The Parks and Recreation Committee and the Community Center Commission have pondered the possibility
of inerging since the restructuring of deparkments earlier this summer. After careful consideration, the
Community Center Commission passed a motion to combine the Community Center Commission with the
Parks and Recreation Committee. The Parks and Recreation Committee has recentiy passed a similar
motion recommending this merger and to form a seven member committee.
I am recommending that City Council approve a merger of the Community Center Commission and Parks
and Recreation Committee, effective January l, 1994. Because we are operating under one department,
one advisory committee is appropriate. After researching other cities which operate community centers, we
have determined they all operate under one parks and recreation department, with advisory committees
holding seven members, and meeting one or two times per month.
I am recommending that City Council consider a seven member advisory committee, entitled "Parks and
Recreation Committee". Because this committee would act as an advisory committee to the City Council, it
is your privilege to determine your selection of inembers. The execution of a merger would offer an
excellent opportunity to review committee bylaws.
Because of the high activity around development in Rosemount, I am recommending this advisory
committee to meet twice per month. Meeting two times each month will enable the Parks and Recreation
Committee to act swiftly on development issues thus speeding up the process for de�elopers. I also
propose to conduct the Carrolls Woods Sub-Committee immediately before one meeting, and the Erickson
Communiry Square Sub-Committee immediately before the second meeting. These subcommittees have
agreed to this idea.
RECOMMENDED ACTION: Motion to recommend the merger of the existing Parks and Recreation
Committee with the Communiry Center Commission, forming a seven member advisory committee
entitled "Parks and Recreation Committee", to be effective 7anuary l, 1994, and selection of such
members be determined by Ciry Council at a later date.

This comparison includes cities with all major and/or newly constructed community centers. In a11 the above cases, theparks &
recreation department operates the community center and the park& recreation advisory committee is a sounding board for
community center policies,parks dedication and development, and a11 recreation programs. There are no other sub-committees
with the exception of a few short term sub-committees which are project related.
