The Federal grant is entitled Demonstrated Partnership Program. The program is entitled Rosemount Partnership Program. The purpose of the program is to provide a broad range of services to an identified area of Rosemount, described by high density rental properties, which ultimately promotes 1) Prevention of future problems requiring intervention. 2) The fostering of independence among residents of the target area and ensure welfare recipients a means to become self sufficient. 3) Improvement of services already offered to the target population. This target area forms a triangle between Dodd Road, Shannon Parkway, and 145th St. The objective of the Rosemount Partnership Program is to operate a satellite site, offering a variety of services from over fourteen service agencies, directly within the target service area. Services will be conducted out of a three bedroom apartment. One (1) full-time staff will be recmited, selected and supervised by the Parks & Recreation bepartment, City of Rosemount. The position title will be 'Community Service Programmer'. The major responsibilities of this position are to coordinate and act as a liaison to participating agencies, including the scheduling and promotion of collaborative services. The Community Service Programmer would also develop, coordinate, and evaluate recreational services to the target population. A small bus would be acquired to transport the target population to other areas of the City and County where services and recreacianal opportunities are offered. The total project expenditure for a 28 month period is $248,675. Funding for eighty percent (80%) of total expenditure is requested from the grant. Funding for the remaining twenty percent (20%) is requested emount is ies in the fo rm of in-kind services. The Cit of Ros from the fourteen collaboratmg agenc Y requested to offer supervision of the proposed employee, payroll and accounting services, and mechanical services for the proposed small bus. This request is for in-kind services and will not effect real line item expenditures in the City budget. The amount of this in-kind request over a 28 month period is $12,845. The grant application requires City Council to support the grant application and sign a letter of support for requested in-kind services. These letters are attached. The Rosemount Police Department has indicated most of the total City police calls come from this area. 546 police calls came from this area from July 1, 1993 to July 1, 1994. Project Period: The project period is twenty eight (28) months in length, including two (2) month start-up, twenty four (24) month operational period, and two (2) month evaluation period. Budget Summary: The total project expenditure is $248,675, consisting of$33,030 capital expenditure, $165,910 operating expenditure, and $49,735 of in-kind services from collaborating agencies. Eighty percent (80%) of the total project expenditure or $198,949, will be applied for in the Demonstrated Partnership Program Grant. ,} •Y Twenty percent (20%) of the total project expenditure or $49,735, will be requested from one or more of the participating agencies in the form of in-kind services. Agreement letters from each participating agency is required to accompany the grant application. This collaborative effort, with over 14 agencies, addresses a key problem the City of Rosemount faces today. The City of Rosemount is now experiencing the problems of a rural city progressing into a growing metropolitan suburb. With this progression, people continue to move into Rosemount from inner city locations, thus bringing inner city problems. The Rosemount Partnership Program can provide needed services to an area of Rosemount which offers low income housing. The City of Rosemount has the goal of increasing recreational services to this target area, as a form of crime prevention. The City of Rosemount has recently dispatched police officers to respond to 546 calls to this area in just one years time. The City of Rosemount has provided staff support in the past for Rosemount Activity Program, a collaborative effort to determine the needs to the target area and initiate programming to satisfy these needs. The City has offered and will cQntinue to offer quality staff assistance to this cause. The Demonstrated Partnership Program represents an exciting opportunity to continue the efforts made thus far. The City of Rosemount pledges support in the form of in-kind services, valued at $12,485, for purposes of providing staff supervision, payroll and administrative services, and mechanical services, during the project period outlined in t�e Demonstrated Partnership Program Grant Application for the implementation of Rosemount Partnership Program.
