Advertising for Maintenance Level II Position New Business PREPARED BY: Ron Wasmund AGEND��N�p/1 � �� Director of Public Works/ Building Official LlVJ ATTACI�lEN'TS: Job Description APPROVED BY: , With the retirement of George Romo on July 31, 1993 we will be eft with a void in the maintenance department with emphasis in the utility division. George is currently a level II maintenance worker. The level II person works more independently with little direct supervision. This position is expected to be primarily assigned to the utility division, though the successful candidate will also be required to have the ability to aperate equipment. The major areas of accountability will be in Wastewater Collection systems and Water Storage and Distribution Systems. Within the Wastewater system this person will be expected to perform maintenance repair, replacement and cleaning of both sanitary and storm sewer facilities and equipment. This would include lift stations, sewer pipes, manhole structures and inlet outlet structures. Within the Water system this person would be expected to maintain, repair, replace aIl elements of the storage and distribution system. This would include well houses, pumps, watermains, hydrants, valves watermeters, etc. In both categories the person would be required to perform repairs af broken lines, street washouts or cave-ins or aacident damaged components. Equipment they would need ta be capable of running includes rodders, jetters, generators, chemical mixers and injectors, tractors, laaders, and trucks . In addition to the minimum requirements of a high school diploma or GED the successful candidate must have two years experience with equipment operation for a municipality and either a vocational certificate in water and sewer operation or a combination of education and experience in utility operations totaling three years . A class C Water Operators license and class SC Sewer license will be required so that the person will be qualified to take their turn as a department s�andby person on 24 hour call . This person may be required to provide on-the-job direction to seasonal or temporary employees in certain job related situations. This position is not an entry level position. It replaces an experienced person who performed man�r duties independently. We are looking for another experienced person who with little orientation can work as independently as we need that person to perform. COIINCIL ACTION: CITY OF ROSEMOUNT POSITION RESPONSIBILITY WRITE-UP Position Title MAINTENANCE LEVEL II Department PUBLIC WORKS Accountable To Public Works Director , Primary Objective of Position To provide manual labor and operate and maintain department equipment as required to provide time].y and efficient general maintenance services to the entire City operation. Ma�or Areas of Accountability 1. Streets Constructs and performs maintenance services on City street and alley right-of-way through the operation of single axle dump trucks, snowplows, tractors, etc. , or by manual labor. Constructs and performs maintenance services on City sidewalks/trails. Builds and repairs sidewalks/trails. Builds and repairs wheelchair ramps. Removes snow by manual labor or by machine. Performs various types of maintenance associated with parking lots. Builds new lots. Repairs and maintains all City lots. Measure, lay out, and paint parking stalls. Performs various maintenance associated with street cleaning. Sweep all City streets and parking lots by ma.nual-labor or machine. Cleans catch basins by manual labor or machine. Service and maintain street sweeper. Performs various maintenance associated with traffic signs and ma.rkings. Paint parking spaces, street markin.gs, curbs, handicap parking, etc. , Paint, repair, replace and install signs. Operate various types of paint sprayers. Maintains radio communications with Public Works and other departments when other commu.nication services are not available. Performs carpentry and maintenance activities to keep all City : buildings and facilities in sound operating condition. 2 . Parks Performs various maintenance tasks associated with parks such as: Install, drain, blow out and repair broken water/irrigation lines. Mow all City parks and all City owned property. Build and canstruct new parks, facilities and equipment. Repair picnic tables, grills, playground equipment, etc. Operate portable generator. Performs maintenance services associated with tree and turf maintenance. Obtain/maintain required license. Operate various strayers and chain saws . Purchase, mix, and apply chemicals. Cut down and remove trees, plant trees, fill in holes and plant seed. Repair and maintain sprayers and chain saws_ Performs maintenance tasks associated with skating rinks . Build rinks, flood rinks and remove snow. Repair and maintain warming houses . 3 . Equipment Performs various preventative and corrective major maintenance services on City equipment and vehicles to insure safe and proper operation. Does necessary welding to repair and maintain equipmen.t. 2 I Does necessary mechanical work to repair and maintain equipment. Operates various mechanic shop power equipment and hand�ools sueh as grinders, drills, drill press, saw, mechanic instruments and tools, welder, torch, etc. 4. Wastewater Collection System , Performs maintenance repair, repTacement and clean:ing of sanitary and storm sewer facilities and equipment. Repair and maintain lift stations. Repair and maintain sewer lines, clean catch basins, repair washouts, cave-ins, manholes, etc. Ope�ate and maintain sewer maintenance and cleaning equipment such as rodders, jetters, steamers, stand-by generator, etc. 5 . Water Storage and Distribution Svstem Performs maintenance, repair, replacement and cleaning of water storage and distribution systems. Repair and maintain well hauses, watermains, hydrants, gatevalves, curb stops, water meters, etc. Operate supez-visory control system. Obtain water samples for testing from wells and various locations as necessary. Monitor fluaride, chlorine, and other chemical additive levels to insure proper and safe applications rates. 6 . Special Projects/Duties May help with other maintenance tasks in other City departments, as assigned, particularly in emergency situations or to balance seasonal ' workloads and schedules. Performs other duties and responsibilities as assigned. Takes turn as department standby person on 24 hour call . Example of Performance Criteria Demanstrated ability to operate and maintain the various pieces of equipment and provide the necessary City maintenance services in a timely and efficient manner. Demonstrated ability to operate and maintain assigned equipment. Holds necessary certification for requzred licenses. Follows established safety procedures to avoid personal injury and property loss. Responds willingly to emergency duty and varied work assignments. 7. Responsibility for Work of Others None regularly assigned. Desirable Oualifications Two (2) years experience with equiprnent operation for a municipality. Vocational certificate in water and s�wer operations. Two (2) years utility experience for a municipality. Combination of education and experience totaling three (3) years. Class C Water Operators License. Class SC Sewer License. 9 . Minimum Reguirements High School Graduate or G.E.D. Equivalent. Ability to perform strenuous manual labor. Ability to understand and follow written and oral instructions. Ability to establish and ma.intain effective working relationships with employees, staff inembers, and the general public. CDL-B Minnesota drivers license.
