� This item is to receive the feasibility report and set the public hearing for City Project
#251, 5hannon Hills 6th Addition Street & Utility Improvements.
This project includes the construction of sanitary sewer, watermain, storm drain, streets
and sidewalks.
7he majority of funding for the project will be from assessments to the Developer, Ground
Development. There are storm water lift station costs to be paid for from the Storm
Water Utility Fund.
Brian Bourassa� P.E., of OSM Engineering will provide an overview of the project. Brian
and Staff will be available to answer any questions.
Staff reeommends Council receive the feasibility r�port and set the Public Hearing for
March �, 1994 to consider the project.
' Although residents in the adjacent Country Hills 3rd Addition on Capper Court are not
going to be assessed, and therefore nat required to be notified of the Public Hearing, they
will be invited ta the Public Hearing so that they are aware of the proposed construction
and storm drainage plans.

A RESOLUTION RECEIVING THE FEASIBILITY REPORT /SET PUBLIC HEARING
SHANNON HILLS 6TH ADDITION STREET UTILITY IMPROVEMENTS
CITY PROJECT #251
WHEREAS, the City Council deemed it necessary and expedient that the City of
Rosemount, Minnesota, construct certain improvements, to -wit: City Project #251,
Shannon Hills 6th Addition Street Utility Improvements, in the City as described in and
in accordance with the feasibility report prepared by Orr Schelen Mayeron Associates,
Inc., Consulting Engineers; and
WHEREAS, the City Council has been advised by the Consulting Engineers that said utility
and street improvements, City Project #251 is feasible, and should best be made as
proposed, and the Consulting Engineers' report to this effect has heretofore been received
by Council, and filed with the City Clerk on February 1, 1994; and
WHEREAS, the statute provided that no such improvements shall be made until the
Council has held a public hearing on such improvements following mailed notice and two
publications thereof in the official newspaper stating time and place of the hearing, the
general nature of the improvement, the estimated costs thereof, and the area proposed to
be assessed, in accordance with the law.
NOW THEREFORE BE IT RESOLVED, the City Council of the City of Rosemount accepts
the feasibility report for City Project #251 and places it on file.
NOW THEREFORE BE IT FURTHER RESOLVED, by the City Council of the City of
Rosemount that the public hearing be scheduled to consider City Project #251, Shannon
Hills 6th Addition Street Utility Improvements to be held on Wednesday, March 2,
1994 at 8:00 o'clock p.m. or as soon thereafter as possible, in the Council Chambers of
City Hall.

Project #251 - Shannon Hills 6th Addition Street & Utility Improvements
The nature of improvements shall include the construction of curb and gutter,
street surfacing, sanitary sewer, sanitary sewer services, watermain and water
services, storm drain, sidewalk, street lights and restoration.
The total estimated cast of said improvements is 5474,300.
The area proposed to-be assessed far the foregoing improvements will generally be:
Shannon Hills Fifth Addition, Outlot A which will be platted as Shannon Hills
Sixth Addition, Block 1, �ots 1 - 5; Block 2, Lots 1 - 11; Block 3, Lots 1 - 14.
Total of 30 Lots
Such person(s) as desires to be heard with reference to the proposed improvements
will be heard at this meeting. Written ar oral opinion will be considered.

�7�CUTIVE SUMMAIZY
City Project No. 251 pravides for the installation of city streets and utilities in the Sixth
Phase of the Shannon Hills Planned Unit Development in westem Rosemount. The
project includes the installation of sanitary sewer, watermain, storm drain, pond
excavation, and the canstruction of the streets. The majority of the site grading was
completed by the developer under a private contract during the 1993 construction
season. The impetus for the project was a petition from the developer, Ground
Development Corporation.
The project is feasible from an engineering standpoint. This Feasibility Report proposes
the construction of approximately 1,380 feet of sanitary sewer, 1,630 feet of watermain,
90Q feet of storm drain and a storm drain lift station, and 1,60Q feet of street
construction to provide service to 30 residential lots. The total estimated project cost
is $474,30Q.00. The funding for the project will come from assessments to the bene�tting
properties (lateral improvements), and the stormwater utility fund (trunk storm drain
impravements).
The project construction can be initiated in May, 1994 with construction substantially
complete in July, 1994.

1. INTRODUCZ'I01�1

l.i. Authorization - On Decernber 21, 1993, the Rosemount City Coun+cil
.� authorized the preparation of an Engineering Feasibility Report for Public
Streets and Utilities Construction for the Shannon Hilis Sixth Addition.
�' This project has been designated as City Project No. 251, The Developer
has subrnitted a petition for th�se improvements.
�
1.2. Scope - This project provides for the construction of streets and.utilities
� in the Shannon Hills Sixth Addition in western Ros+�mount. Sanitary
sewer, wa#ermain, storm drain .and a storm drain lift station, gond
excaVation, and streets will be provided tr� the Sixth Addition. The
�`
Developer,Graund Development Corporation, completed the maj�rity of
� the site grading in the Sixih Additian during the 1993 construction season.
The remainder of the site grading wili be completed by the contractor that
� is awarded the street and utility in�pravements examined in this report.

