In December, 1991, Council approved the hiring of Cy Smythe from Labor
Relations to develop a new compensation system and evaluation system for
city employees. Based upon Mr. Smythe's proposal, the compensation system
was to be completed within ninety days after the new job values have been
adopted by the City.
We have recently learned the new job values or comparable worth points,
which will result from the Job Evaluation Study being coordinated by the
Metropolitan Area Management Association, will not be available until
November of this year.
Because of this delay in receiving the new job values, I have invited Cy
Smythe to provide to Council a new time schedule and to address how he sees
a new salary system being implemented for the various employee groups of
the City.
