'� � CITY OF ROSEMOUNT EXECUTIVE SUMMARY FOR ACTION CITY COUNCIL MEETING DATE: August 2, 1994 AGENDA ITEM: Biscayne Avenue Improvements AGENDA SECTION: City Project #249 Public Hearing PREPARED BY: Bud Osmundson AGENDA 11�� � City Engineer/PubJic Works Director � E� � � - ATTACHMENTS: Resolution APPROVED BY: This item is a public hearing for consideration of the proposed Biscayne Avenue Improvements from County Road 42 to approximately 500 feet north of the railroad tracks north of 145th Street. The proposed improvements include storm drain, sanitary sewer, watermain and street construction. The City has received petitions from the Department of Military Affairs and the CMC Heartland Partners for improvements to Biscayne Avenue. The total project cost is approximately 52.4 million. Of that total, $1 .3 million would be assessed to benefitting properties; $280,000 would be obtained from State Aid funding for street improvements; $172,000 would be from the Watermain Core Fund; $609,000 from the Storm Water Utility/Storm Core Fund; and, $5,000 from the Sanitary Sewer Core Fund. As discussed at the last meeting, this project can be separated into two or three projects to provide the necessary improvements for the National Guard OMS Facility and for CMC's proposed development. To-date, the OMS Facility is due to break ground in the fall of this year and sanitary sewer, watermain and storm sewer should be extended north of the railroad tracks from existing lines in Biscayne Avenue to provide service to that facility. CMC's request is to have the roadway paved from CSAH 42 to approximately 1,000 feet north on Biscayne to allow them to have a connection which was a requirement for their preliminary plat approvai. Staff recommends that we order the project and order the preparation of plans and specifications for the entire project. Prior to coming back for approval of the plans and specifications, we will have a better handle on what has to be completed this year and the remainder could be completed in 1995. Dave Simons from SEH, Inc. and myself wiil be provide a brief overview of the entire project and then open it up to questions from Council and the public. Staff recommends adoption of the attached resolution as stated. RECOMMENDED ACTION: MOTION TO ADOPT A RESOLUTION APPROVING THE PROJECT AND ORDERING PLANS AND SPECIFICATIONS, BISCAYNE AVENUE STREET AND UTI�ITY IMPROVEMENTS, CITY PROJECT #249. COUNCIL ACTION: 7 CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 1994 - A RESOLUTION FOR THE APPROVAL AND ORDERING THE PREPARATION OF PLANS AND SPECIFICATIONS FOR; BISCAYNE AVENUE STREET AND UTILITY IMPROVEMENTS CITY PROJECT #249 WHEREAS, the City Council o# the City of Rasemount ordered a feasibility report for Biscayne Avenue Street and Utility Improvements, City Project #249; and WHEREAS, the City Council has received and accepted the Feasibility Report on July 19, 1994 for City Project #249; and WHEREAS, the City Council ordered and held a public hearing on August 2, 1994 to receive input of this project. NOW THEREFORE BE IT RESOLVED, that the City Council of the City of Rosemount hereby orders the improvements of Biscayne Avenue Street and Utility Improvements, City Project #249. BE IT FURTHER RESOLVED, that the City Council of the City of Rosemount orders the preparation of plans and specifications for said improvements of City Project No. 249.
