 600 for sampling and analysis of the material surrounding the existing tanks during the removal to meet with EPA and MPCA guidelines. We will be budgeting for these improvements in the next three years. We are required by law to complete the UST removal ar�d reinstallation. However, due to the relocation of the pumps and to enhance our working area we are planning these improvements for the public works area. Tonight we are asking for approval to proceed with the UST removal and replacement and will be back to you with plans and specifications and authorization for advertisement for bids at the next meeting, June 15. We are proposing that we bid the projeet on July 9, 1993 and award a contract on July 20, 1993 pending appropriate bid prices. Plans and specifications have been prepared by the firm of Short- Elliott-Hendrickson, specifically by Rirby Van Note, P.E. an environmental engineer with experience in UST removal. We are not asking for approval of any further improvements to the Public Works area at this time. Bids were received frorn companies eertified by E.P.A. to do this ' work. Their bids were opened on July 23, 1993 at 10:00 a.m. Low bid was $71, 908. 00 and high bid was $114, 835.00. The bid tabulation is attached for your review. The 1993 C. I.P. budget includes an item for this tank removal. Based upon earlier verbal quotes we budgeted $30, 000 for this item. There is obviously not enough budgeted. We are required by regulation to do something with our existing tanks. Our discussion on this item will list alternatives for your consideration. The alternatives that we have identified are: 1. Accept the bids and award a contract to the low bidder, Pump and Meter Service. 2 . Accept the bids and award a modified contract to the low bidder, Pump and Meter Senrice delaying portions of the work until next year and budget the difference in the 1994 budget. 3 . Reject all bids, solicit quotes for the removal of our existing tanks and purchase all fuel from the pumps of a vendor such as Dakota County. The pros and cons of each will be discussed.
