8. SHANNON HILLS FIFTH ADDITION FINAL PI.AT
Steve Fitermann, President of Graund Development Corporation and dev;loper of the Shannon
Hills Planneci Unit Development, has reqnested final plat approval for the fifth phase of the
development (41 single family lots). This phase encompasses 16.$ acres, situated east of
Shannon Parkway at approximately 141st Street West. The property was zvned R-1 Single
Family Residentiai in 1989.
Enclosetl with this review is a copy of the final plat. The plat appears to be cansistent with
the PUD Agreement and preliminary plat approved in i989 and as amended in 1990 and 1992.
The PUD requires that all iots rneet th minimum iot width of 75 feet on interior lots and 90
feet an corner Iots. On the finl plat submitted to the City one lot, Lot 11 - Block 3, was
below this PLJD standard. Pioeer Engineering, cansultant for the developer, has indicated
that adjustments are being made to make tliis tct corforrning,to the PUD standard. Most of
the lots in this addition meet ar exceed the current ordinance lat width dimensiorr in size
standards.
Mr. Fitermann has petitioned the City to instali public improvements for this phase. The City
Council received the petitin and ardered a fea.sibility study at their February l6, 1993
Reguiar City auneii Nieeting. OSM Engineering is compieting that feasibility study and will
have preliminary cost figures availabl priar to the Planning Cammission ivleeting. The
develaper intends grade the site for this phase and the final phase prior to insta.11ation of the

developer to have his landscape contractor meet staff on the site to review conformance with
the plan.
The applicant is required topay cash in fieu of park land dedicatian totalling $21,320 for this

REs Grading -- Shannon Hills Sth & 6th Addition
P.E. 3ob 93061
- Dear Mr. Oscrnandson: -
:
Pursuant to our meeting an May 12th, we have reviewed a number of items as
requested by the engineeringjplanning staff. These items pertain to the `
fllowing areas of concern:
- The loeaticn and identification of the existinq oak trees at the
Northeast corner of fihe }arcel.
- The lowst floor leuations for the existing hames in Country Hills
3rd Addition.
- The si2e of panding for the stornn water runaff into Fond BIR 149 atd
the proposed outlet for pumping.
The existing oak trees have been located and identified as shown on the
grading plan. TYie location of these trees are excTusively on Lots 4 & 5,
Block 1 of the future Shannon Hills bth Aedditian. In orcer to protect
these existing trees, we have revised the praposed lot lines/building pads
af Lots 2, 3, 4, & 5, Block 1. The proposed dimension at the thirty foot
(30") setback is a minimn of seventy-fiue feet (75') fQr Lots 2, 3, & 4,
Black l. Therefare, this would result in Lot 5, Blk 1, having a width of
approxircrtel.y cme hundred and fourteen feet {114') across the front and
will lae 3.eft as a custvm graded lot. Also, note that tree protectian .
tering and an installtion detail is shown on the qrading plan.
The lowest floor elevations for the existing homes in Country Hills 3rd
Addtion have been fild verified and are shown on the grading plan.
Th paclding siZe and proposed outiet far Pond BIR 149 was previously
designed by Brian Bourassa with p,S.M, to be a cambination of additionai
excava:ion and a stom sewer structure with pumping capacity. Since 'oar
meeting, i have had verbal camnunication with yew requesting that the
ponding area -a Pond BIR 149 should have a volume of storage equal to 13.0
Acre-Feet. The gradinq plan reflects these requests and indicates that the
High Water Lvel (HWL} for a volnme of 13.(3 Acre-'eet of storage will
result in an elevation of 955.5, The outlet sructure arcl 'loeatian will
have to be determined by O.S.M. when ey prepare heir final design.
