Shannon Pond is an 89 lot residential PUD tha� received approvals far preliminary plat, PITfl, and rezoning to R-1 Single Family Residential on April 20, i993. The Planning Commission reviewed the final plat on May 25, 1993 and motioned to recommend apprQval with five canditions. The first phase of the PUD, containing 42 sing�le family lots, will not be adjacent to any completed West Ridge Additions. Shanrian Pond Phase One will have one access tQ Shannon Parkway and will general�ly be located south o� Jaycee Park. Only two af the lots fall short of ordinance standarcls. Lat 5, Block ' 5 and Lot 1, Bl,ock 4 both seale 73 �eet wide at the building setback line. Both iots exceed other applicable standards and the develcaper has committed �o house designs that will compiy wi�h all c��dinance standards. Public improvements for this phase will be installed by the developer. Park Dedicatian wi11 be in the form of $21, 89a .40 ca�h contributivn and sidewalkftrail construction per recommendation of the Pa�k. and Recreation Cammittee. On April 20, 1993, the City Council approved the Preliminary Plat, Flanned LTnit Development and Rezoning for the overall 89 Iat development. FINAL PLAT Phase I of the PLTD containiz�g almost half of the praposed lots will not be cantigu�us with any adjacent subdivisions. Generally, future phases of Shannon P�nd PUD abut or will be across Danville and Danbury Avenues from future phases c�f tlie West Ridge PUD d�tr'elc�ged by • Rosemount Development, Inc. ACCESS ANI� STREETS Entry into the piat will occur at Shannon Parkway via 156th Street West south of 7aycee Park, Two north-south streets will be canstructed and will tenninate at a faurth street generally parallel and south of 156th Street West. Ttie streets have been renamed itt coz�formanee with the County street designation systern. There will be no connections to Danbury or Danville avenues until future phases are de�velaped. LOTS 44 out of the 42 lots meet or exceed minimum I4t standazds as specified in the Zoning Ordanance. The two exceptions are lot 5, block 5 and lot l, block 4 4n either side of the outlot that ovill pravide drainage to the pond area and a possible �ark trail. I:.ot 5, blc�ck 5 exceeds lot area standards by 2,294 sq, ft. and lot l, block 4 exceeds azea standards by 173 sq. ft. The outlot between the two lots is twenty feet wide. Given the standard ten fiac�t side yazd setback for housss, they will be separated by forty feet. The developer will be prepared to demonstrate specific hause designs that will conform ta the setbacks. DEVELOPMENT ISSUES The first phase will be a private project with developer installed irnpravements. The developer°s agreement will be structured similar to the Country Hills developer's agreements which was atso a private project. The City Engineer has reviewed the gradang plaic�..and found iden�if'ied areas that vwill require modification. Primarily, street grades are too level and the grading extends beyond property owned by the developer. Easements for the grading must be acquired vr the plan mod�ed to match existing grades at the property baundaries. Erosion control management pracfices will be incorporated into the agreement as the grading for the entire PUD will be accomplished with the first phase. PARK DEDICATION AND SIDEWALKS The required park dedication will be $21,840 for the first phase. This amount is based ugon the formula four percent of the land {or it's cash equivalent) times the number of dweiling units times the current value of land per acre estabiished by resoiutian. In addition, sidewalks will be installed on the southerly bou�evard of Crocus Way, the northerly boulevard af 156th Street West and th� westerly baule�ard of Crocus Av�nue. The Grocus Avenue sidewalk will align with a bituminous bike path to be constructed on the outivt cannecting to the pand area. OTHER ISSUES A lot sglit was approveci in February, 1993 for the fust phase of the develc�prrieiat, aince that time, the first phase has shifted east onto property optioned but not owned by the developer. Another lot split/combination must be accomplished so that the land can be recvrded by the developer and platted.
