145th Street West, and deposited in the United States Post Office, Rosemount, Minnesota.,
a copy of the attached notice of a Public Hearing for consideration of a rezoning of Outlot
A, Carrousel Plaza South from R-3 Multiple Family Residential to BP Business Park,

TO WHOM IT MAY CONCERN:
NOTICE IS HEREBY GIVEN, the City Council of the City of Rosemount will hold a public
hearing on Tuesday, October I8, 1994 in the Council Chambers of the City Hall, 2875
145th Street West, begiruung at 8:00 p.m. or as soon thereafter as possible. The public
hearing listed below pertains to the property generally located south of 15Ist Street West,
southeast along Carrousel Way, and east of Chippendale Avenue. The proposed area for the
rezoning is legally described as follows:
- Outlot A - Carrousel Plaza South -
The purpose of this hearing is to consider a rezoning from R-3 Multiple Faznily Residential to
BP Business Park of the above described property. The proposed zoning distxict is consistent
with the Comprehensive Guide Plan Land Use Designation.
Persons wishing to speak on this issue are invited to attend and be heard at this meeting on
TuesdaX, October 18, 1994 at 8:00 p.m. Fornnal written comm.ents will also be accepted

Mr. Ron Carlson has requested a rezoning of the outlot situated
south and west of the new GTI Theater to BP-2 Business Park. The
outlot is currently zoned R-3 Multiple Family Residential.
On September 27, 1994 the Planning Commission discussed the
rezoning request at length, then motioned to recommend BP=3
business Park.
The Commission revisited discussions from the Zoning Text Amendment
going back to early 1994 . The outlot is a transition from general
commercial uses (the movie theater) to single family residential
(0'Leary' s Hills) . BP-2 has too ma.ny commercial uses which were
viewed as incompatible. BP-3 on the other hand is set up as a
transition between commercial and residential uses. Offices,
schools, and planned industrial uses characterize BP-3 . Any
Business Park Overlay District would be in conformance with the
Comprehensive Guide Plan.
Recommeaded Action: A MOTION to adopt ORDINANCE B-48 AN
ORDINANCE AMENDING ORDINANCE B CITY OF ROSEMOUNT ZONING ORDINANCE
which provides for the rezoning of Outlot A, Carrousel Plaza
South from R-3 Multiple Family Residential to BP-3 Business Park.

adult supervisor on the premises during all hours of operation.
b. No arcade shall be operated within five hundred feet (500') of
a schooi, church or residence.
C. Uses Permitted by PUD: Commercial developments involving
multiple parcels, structures or uses shail be required to use the PUD

6.14: BP BUSINESS PARK DISTRICT:
A. Purpose and intent: This District is intended to accommodate new,
modern, high performances, limited industrial uses and accessory
retail and service uses which are planned as a unit and inslude an
internal circulation system. This District is located within the
Metropolitan Urban Service Area (MUSA) and is intended to be
served by the public utility systems. Overlay zones with locational
criteria will also allow entertainment and service-oriented-commercial
uses, office/showroom and other uses with high performance ,:
standards that will provide a transition to residential uses. Uses shalt
be conducted completely within structures except as provided for
herein.
BP-1 This Zone permits planned industrial, accessory commercial,
and office uses. This Zone is adjacent to General Industrial
uses, raitroad rights of way, or significantly separated from
major or minor arterial stree#s. Outdoor storage is allowed if
completeiy screened from rights of way, public, or residential
uses.
BP-2 This Zone permits destination, entertainment or service
related commercial, office or planned industrial uses,
including all uses allowed in the BP-1 Overlay Zone. The
Zone is adjacent to General Commercial uses or has .
proximity to major or minor arterial streets. No outdoor
storage is aliowed.
BP-3 This Zone permits office and planned industrial uses. This
Zone is a transition 'area adjacent to residential uses, or

THE CITY COUNCIL OF THE CITY OF ROSEMOUNT, MINNESOTA ORDAINS AS FOLLOWS:
: Section 1. Ordinance No. B, adopted September 19, 1989, entitled City of Rosemount
Zoning Ordinance is hereby amended to rezone from R 3 Multiple Family Residential to BP
Business Park the £ollowing described property located wit,tun the City of Rosemount, Minnesota.
to-wit:
OUTLOT A, CARROUSEL,PLAZA SOUTH
Section 2. The Zoning Map of the City of Rosemount, referred to and described in said
Ordinance No. B as that certain map entided Zoning Map of the City of Rosemount shall not be
republished to show the aforesaid rezoning, but the Clerk shall appropriately mark the said zoning
map on file in the Clerk's office for the purpose of indicating the rezoning hereinabove provided
for in this Ordinance and all of the notation references and other information shown thereon are
hereby incorporated by reference and made a part of this Orclinance.
Section 3. This ordinance shall be effective immediately upon its passage and publication
according to law.
