Minutes of the March 15, 2017, Work Session ProceedingsROSEMOUNT CITY COUNCIL WORK SESSION PROCEEDINGS MARCH 15, 2017 CALL TO ORDER Pursuant to due call and notice thereof a work session meeting of the Rosemount City Council was held on Wednesday, March 15, 2017, at 6:30 p.m. in the Council Chambers at City Hall, 2875 145th Street West, Rosemount. Mayor Droste called the meeting to order with Council Members DeBettignies, Freske, Weisensel and Nelson attending. Also attending were RAHA staff and Farmington Rosemount Independent Town Pages Journalist. Staff present included the following; o City Administrator Martin o Public Works Secretary Fasbender o Parks & Recreation Director Schultz DISCUSSION 2.a. Naming of the City Park in the Greystone Development The Parks and Recreation Commission recently discussed moving forward with officially naming the public park in the Greystone Development. The homeowners association has had a meeting and has been asked by residents on what the plans were for the park. Staff is recommending naming the park after the development Council agrees it makes sense to move forward and name the park Greystone Park. 2.b. Indoor Ice Opportunity Rosemount Parks and Recreation Department staff was recently contacted by staff from the City of Inver Grove Heights about an opportunity for RAHA to secure additional ice at Veterans Memorial Community Center (VMCC). Both rinks at VMCC are in need of major floor repairs. The east rink’s two repairs will take place this summer and the repairs for the west are expected to be required in the next year or two. Inver Grove Heights is aware of RAHA’s need for ice along with also knowing Rosemount’s referendum did not pass this past year. RAHA currently uses 240 hours of ice at VMCC. Inver Grove Heights would be willing to offer the hockey association a total of 525 hours if Rosemount would be a funding source to repair the west rink. If they do not get the funding to repair the ice, Inver Grove has considered closing off the ice and making it turf. The total cost to repair the west rink is approximately $935,000. Director Schultz has been in connection with Inver Grove discussing the potential of the deal and then will bring it to the city council. RAHA believes this opportunity would be a good thing going into the future. Schultz stated it gives us time to evaluate and see if the number of RAHA members continues to increase and evaluate the need for ice going forward. Currently 70% of the kids in RAHA are from Rosemount and of all the ice that RAHA uses, Rosemount provides 45% of the ice. The other ice is used by The Pond, Inver Grove, etc. As of today RAHA is anticipating three additional teams already for next year. 6.a. ROSEMOUNT CITY COUNCIL WORK SESSION PROCEEDINGS MARCH 15, 2017 Council discussed the amount of ice that is needed for the upcoming years along with the retention rate of these teams to see if how many of those practices have the ability to triple or double up on the ice. Schultz is proposing to get more information on the amount of ice hours needed, amount of solo ice needed for teams, etc. RAHA members will also get more information and bring it back to the council to give them a better understanding of the value of this proposal. Martin presented the four different options that Inver Grove is proposing and discussed the potential benefits. Schultz reiterated the deal needs to reflect what our ice use will be. Mayor Droste raised a concern with investing our tax money in another city. He is requesting we check with legal to make sure there is not a conflict of interest if we were to move forward. Freske and Nelson suggested the possibility of RAHA hosting more tournaments to bring revenue to the city and RAHA stated at this time it is challenging due to ice availability. Martin is requesting formal support from RAHA that the City is going down the right path with our options. If so, then council will continue to move forward with the negotiations with Inver Grove. Schultz will also connect with the school district to get the forecast on what the growth looks like for hockey to ensure this is not just a short term fix. If this moves forward the goal would be to have the ice available for RAHA in fall 2017. 2.c. Steeple Center Lighting Project The Parks and Recreation Department recently put the Steeple Center Lighting Project out to bid for a second time. For this bid, it was broken into three different parts. The base bid was to light up the Steeple. Bid alternate one was to add lighting to the front of the building and bid alternate two was to add lighting to the front windows from inside of the building. Only one bid for the project was received from Laketown Electric at a combined total of $137,500. Director Schultz presented the lighting options and described in detail what each option would provide and the differences between them. Schultz is requesting direction from Council on how to proceed with this project and if so which option makes the most sense. Overall, the project would replace the existing lighting and the overall goal is to enhance the building itself with LED lighting. The council also needs to take into consideration there is also currently a bid out to do restoration on the building, which needs to be done immediately. The City Council is proposing that staff move the project forward by receiving the bid and awarding the base bid and bid alternate #2. The council agrees the entire project as a whole is a big investment. ROSEMOUNT CITY COUNCIL WORK SESSION PROCEEDINGS MARCH 15, 2017 UPDATES 3.a. Updates from Council and Staff Council discussed the Leprechaun Day’s parade route as Council member Freske is part of the committee. Council member Freske mentioned there is a Rosemount High School 100th year anniversary meeting tonight. Council member Weisensel discussed his meeting with Senator Klobuchar. Council member Weisensel and Mayor Droste discussed their experience after attending the National League Conference. Council member Weisensel informed council of the early registration for the upcoming Charlotte Summit and NLC Conference in San Diego. Council member DeBettignies will be on vacation in September for two weeks. Council member DeBettignies, Nelson and Mayor Droste will each be meeting with SKB separately as SKB would like to discuss their recent application submitted to the city. Council member Nelson would like clarity on the dates of closure for the 42/52 road construction. Martin will provide this information in his weekly update. Council member Nelson made a comment about 145th Street being very bumpy. Mayor Droste discussed his recent meeting with Senator Clausen regarding homelessness and poverty in Dakota County. Mayor Droste briefed the council about his upcoming meeting with the school district on Monday, March 20. Mayor Droste reminded the council of the LMC conference in the middle of June in Rochester.
