As we discussed at our goal setting session on Saturday, July 9th,
we need to proceed with the development of the downtown plan. This
was the number one goal resulting from our session.
The first step in this process is to reconvene the Downtown Scoping
Committee to review the scoping plan as a subcommittee to the
Planning Commission. Part of the review process will be to also
review and incorporate comments from the other two studies that
have been done.
The second step will be to explore the financing options available.
To accomplish this we will contact our financial consultants,
Springsted. Part of the consideration will be to ask the Minnesota
legislature in their 1995 session to extend the life of our Tax
Increment District for a period of time yet to be determined. �
Once our plan is in place and finance options identified a
marketing plan will then be created.
To start the process council must make a motion stating their
desire to reconvene the scoping committee. This review process to
be undertaken by them is intended to be a review and presentation
to the various commissions of the previous plan. Modifications and
changes will be made as necessar� as a result of comments from the
commissions .

Recommended Action: Motion to begin the formalization of a
downtown development plan through review of t�e—s-e�ai��--plan with
the council and all commissions by the scoping committee and
exploration of financing alternatives .
