ATTACFID�IENTS: CORRESPONDENCE FROM THE HRA APPROVED BY: DATED JUNE 21, 1994 Recently there has been a fair amount of discussion about the planned senior housing project. In particular, the development agreement between the HRA, the port authority, and the city of Rosemount states that a three story building is to be constructed. In response to neighborhood concerns about the compatibility of the structure with single-family homes in the area, the port authority has asked the HRA for cost estimates to construct a two-story facility. The attached memorandum from the HRA provides those cost estimates . In brief the totals are: Additional land purchases $248, 000 Additional construction costs 5200, 000 . Total $448, 000 The source of this money would be from excess tax increment financing probably generated by the CMC Heartland project . I have visited with Diane Nordquist of the HRA about a possible partial two-story. That would save some money and the commissioners may want to discuss that option as well as others with the HRA. In any event, the senior housing project represents a major expenditure and should be carefully considered and studied. If the board members at some point do want to pay additional money for design changes in the building, action to amend the development agreement would be required. The Cooperation Agreement between the HRA, the Port Authority, and City of Rosemount approved on January 14, 1994, calls for the construction of a three story building. Should the City and Port Authority decide on a two story building, the additional cost for construction and land acquisition must be provided through city resources. The attached charts show estimated additional costs for site acquisition and construction. The estimated cost for acquisition, relocation, and demolition is based on assessed market value, maximum relocation benefits, and demolition of three additional single family residential properties. The additional construction cost estimates have been provided by BRW Elness Architects, designers of several Dakota County HRA senior housing developments. Construction costs are based on increased foundation and roof space at about $30 to $40 a square foot, or an overall increase of about $4, 000 to $5, 000 per unit. The HRA has addressed this issue for other senior housing developments. Several senior building have been designed with a combination of two and three stories. The combined two and three stories reduces the overall scale of the building giving it a more residential feel. The increased costs associated with a combination of two and three stories varies according to the overall percent of the building designed with two stories.