2. GENERAL B�CI��ROITND

2.L Location-The project is located in the southw�st quarter of the northeast
.� quarter of Sect�ion 30, adjac�nt to and west of the Carrollton Additic�n,
adjacent to and south of the Cc�untry Hil1s Third Addition, and north of
� the Shannon Hills Fifth Addition. The prdject location is shouTn aa th+�
Location Map, Figure No. 1, in the Appendix of this xeport.

2.2. Project Area - The Shannon Hills Sixth Additian consists of 3Q single-
� family residential lots. _The Shannon Hills Flanned Unit Dev�lopment
consists of 75 acres of single-family residential lots. The Shannon Hiils
� Sixth Addition is immediately north of the Fifth Addition. 'i'he project
area is cunentiy zoned R-1.
�
2.3. Eldsting Conditions - The project area has been graded for the propc>sed
� development. The area is comprised primarily of rolling terrain, 'The area
generaliy slopes and drains from sc>uth to north and into an existing
� stormwater pond (BIR 149) located within the Shannt�n Hills Sixth
Addition and the Country Hills Third Addition.

3. FROPOSED IMPROVEMENTS
�
3.1. Sanitary Sew�r- The propos�d project wiil provide sanitary sewer service
� t4 the Shannon Hills Sixth Addition. The progased 8" FVC gravity lines
will generally flow from the east to the west to the e�isting extension
�, pravided at the Shannon Parkway jCc�bbler Avenue intersection. Four-
inch services will be provided to the lots within the Sixth Add�tion. The
�I proposed sanitary sewer facilities are shown on Figure No. 2 in the
Appendix of this report.
�
3.2. Watermain - The proposed watermain faciiities are shown on Figure No.
� 3 in the Appendix of this report. An eight-inch watermain will be
� extended from the Shannon Hills Fifth Addition and will connect to an
� eight-inch stub at the Shannon Parkway/Cobbler Avenue intersection. A�n
eight-ineh watermain will also be extended up Clover Lane to serve the
� proposed lots witfiin the plat and to pravide for the future development
to the north. The proposed facilities include one-inch services to each of
,�; the lots, Hydrants will be installed throughout the project to provide
adequate fire protection for the residential area
�
3.3. Storm Drain - The proposed storm drain facilities are shown on Figure
�; No, 4 in the Appendix of this report. The storm drain facilities will
generally drain the proposed subdivision from south to north into the '
� existing stormwater pond (BIR 149) located at the north edge of the Sixth
Addition, The proposed piping within the plat ranges in size from 12
� inches to 24 inches in diameter. In accordance u+ith the City policy, aIl
storm drain. facilities are sized to transpart runoff fram a 10-year storm
� event. Also incl�ded in this project will be approximately 3(�0 cubic yards
of excavation for stormwater pond BIR 149.

The propos�d drainage easement in Shannon Hills Sixth Addition will
contain the stormw�ter within Pond BIR 149 up to an elevation of 956.t},

h+�wever, the e�sting drainage easement in Country Hilis Third Addition
� will only contain the stormwater within Pond BIR 149 to an elevation Qf
approximately 951.0. The lovvest floor eievation for the e�sting homes u�
� Country Hills Third �ddition adjacent to Pond BIR 149 is 957.8 and the
lovvest floor elevation for the proposed homes in Shannon Hills Sixth µ
� Addition �s 958.0.
� The lift station and forcemain system for Pond BIR 149 is propc>seci to be
constructed within a drainage easement on Lot 14,Block 3 and will pump
� stormwater from Pond BIR 144 to the existing storm drain system on
Shannon Parkway. The proposed stormwater elevations for Pond BIR 149
j� are listed as follows:

In order to operate the proposed lift starion at Pond BIR 149, three phase
� power vwill need to be installed by NSp to the site. An NSP representative
stated that the required three phase power could be installed to the
� proposed storm drain lift station for approxunately $12,000.�. This cost
assumes that the future city weli is constructed in the same area and can
� be served by NSP.
� 3.4. Street Construction - The proposed streets are shown on Figure No. 5 in �
the Appendix of this report. The streets will be constructed to City
� standards which call for a 32-foot wide (face-to-face) street. The street
section will consist of 3"of bituminous courses and 6"of Class 5 Aggregate
� Base, based on the soils information known at this time. 'The street will
be flanked by surmountable concrete curb and gutter. A 9Q-foot diameter
�; temporary bituminous cul-de-sac will be required at the north terminus of
Clover Avenue. The purpose of the temporary cul-de-sac is to provide an
� adequate turning radius for emergency vehicles and for snow plows. The
street section design and cost estimate are based on the assumption th�t
�; an acceptable subgrade is provided by the grading operation,for which the
Developer is responsible. A small amount of sodding is provided in this
� project for erosion control.
� 3.5. Street Lighting - The proposed street lighting is also shown on Figure
No. 5, in the Appendix of this report. The proposed lighting units are the
� Type "A" units which are 15 feet high poles with post top mounted
fixtures. The feed points and connector runs will also be installed. The
� local electric utility in this project area is Northern States Power Company,
which will install all of the electric utilities for this project under a
� separate contract with the developer.

