On March 2, 1994 the Cour�cil ordered the 145th Street Reconstruction Project, City Project
#245 to include all of the utilities and street work except the decorative lighting. The reason
being was at that time there was not any funding available for the decorative lighting.
Attached are work orders from NSP for two items. One is for the burial and conversion of the
overhead lines on 145th Street which amounts to approximately $37,000. Council had
previously amended the 1994 Budget to include $72,000 for the reconfiguration and burial of
overhead utility lines. This item is underway and is 40% complete. NSP has estimated that
their total cost will be 537,000. In addition, Vista Telephone has estimated their cost to be less
than $5,000. Peoples Natural Gas and Star Cable modifications are at no cost to the City.
Therefore, there should be approximately 530,000 left in the amended account after paying NSP
and Vista 542,000.
NSP would like to be directed to install the decorative lights at this time. The second work
order is for the lighting work which includes the decorative lighting estimated to cost S79,301
and the four corner lights estimated to cost S 10,000. State Aid will pay for the corner lights.
They have stated that they will not invoice the City until 1995. This is their normal process,
which is to invoice only after all of the installation is complete and the lighting operational. The
remaining 530,000 in the amended account could be used to pay for the decorative lighting, but
an additional $49,300 will be required,
Staff's recommendation is to have 549,300 included in the 1995 C.I.P. Budget if Council
wants the decorative lighting. The alternative for the Council is to use General Fund Reserves
to pay for the decorative lighting.
If Council so desires to have the decorative lighting on 145th Street the following resolution
should be ordered and Staff can complete the work order request by NSP.
RECOMMENDED AGTION: MOTION TO ADOPT A RESOLUTION FOR THE APPROVAL OF
DECORATIVE LIGHTING ON 145TH STREET FROM CHILI/CHIPPENDALE AVENUES TO
CAMEO AVENUE AND ORDER NORTHERN STATES POWER COMPANY TO INSTALL THE
DECORATIVE LIGHTING, CITY PROJECT #245.

A RESOLUTION APPROVING THE AMENDMENT OF
CERTAIN 1994 BUDGET ITEMS
WHEREAS, the City Council ordered certain improvements for 145th Street, City Project
No. 245, and
WHEREAS, the City Council recognizes the need to reallocate funds to pay for certain
improvements associated with City Project No. 245, and
WHEREAS, the City Council recognizes the need to amend certain items from the 1994
General Fund Operating Budget, for this reallocation as follows:
Capital Improvements (C.I.P.) expenditures, the total which reflects a change as
follows:
Fund No. 202 49002 -01 -531 ($43,000) and 202 49002 -01 -532 ($29,000) which
were designated for the use of the reconstruction of Cameo Avenue (north of 145th
Street) and 143rd Street from Cameo Avenue to Trunk Highway 3 will be reallocated
to City Project No. 245 for the expressed use of the reconfiguration and burial of
certain overhead utility lines, which reflect a total change of $72,000.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Rosemount hereby
approves the amendment of the above listed budget items for the 1994 Capital
Improvements Budget.

TO CAMEO AVENUE AND ORDER NORTHERN STATES POWER COMPANY
TO INSTALL THE bECORATIVE LIGHTING

WHEREAS, the City Council of the City of Rosemount by a unanimous vote ordered a
feasibility report for 145th Street Jmprovements from Chili/Chippendale Avenues to
Cameo Avenue, City Project #245; and
WHEREAS, the City Council has received and accepted the feasibility report on February
1, 1994 for City Project #245; and
WHEREAS, the City Council ordered and held a public hearing on March 2, 1994 to
receive input on the project. ,
NOW THfREFORE BE IT RESOLVED, that the City Council of the City of Rosemount
hereby orders the installation of decorative lighting improvements of 145th Street
Improvements from Chili/Chippendale Avenues to Cameo Avenue, included in City Project
#245, and orders Northern States Powere Company to install the decorative lighting.
