This project includes the construction of turn lanes on CSAH 42 at Chippendale and Canada Avenues plus a turn lane on Canada Avenue onto CSAH 42. The total estimated project cost is approximately 5119,600. The City is responsibte for approximately 565,800 and the remaining 553,800 is Dakota County's responsibility. Approximately .2 acres of right-of-way acquisition will be required as part of this project. Staff is recommending that the City of Rosemount cost be assessed to the area as shown on the attached map. The assessment rate based on preliminary cost estimates is approximately 2� per square foot or $871 .00 per acre for the improvements. The purpose of the public hearing is to provide an opportunity for public input for the project. If the project is to be completed in 1994 the proposed funding mechanism is the only one that the City has at this time. If the Council is not comfortable in assessing these costs and would like to pay for the project through the Capital Improvements Program, the project would have to be delayed until 1995 and Council would have to approve the amount in the Capital Improvement and General Levy Budget. Staff recommends approval of the project and could return in late August or early September with plans and specifications and proceed through the bid process at that pant. One barrier which may be overcome is the acquisition of the right-of-way or easement which could delay the project. Staff wiN provide an overview of the project and then open it up to any questions from the Council or the audience. Staff recommends adoption of the resolution as stated. CQUNCIL ACTION: 4 e CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 1994 - A RESOLUTION FOR THE APPROVAL AND ORDERING THE PREPARATION OF PLQNS AND SPECIFICATIONS FOR: CSAH 42 AND CANADA AVENUE TURN LANE IMPROVEMENTS CITY PROJECT #258 WHEREAS, the City Council ofi the City of Rosemount ordered a feasibility report for CSAH 42 and Canada Avenue Turn Lane improvements, City Project #258; and WHEREAS, the City Council has received and accepted the Feasibility Report on July 5, 1994 for City Project #258; and WHEREAS, the City Council ordered and hetd a public hearing on July 19, 1994 to receive input of this project. NOW THEREFORE BE IT RESOLVED, that the City Council of the City of Rosemount hereby orders the improvements of CSAH 42 and Canada Avenue Turn Lane Improvements, City Project #258. � BE IT FURTHER RESOLVED, that the City Council of the City of Rosemount orders the preparation of plans and specifications for said improvements. Walsh, City Clerk Motion by Seconded by Voted in favor Voted against a . � E�CUTIVE SII�VIMARy City Project Na 258 provides for the construction of right turn lanes on County Staxe Aid Highway No. 42 (CSAH 42) at Chippendale and Canada Avenues, and on Ca.nada Avenue at CSAH 42 and a traffic signal revision at the intersection of CSAH 42 and Chippendale Avenue. The proposed improvement recommendatians were made based on the traffic analysis completed in the Traffic Impact Study for Rosemount Market Square Retail Center a.nd on discussions with state, county and local representatives. The project is feasible from an en�ineering standpoin� This Feasibility Report proposes the construction of approximately 1504 feet of turn lane construction, roadwav signage and striping and a traffic sianal revision. The total estimated project cost is $1I9,600, of which $65,800 is the City of Rosemount's portion and $53,800 is Dakota County's portion. Approximately 0.20 acres of right-of-way acquisition will be required as part of this project. The fundin' for this project will come from assessments to the benefitting properties and from Dakota Countv. The project construction can be initiated in September, 1994 and completed in November, 1994 provided that the required easements can be obtained.