- 3.6. Permits-Permits will be required ftom the following agencies: Minnesota
� Department of Health for the watermain construction; Minnesota
Pollution Control Agency and Metropolitan Waste Control Commission
� for the sanitary sewer construction; National Pollutant Discharge
Elimination System(Minnesota Pollution Control Agency)for the erosion
� control construction.
� 3.7. Right-c�f-way Easements - The 60-foot righi-of-way and all necessary
easements are anticipated to be dedicated by the Developer on the final
� plat. The rnajority of the facilities are located within the right-of way,
however, drainage and utility easements will be required from Lots 8 and
`� 9, Block 3 for a storm drainage line and Lot 14, Block 3 for the stc�rm
drain lift station. The drainage easement for Lot 14, Block 3 will need to
� be relocated. No additional drainage easements will be required from
Country Hills Third Addition
�
In addition,the 90-foot diameter temporary bituminous cul-de-sac required
�, at the north terminus of Clover Avenue will require temporary easements
from Lot 5, Block 1 and Lot 1, Block 3. The duration of these temporary
�, easements will be dependent on the development of the property to the
north, whereby the temporary cul-de-sac can be eliminated. As an
� alternative to providing temporary easements within the plat, Ground
Development Corporation could negotiate with the adjacent property
� owner (ta the north) to allow construction of the temporary cul-de-sac to
the north of the Shannon Hills Sixth Addition property line.

, We have reviewed the drainage for Pond BIR 149, located on the North edge of the
Shannon Hills property. Based on the available information, we have the following
� comments:

Pond BIR is a lanci-locked pond. Approximately 6.9 acres of Country Hills Third
Addition and approximately 35.7 acres of undeveloped area (future Shannon Hills
, Additions) are tributary to Pond BIR 149:(see attached drainage map). For the purpt�se
of this analysis ��ve considereci this area to bz fully developed.
� The City of Rosemount - Drainage Plan - West Drainage Area (May 1989) delineates
the flow direction from Pond BIR 149 ta BIR 147 and ultimately to Birger Pond. The
Drainage Plan also delineates an existing facility outleting Pond $IR 149. In reviewin;
� the Rosernoun:t Record Dra��vings and the pond site it was determined that there is no _
eaisting storm se�Wer facility outleting Pond BIR 149. It shauld also be noteci that the
' existing pond levels for Pond BIR 149 are lower than those for Pond BIR 147, therefore,
a pumping system ��ould be required to outlet Pond BIR 149 to Pond BIR 147.
� There is an existing 18" RCP storm sewer located on Shannon Parkway adjacent t4 Pond
BIR 149 that drains to Pond BIR 146. However, the elevation of the existing storm
sewer is higher than Pond BIR 149 and a purnping system would again be required to
' outlet Pond BIR 149.
The City of Rosemount Drainage Plan recommends that low floor elevations near land
� locked basins shouid be at least 5 feet above the basin's 100 year flood level. We used a
100 year - 24 hour and 100 }�ear - 10 day rainfall events to analyze Ponci BIR 149.
' ' A copy of Table 7 (Drainage Requirements Birger Pond District) and Table 17
(Drainage Requirements Hawkins Pond District) frorn the City of Rosemount Drainage
Plans are attached. A copy of the ponding calculations and summary are also attached.

Bas�d on the availabl� inforrnation, we believe the following outlet alternatives are
' available:
1. Do nothing, This no build alternative was considered. Hawever, Qur'study
� indieates that once deveioped the 100-year flood level wauld be at an elevation
of 958.5. This alternative is not recommended because the existing homes in
Country Hills 'I'hird Addition, adjacent to Pond BIR 149, have a 1ow floor
, elevation of 957.3.
2. Gravity autlet to Pond I-�AW 182 locateci in Shannon Hills 2nd Ad�iition. The
� elevations of Fond HA.W 182 would allow Fond BiR 149 to drain, hawever, the -
topography between the two ponds is considerabiy higher and the construction of'
the storm sewer outlet would require stc�rm sewer pipe depths of approxitn�tely 4U
� feet.
Estimated Project Cost = $1:20,3U0
` 3. Increase size of Pond BIR 149. This alternative would require th� excavation of
approximately 2�,000 cubic yards of material to increase the storage capacitv of
Pond BIR 149 to 19.5 Ac-�'t. This could b� accornplished by excavating Fand
' BIR 149 entirely within the Shannon Hills property. A copy of the proposed
grading plan is attached. As shown on the Pond BIR 149 Summary Sheet the
HWL wouId be at 955.8 which is 2 feet below the lowest floor elevations of the
� existing hornes adjacent to the pond (957.8). It should be noted that this alternate
does not provide an outlet for Pond BIR 149.
