ATTACHMENTS: Recommendation Letter and Exterior Maintenance Study APPROVED BY: LJM RECOMMENDED ACTION: Motion to receive the bids for the Steeple Center Restoration project and award the contract to the low bidder, Versacon Inc., in the amount of $290,000. ISSUE In 2014, the City conducted an exterior maintenance study of the Steeple Center building (former church). The goal of the study (attached) was to review the exterior envelope of the Steeple Center facility looking at exterior walls, windows, roof, trim and other exterior building elements. The review included looking at areas where materials or finishes are missing, worn, broken, peeling or otherwise in need of repair. The City recently encumbered funds in the amount of $265,000 that had been in the CIP Budget to fund the project. The project was recently publicly bid. There were a total of five prime bidders on the project list. Bids were received for the project on Tuesday, March 21, 2017, and were opened and read aloud. A total of three bids were received. The bids were checked for mathematical accuracy and tabulated. The low bid was submitted by Versacon Inc. in the amount $290,000. SUMMARY Staff is recommending the City Council accept the bids and award a contract to the low bidder Versacon for the Steeple Center Restoration Project for the amount of $290,000. Bid Process The pre-bid process went smoothly and there was multiple general contractor as well as subcontractor interest in this project. There was a pre-bid conference to review the project with the bidders and multiple questions from bidders during the bidding process. Bid Results The bids for the Steeple Center Maintenance Project were received on March 21, 2017, based on the plans and specifications developed by CNH Architects. The bids were opened and read aloud to all in attendance. There were three bids submitted by general contractors as shown in the table below. General Contractor Base Bid Versacon, Inc. $290,000 Derau Construction $309,200 Minnesota Construction $348,000 As noted above, the bids were within a standard distribution with the apparent low bidder, Versacon, Inc., being 6% below the next bid. The low bid is within 7.5% of the preliminary cost estimate, reasonably close for a project of this small size and variety of repairs. Apparent Low Bidder CNH Architects has interviewed Versacon, Inc. to discuss their comfort level with their bids and ask some general qualification questions. They noted that they had a good understanding of the project and was very comfortable with the bid they submitted. Versacon, Inc. was founded in 2008 and is located in Brooklyn Park, MN. They have a broad experience in construction of commercial as well as public buildings. CNH regularly receives bids from them on other public projects we have designed, however we have not directly worked with them in the past. We have interviewed the low bidder and found them to be responsible and responsive to the documents. Consequently, CNH Architects recommends awarding the contract for the Steeple Center Exterior Maintenance Project to the low bidder, Versacon, Inc. Respectfully Submitted, Quinn S.
