APPROVED BY: FINNEY The Dual Track Airport Planning Process is entering a new phase with the initiation of a Comprehensive Plan for a new regional airport located southwest of the City of Hastings. An EAW has been prepared for this stage of the process. At the same time, planning activities are underway that explore the other option of expanding the existing airport. Copies of the EAW (Environmental Assessment Worksheet) are on file in the Administration and Planning Departments which you may check out for review. RECOi+�IENDED ACTION: No action is requested. Finney, Deputy Executive Director - Planning and Environment DATE: April 22, 1994 RE: Alternative Environmental Document (AED) Scoping New Airport Comprehensive Plan Dual Track Airport Planning Process The MAC is initiating work on a Comprehensive Plan for a possible new replacement airport in Dakota County. The new airport would be located within Site 3, southwest of Hastings, which was selected by the Commission in January, 1994. An Alternative Environmental Docusnent (AED) for the comprehensive plan alternatives will be prepared. The New Airport Comprehensive Plan is one element of the Dual Track Airport Planning Process mandated by the Minnesota Legislature, and is being conducted under the Alternative Environmental Review Process approved by the Minnesota Environmental Quality Board in March, 1992, and in general conformance with Federal Aviation Administration requirements. The initial step in development of the AED is scoping. The scoping process is intended to determine the alternatives, issues and impacts that must be evaluated in the AED and the extent to which they must be evaluated. The Scoping Environmental Assessment Worksheet (EAV� and Draft Scoping Decision Document are designed to begin this discussion. A public scoping meeting will be held on Thursday, May 12, 1994, at 7:00 pm at the Hastings Middle School, 9th Street and Vermillion Street (Highway 61), Hastings, Minnesota. A brief overview of the AED Scoping will be presented and public comments on the scoping process will be received. All comments on the enclosed Scoping Environmental Assessment Worksheet(EAW) and Draft Scoping Decision Document must be received by May 25, 1994.
